Stamp Duty is a major source of revenue for the Government of Punjab and is collected by the Board of Revenue. However, traditional practices left plenty of loopholes, and there was a failure in the collection of dues at times, which is what led to the revolutionary e-Stamp Punjab project that automates the generation of a stamp paper and makes it easier for property buyers and sellers to pay their dues and receive the legal documentation for real estate investment of any form.

With the help of the Punjab Information Technology Board (PITB), the Board of Revenue, Punjab, is on a mission to digitise the generation of the Challan Form 32-A, which must be filled to pay the required stamp duty and receive the legal stamp papers in relation to all property buying and selling ventures. Individuals can visit any of the Bank of Punjab branches for the payment of stamping fees.

The e-Stamping process is applicable to all high-value judicial and non-judicial stamp papers and has converted a process that used to take at least two to three days into a quick and efficient service which can be availed online.

The project was initiated in 2016 to maximise ease and transparency and ensure minimum discrepancies in the payment of stamp duties. The conventional paper-based system was then taken online and introduced in phases all across Punjab, making it easier than ever for property buyers and sellers to get Challan 32-A without waiting in long queues.

Generation of a New Challan Form No. 32-A

Payment of deficient capital value tax (cvt), registration, or comparison fee.

Challan Form 32-A for e-stamping process

Click the relevant service on the main page of e-Stamping Punjab to get to the Challan form. Fill the details in the form, as shown in the screenshot above, in three stages to receive a printable version of Challan 32-A. You can generate a challan for both judicial and non-judicial Form 32-A with this method.

Search for your particular challan number to learn more about the relevant dues with regards to CVT, registration fee, or comparison fee. In general, here is a guide to how much CVT and Stamp Duty is charged in Punjab for your reference.

Calculation of Property’s Value as per Deputy Commissioner (DC) Rates

DC Rates must be paid for registration of property transactions

If you want to pay stamp duty for property investment, you must know the DC Rate of the property. This rate differs from the Federal Board of Revenue’s (FBR) rate of taxation in terms of property and must be paid to register a property with the local registration authorities. Fill the form, as shown in the screenshot above, to get the DC rate for your land.

Enter the Challan Number in the space provided to get a printable copy of the form. This will include all the details, including the amount payable for the stamp paper. Click the Print button after connecting a printer to get a hard copy of your Challan for payment.

Enter your particular e-Stamp number to determine the remaining stamp duty to be paid or any penalties applicable in this regard.

Once you have your stamp paper in hand, enter its 16-digit stamp paper number into the Verification through Web service, and get a detailed record of your documentation, including stamp details, deed details, property/challan information, DC valuation, agent details, as well as seller and purchaser details.

You can also verify your e-Stamp process via SMS by sending ‘eStamp’ followed by the 16-digit stamp paper number to 8100.

Process of Getting a Stamp Paper via e-Stamp Punjab

3-step process for e-Stamp Paper

Here’s how to get a stamp paper via e-Stamp Punjab:

  • Head to the website of e-Stamping Punjab and fill out the Challan Form 32-A.
  • Print out the form after making sure that all the details are correct.
  • Visit any branch of the Bank of Punjab.
  • Pay the required stamp duty at the bank, along with submitting your Challan form.
  • Get the e-Stamp paper immediately after payment at the bank.
  • Verify the stamp paper online, as mentioned above.

Punjab govt introduces e-stamping system

Online system aims to eliminate forged stamp papers

The government has abolished the 74-year-old outdated system of stamp papers, replacing it with an e-stamping system across Punjab.

Stamp papers worth Rs50 have also been abolished. Now, only four different types of online code stamp papers worth Rs100, Rs200, Rs600 and Rs1,200 have been introduced.

Stamp paper sellers have been allowed to sell written stamp papers worth Rs100 for Rs200.

Every stamp paper seller will now submit a fee in the national treasury to get access to the website of the provincial finance ministry to download special stamp papers worth Rs100 and Rs200 according to the amount deposited. This system is expected to eliminate the business of making fake stamp papers in Punjab.

Under this new system, Rs100 stamp papers will be used for water, electricity, gas, telephone, affidavits of connections, and affidavits submitted to courts. Similarly, Rs1,200 denomination stamp papers will be used for property contracts and agreements. Rs600 stamp papers will be used for power of attorney, while Rs200 stamp papers will be used for multiple purposes.

All stamp sellers will be registered online. A prepaid stamp paper having separate special codes will open the complete data of the stamp paper seller, including name, address, data, notary and stamp recipient. Even the applicants will be able to confirm details by checking the code online. All these details will be computerised. Applicants can receive a stamp paper at home after biometric verification.

Stamp Dealers’ Union Leader Malik Waheed Awan told The Express Tribune that the online code system would eliminate forgery, fraud, counterfeit stamps, and backdated fake stamp papers. However, there are certain technical issues, which will put an extra financial burden on vendors of stamp papers, he added. “Every vendor is supposed to have a laptop, a printer, and an internet connection, which will be an additional expense for the vendor,” he pointed out.

The vendor will download the stamp paper online, after writing a text on it and notarizing it, which will increase the cost as the applicants will have to pay Rs400 to Rs500 for a stamp worth Rs100. Moreover, a power breakdown will render this online system paralysed.

Sources in the District Accounts Office, Rawalpindi, said that the new system will help the government save billions of rupees annually which are spent on coloured and expensive papers required for stamp papers and their security. The office responsible for these tasks will also be abolished, they added.

Punjab Stamp Act Regulations

The State Stamp Act of Punjab drew its foundation from the Indian Stamp Act, 1889 . Notably, the Punjab Stamp Rules of 1934 marked a significant milestone, encompassing regulations related to stamp refund, renewal, disposal, audit control, stamp supply, and accounting, among other vital aspects. The Union Territory of Chandigarh follows the India Stamp (Punjab Amendment) Act 1994.

  • Amendments : Like many other state-level stamp acts, the Punjab Stamp Act has undergone numerous revisions, rules, and amendments over the past century to align with changing legal and economic scenarios. The Indian Stamp (Punjab Amendment) Act 2019 is the latest amendment that the Punjab Stamp Act adheres to.
  • Scope of the Act : The Punjab Stamp Act applies to a wide range of documents, including property deeds, lease agreements, promissory notes, bills of exchange, sale agreements, gift deeds, and various other legal instruments. The Act specifies the rates of stamp duty applicable to different types of documents.

E-stamp paper is a joint project of Punjab board of revenue and Punjab Information Technology Board. Computerized system of e stamp paper will allow you to buy and attest 100% original e stamp papers. Now you will not have to go to treasury office for the approval of challan form 32-A.

In fact Punjab government wants to ensure every possible transparency, people facilitation and ease of use while transacting with the provincial govt. That’s why Mian Muhammad Shabaz Sahrif has decided to launch the system of Web / SMS based verification of high value stamps. You may buy both the judicial and non-judicial Stamp Papers through this new system. Initially through this system people has been facilitated for the paSsing of challan form 32-A. Judicial stamps are used in courts while non judicial stamps are used in the offices of Sub-Registrars, Cooperative Housing Societies, housing authorities and approved housing schemes etc, Now onward only computer generated 32-A challan form with a specific barcode will be accepted by SBP and NBP for deposition of stamp fee.

Procedure Follow the following procedure; 1-Fill the form carefully on the estamp website. 2-Take the print of dully filled form. 3-Submit the fee in any designated branch of National Bank Limited or State Bank of Pakistan and get the receipt. 4-Submit the receipt in the treasury office and get your e-stamp paper in minimum time. 5- We have given a link below in bold letters for downloading the computer generated challan form 32-A.

At the first stage this facility has been provided in the district Lahore and within the 3 years the facility will be available in all the districts of the Punjab. E-stamp paper facility will be available from 1st July, 2015. You can easily verify your stamp paper by sending SMS on 80024 and through the website www.estamp.punjab.gov.pk. We think that its a great initiative by the Punjab government as being a lawyer i know that fake stamps were easily available every where and there was not an easy way to verify them.   •   Stamping through SHCIL: The Government of India has appointed SHCIL as the only Central Record Keeping Agency (CRA). Currently stamping through SHCIL is available in 18 States.

  • Stamping through e-gras : The Online Government Receipts Accounting System (e-GRAS). There are very few states where stamping through e-gras is applied where the public need not be present physically, they get their stamp papers online without any long hefty process.

  • Stamp Duty in Rajasthan :  In Rajasthan, the starting value of stamp duty is 50 in which  an affidavit is normally made, and for the agreement, 100 value stamp paper is commonly used and the government charge 40% surcharge on stamp duty value.
  • Stamp duty West Bengal : The starting stamp paper value is 20 on which affidavits are commonly used and  50&100 are often used for agreements.
  •   Stamp Duty Gujrat : In Gujrat, the affidavits are often made on the value of 50 which is the starting value and the agreement is commonly made on the value of 300 stamp duty.
