Keeping the Earth’s warming below the 1.5-degree Celsius threshold that scientists believe will stave off climate change’s worst effects is a tall task, but one of the world’s top climate scientists believes climate “doomism” won’t help the fight. And Michael Mann is all about the fight.

“I push back on doomism because I don’t think it’s justified by the science, and I think it potentially leads us down a path of inaction,” said Mann during a talk last Thursday at the Harvard Kennedy School’s Belfer Center for Science and International Affairs . “And there are bad actors today who are fanning the flames of climate doomism because they understand that it takes those who are most likely to be on the front lines, advocating for change, and pushes them to the sidelines, which is where polluters and petrostates want them.”

One recent victory for the University of Pennsylvania professor stems back to 2012, when climate change deniers and critics of his work wrote blog posts accusing him of scientific fraud. Mann demanded retractions. They refused, and he sued them for defamation. The case dragged on for years, but in February, Mann won $1,000 in punitive damages from one blogger and $1 million from the second.

Mann’s lecture, “ Can Lessons from Earth’s Past Help Us Survive Our Current Climate Crisis? ,” sought lessons from past climate change events in the Earth’s history, encompassing the demise of non-avian dinosaurs, the “Great Dying” 250 million years ago, pop musicians The Police — who sang of doomed dinosaurs — and famed astronomer Carl Sagan.

Mann, whose most recent book, “Our Fragile Moment,” was published in September, said the demise of the dinosaurs offers an example of the potentially deadly impact of climate change — in that case, from global cooling.

It is believed that a comet struck the Earth 65 million years ago, resulting in the death of non-avian dinosaurs. Most of them were not killed by the strike itself, but the drop in temperature caused by the rise of dust from the impact, which blocked the sun.

Small mammals, able to shelter in burrows, did survive, beginning an evolutionary process that would lead to humans. Sagan, the late scientist and science communicator, warned of a similar effect in the event of global nuclear war, which would likely bring on “nuclear winter” severe enough to bring on an extinction event.

Mann also discussed the “Great Dying,” which killed some 90 percent of species. It took place at a time when the Earth’s temperature spiked relatively suddenly in geologic terms. He said it was likely brought on by carbon dioxide being released in a major outbreak of volcanism that stretched thousands of years.

The current human-induced climate change has parallels to that time but is occurring much more rapidly, over tens of years rather than thousands.

“Warming today is hundreds of times faster than any warming in geological history,” Mann said, adding that the direction of the temperature swing — warmer or cooler — doesn’t matter. “Anything that takes you from the climate you’re adapted to is a threat.”

Mann’s work brought that point home back in 1999, when he and colleagues published a reconstruction of climate for the past 1,000 years. They used statistical methods they’d devised to combine climate proxies like ancient tree ring data, ice cores, and lake sediment into a single picture of the Earth’s climate history.

Represented graphically, the global mean temperature data resembled a hockey stick, with centuries of slowly declining temperatures making up the long handle and the sharp uptick in temperatures since the Industrial Revolution making up the blade. That “hockey stick” graph has since been hailed as evidence that the recent decades’ warming is neither natural nor a figment of scientists’ imagination.

During the event, Mann said the “Great Dying” era offers other lessons because it has been theorized that the warming was due to a major release of methane from the ocean, and some climate pessimists, whom he called “doomers,” believe a similar dynamic is already at work today, at least partly due to thawing of the arctic permafrost. In fact, he said they believe that enough methane has been released that it is already too late to avoid extinction-level warming.

Mann rebuts this view, noting it is inconsistent with the latest scientific understanding of the ancient event as well as evidence about today’s situation. And it serves as a distraction at a time when urgent action is needed.

Many have noted the already-existing anxiety about climate change inaction among today’s youth. Mann said in the interview during his campus visit that he would hope examples of the past will energize them rather than make them feel helpless.

Younger people today, he said, haven’t lived through high-profile environmental crises of the past, such as water pollution like that of Cleveland’s Cuyahoga River, once so full of industrial pollutants it periodically caught fire; power plant emissions, which created acid rain that damaged downwind forests and made lakes acidic; and the creation of a massive hole in the Earth’s protective ozone layer, which threatened to raise cancer rates around the Southern Hemisphere.

Each of those problems, while not on the scale of climate change, was analyzed by scientists and solved by policy: the Clean Water Act, the Clean Air Act, and the international Montreal Protocol.

Mann’s talk wassponsored by the Belfer Center’s Environment and Natural Resources Program and its Arctic Initiative ; the Shorenstein Center on Media, Politics and Public Policy ; the Salata Institute for Climate and Sustainability , and the HKS Climate, Energy, & Environment Professional Interest Council .

It was introduced by Henry Lee , director of the Environment and Natural Resources Program, and by Shorenstein Center senior fellow Cristine Russell , who engaged Mann in a question and answer session after his talk.

Mann noted that a difficult road lies ahead, but there is time still to limit warming to 1.5 degrees C. He cited as encouraging the U.S. passage of the Inflation Reduction Act — which contains significant provisions to fight climate change — and the global agreement in 2021’s COP 26, whose commitments, if enacted, would limit warming to 2 degrees C, which Mann acknowledged is still too high.

“It’s not too late for us to take the actions to keep warming below 1.5 Celsius. The obstacles at this point aren’t physical, they are not technological, they are entirely political,” he said. “And political obstacles can be overcome.”

Australia’s soil to become net carbon emitter and threat to climate goals, report says

Modelling points to ‘huge’ soil emissions in interior rangelands, which are more sensitive to a warming climate

Intensifying extreme heat and drought due to the climate crisis will make Australia’s soil a net emitter of carbon dioxide, impeding the country from reaching its climate goals, new analysis has found.

Soil carbon sequestration has been identified as a way to help Australia meet its greenhouse gas emission reduction targets of 43% by 2030 and net zero by 2050.

But a study published in the Nature Portfolio Journal has estimated that median annual emissions from Australian soils will range from about 30 to 100 megatons of C02 over the next 80 years. The modelling is based on the prevailing “middle-of-the-road” global emissions reduction scenario.

The report found net median soil carbon emissions during 2020-45 would be equivalent to 14% of the country’s total 2022 emissions, or 82% of agriculture emissions.

The report’s lead author, Prof Raphael Viscarra Rossel, said the “concerning” findings showed the substantial threat soil carbon losses posed to Australia’s emissions reduction targets.

“If Australia wants to achieve its emissions reductions targets … that’s a significant amount of emissions that we’re not accounting for,” he said.

Soil carbon stocks fluctuate naturally with rainfall patterns but are also affected by land management practices . Drier and hotter conditions are associated with more soil carbon escaping into the atmosphere and lower rates of sequestration.

Based on today’s land management practices, the report predicted agricultural areas would accrue as much as 0.19 tonnes of CO2 a hectare each year between 2020 and 2045.

But by 2070-2100, the modelling found these gains would slow significantly because of rising average temperatures, and would not be enough to counteract “huge” soil carbon losses in Australia’s vast interior – known as rangelands – which are more sensitive to a warming climate.

Viscarra Rossel said the projected release of soil carbon into the atmosphere would contribute to climate feedback loops by causing additional global heating, which would exacerbate soil carbon losses.

“If we don’t do anything about soil [carbon losses] things are going to get warmer, and then we’ll lose even more carbon,” he said.

“It’s dire. We need to do whatever we can … to try and minimise that [carbon] loss from soil.”

Government incentives for landowners to sequester and store carbon in their soil has driven burgeoning interest in soil carbon projects but Australia’s leading soil scientists have called for flaws in the scheme to be urgently addressed .

As of 3 March, there are 530 soil carbon projects registered under the Clean Energy Regulator. Seven of those have so far been issued a combined 254,913 Australian carbon credit units worth more than $8m. Ten projects have been voluntarily revoked.

Soil sequestration gains have also been used to offset onfarm emissions (a process known as “ insetting ”). And, in an Australian first, 700 breeding cattle up for auction were marketed as carbon-neutral last month.

Viscarra Rossel said more focus was needed to curb impending soil carbon losses in inland rangeland regions.

“The climate change problem is so large and so wicked that soil is not going to solve the problem,” he said. “But it can play a part by mitigating the [soil carbon] losses we are projecting.”

A spokesperson from the environment department said Australia’s national greenhouse accounts measure changes in soil carbon as a result of changes to temperature and rainfall, which are used to track Australia’s progress towards net zero.

The government has invested $40m to develop low-cost technology to accurately measure soil carbon.

The report said there was well-documented “uncertainty” in modelling future soil carbon levels and that “our understanding of the sources of this uncertainty is evolving”.

California’s water outlook has brightened for now, but salmon and other fish are still in peril

Welcome to today’s edition of Boiling Point. I’m Ian James, a reporter on The Times climate and environment team, filling in for my colleague Sammy Roth.

Salmon is king.

It’s a phrase I heard more than once as I interviewed people who depend on fishing and asked them what last year’s shutdown of salmon fishing has meant for them.

Along the California coast from May to October, commercial fishing boats and sportfishing charter vessels are typically out on the ocean hauling in salmon. But low population numbers led to the cancellation of last year’s season, and this year fishery regulators will soon consider whether to ban fishing for another year, or allow a minimal season with restricted dates and catch limits.

I spoke with people in a few fishing communities to learn how they’ve been affected by the closure, and what they think about the factors that have driven declines in salmon and other fish populations.

“It’s been devastating for the small communities, the coastal communities, because that’s our main income for the summer,” said Jeremy Dierks, who lives in Bolinas and has been fishing for more than three decades.

Dierks fishes from a small boat with a rod, and sells his catch. When he was unable to fish for Chinook salmon last summer, he turned to halibut and tuna.

“It’s been a struggle. The last couple of years have probably been my worst years in my entire career,” Dierks told me.

He and others said they see various causes for the low numbers of fall-run Chinook salmon, including the dams that have eliminated fish habitat, losses to predators and how fish hatcheries are managed.

Fish also suffered during the severe three-year drought from 2020 to 2022, when at times the water flowing from Shasta Dam was so warm that it was lethal for salmon eggs in the Sacramento River.

How water is managed in the Sacramento and other rivers can make or break fish populations. And many I spoke with said they largely blame California water managers, who they say send too much water to farms and cities, depriving rivers of the cold flows salmon need to survive.

“It comes down to the water,” said Kenneth Brown, who sells fishing gear and bait at his shop Bodega Tackle in Petaluma. “It’s all water mismanagement.”

Brown said his business was down 40% because of the shutdown of salmon fishing last year, and the outlook this year isn’t much better.

“Salmon is the big one,” he said. “Salmon is a huge part of our industry for us. And it’s just devastated the whole area.”

I visited Half Moon Bay to talk with fishermen at Pillar Point Harbor, and several said they have turned to other work to make ends meet. Some said they’re putting boats up for sale.

Commercial fisherman John Schulz, who has been in the business since 1998, said his boat was tied up in port much of last year, and he is now looking to get out of fishing. Schulz said he is still hopeful that the salmon will eventually recover enough to have a full fishing season again. But the question is, “Who’s going to be here five years from now to go fishing?”

Tom Mattusch, president of the San Mateo County Harbor Commission, showed me around the harbor, where crews were unloading Dungeness crab. He fished for decades but sold his charter boat in 2021.

He shared his perspective on how California’s water management has affected salmon.

“Too much water is diverted towards farming, too much water is sent to Southern California,” Mattusch said. “But as far as salmon goes, they don’t have enough of the cold, clear, clean water that they need.”

The task for California now, he said, is to “rebalance and reimagine the things that are necessary for the salmon, to rebuild these stocks.”

“You’ve got to figure out when is the water needed for certain runs, and how do we balance the needs of people and fish,” he said.

For my story about the salmon fishing shutdown , I also spoke with Charlton “Chuck” Bonham, director of the state Department of Fish and Wildlife, who outlined the state’s plans for helping salmon populations recover.

Even as the fishery goes through this difficult time, Bonham said, state officials are focused on actions that can “change the trajectory.”

“Now is the time. Salmon is in our hands,” he said. “There’s hope. We can do this.”

On that note, here’s a look at what’s happening in California and around the West:

CLIMATE SCIENCE AND MORE

Last year was Earth’s hottest on record. But the sudden rise in global temperatures went far beyond what statistical climate models had predicted. What might that mean for future warming? Climate scientists are now working to try to understand why 2023 was so anomalously hot, and Hayley Smith wrote a piece for The Times examining what scientists are saying, and they have different theories.

When we talk about planet-heating greenhouse gases, the ones that are most often discussed are carbon dioxide and methane. But there are others, such as the termite killing gas sulfuryl fluoride, and it has been found to be 4,800 times more potent than carbon dioxide in trapping heat. My colleague Melody Petersen wrote about new research in which scientists were surprised to discover that California releases more of this climate-warming pesticide than all other states combined.

One way of reducing methane emissions is to compost food scraps instead of tossing the stuff in the garbage and having it decompose in a landfill. But what’s the right way to compost? Maggie Beidelman, Yadira Flores and Karen Garcia produced a helpful video explaining how to do it.

THE ENERGY TRANSITION

The U.S. Environmental Protection Agency has issued tough new emissions standards for heavy-duty trucks and buses, with the aim of cutting air pollution and addressing climate change. As L.A. Times reporter Russ Mitchell explains in an article about the new standards, California’s rules are tougher than the Biden administration’s, and are expected to remain so.

Although the federal government has sought to boost clean energy, the country has also seen an increase in production of natural gas. As Alexander C. Kaufman writes for HuffPost , the U.S. sold more liquefied natural gas on the global market than any other country last year, “surpassing yet another milestone in the nation’s transformation into a fossil fuel superpower.”

WILDLIFE IN THE WEST

Scientists are finding that there are some significant differences between populations of killer whales. The black and white whales are currently all classified as a single species, Orcinus orca , but that could change. My colleague Lila Seidman wrote a fascinating piece about new research that argues there are distinct species of orcas, and about an odd story from more than a century ago: how a San Francisco whaler in 1869 described two species of killer whales, only to have his work cast aside. Here is how Lila explains the importance of the latest findings: “Approving two newly proposed killer whale species could transform how they’re conserved — and turn a page in one of the strangest chapters in marine mammal history.”

Some types of migratory shorebirds rely on saline lakes, including Mono Lake in California and the Great Salt Lake in Utah, on their long migrations. One species, Wilson’s phalarope, has suffered declines along with the saline lakes it depends on. A coalition of environmentalists and scientists have petitioned the federal government to seek protections for Wilson’s phalaropes under the Endangered Species Act. Independent journalist Daniel Rothberg covered the groups’ effort to seek added protection for phalaropes , writing that “the last twenty years of drought and consistent demand for water have created significant challenges, drying out ecosystems and making habitats unlivable for the small invertebrates that birds like the phalarope rely on.”

My colleague Louis Sahagún wrote a surprising story about rattlesnakes that you will not want to miss. He spoke with a biologist who explained his research is showing there is a lot more to the reptiles that most people think. Here is how William Hayes, a research biologist at Loma Linda University, put it: “Rattlesnakes are among the most feared, misunderstood and abused animals of all. Yet, they are not all that different from us. They, too, have fears, emotions and find comfort in companionship.”

Louis Sahagún has had a remarkable career at the Los Angeles Times. As a staff writer for 43 years, he has written a wide range of stories about topics ranging from religion to California’s wildlife.

RED BLUFF – We are all responsible for keeping the United States safe, according to Olivia Owens, an eighth-grader at Berrendos Middle School.

Owens was the first-place winner of the American Legion Auxiliary, Unit 167 Essay Contest this year.

The prompt for the contest was titled “Who is responsible to keep our country safe?”

The message contained in the essay is centered on the idea that every American citizen holds a responsibility to create safety for the betterment of the country.

In part, she wrote, “The United States citizens are responsible for our country and its doings; therefore keeping us under control and safe from one another is important when electing a responsible government. In other words, without a functioning society, we cannot have a functioning government. If we do not have a good government, bad decisions can be made for our country by our country representatives, which could lead to the fallout of the United States. All in all, whether you are a member of the military, a representative of our country, or just a regular citizen, your role in keeping the United States safe is important. In order to keep our country safe, a stable society is the basis of a responsible government and a powerful military.”

American Legion Auxiliary, Unit 167 Unit President Daleen Baker and Lois Barnes, the essay co-chairperson, presented the awards to the winners of the essay contest. In second place was Xander Gozzo, and in third place Reese Whitaker.

To ensure that each environment in an environment group maintains the configuration settings determined at the environment group level, the administrators of those single environments within the group will not be able to alter those settings and fall out of compliance with any configured rules.

Why is default environment routing important?

Thanks to environment groups, these environments come preloaded with essential admin settings, including sharing limits and solution-checker, making adoption a breeze for Microsoft Power Platform admins. Previously, new makers had to figure out which environment to work in. With default environment routing, this decision happens automatically. Default environment routing is a feature that automatically directs new makers to their personal developer environments instead of the default environment.

Personal developer environments are individual workspaces, similar to Microsoft OneDrive, where makers can confidently build apps and solutions using Microsoft Dataverse without worrying about others accessing their work, assets, and artifacts. Admins no longer need to be concerned about makers accidentally working in the default environment, where their work might conflict with others.

When combining with environment groups and rules, these environments come preconfigured with environment-level governance settings, including sharing limits and solution checker. This feature helps new makers to avoid confusion and conflicts when working in Microsoft Power Platform and helps admins to manage their environments more easily.

What are the key points to remember?

Preview feature: Keep in mind that this feature is currently in preview. While it provides early access for feedback, it’s not intended for production use and may change or be discontinued in the future.
Managed environments: All developer environments created through environment routing are managed environments as are all environments in a group. These environments require premium licenses for running Microsoft Power Platform assets.
Developer plan: Managed environments are not included as an entitlement in the developer plan, which is a free plan for individual developers to learn and build solutions. Learn more about the Microsoft Power Apps developer plan.

Conservatives Are Getting Comfortable Talking Openly About a National Abortion Ban

After this week’s oral argument, few court watchers believe the Supreme Court is now ready to limit the Food and Drug Administration’s authority to approve mifepristone , a drug used in more than half of all abortions , as opponents of abortion sought. At oral argument in FDA v. Alliance for Hippocratic Medicine , it did not appear that the plaintiff doctors persuaded the court that the law inflicted injuries that would give them standing to sue. The reason for the justices’ skepticism is not hard to find. The doctors built their case on a mountain of remote possibilities. Patients might suffer complications from mifepristone—a drug with an impressively low complication rate—and might seek treatment at emergency rooms, where the plaintiffs may happen to practice, when the plaintiffs might not be able to find another physician willing to intervene. And all of that might mean that the plaintiffs would have to act in violation of their conscience. But then again, it might not. That’s why this case seems dead on arrival: The justices seemed unwilling to engage in the sort of rank speculation the plaintiffs have in mind. If this chain of hypotheticals is enough, anyone can bring a constitutional challenge to any drug approval or any law.

But the case was also a vehicle for advancing ever more expansive conscience-based arguments that have become common currency among Christian conservatives—claims of the kind we have seen in well-known cases like the 2014 Hobby Lobby decision recognizing conscience objections to the contraceptive mandate of the Affordable Care Act or even last year’s ruling in 303 Creative v. Elenis that allowed a conservative Christian graphic designer to refuse to make custom websites for same-sex weddings.

Today, those with conscience-based objections seek more than to pray or dress in conformity with religious belief. They object to laws providing Americans access to health care or freedom from discrimination. Compliance with these laws, they claim, would make the objector complicit in the assertedly sinful conduct of others.

Objectors bringing this new generation of complicity-based conscience claims invite courts to deny other Americans the protections of the law. In the FDA case, the plaintiffs do not even seek an exemption from the law; through an expansive standing claim, the doctors claim the only way the court could protect their conscience is to strike down FDA approvals providing all Americans access to medication abortion. Simply having mifepristone on the market, they argue, risks making them complicit in abortion.

Justice Ketanji Brown Jackson zeroed in on the problems with this argument. She observed that Erin Hawley, the attorney for the Alliance for Hippocratic Medicine, had identified a “broad” and “narrow” idea of conscience. The “narrow” reading was straightforward: “participating in a procedure.” This reading had problems of its own: In fact, no doctor was obliged to prescribe mifepristone, and in any event, federal law provides doctors conscience protections.

Yet Hawley didn’t think complicity ended there. Jackson seemed confused. Did Hawley mean that a handful of other doctors who participated in post-abortion procedures, such as the removal of tissue, were also complicit? Or was Hawley asking the court to recognize the complicity claims of someone who worked in an emergency room where abortions took place, or handed an abortion provider a water bottle?

Jackson spotlighted a defining feature of “conscience-war” claims that one of us (Reva Siegel), writing with Douglas NeJaime, has identified : Conservatives assert ever-expanding complicity-based conscience claims, urging the government to accommodate their claims without making any provision for other Americans who would lose the protection of law. Appealing to the value of conscience obscures the material and dignitary harm that accommodating the objection inflicts on others.

Solicitor General Elizabeth Prelogar stressed this point: While the plaintiffs could not say their conscience had been or would be harmed, their claim to conscience obscured harm done to a variety of other parties. That includes the FDA, which had its own scientific judgments displaced, and the pharmaceutical industry, which relies on the FDA approval process to ensure some sort of uniform industry standards. First and foremost, it includes, as Prelogar noted, “women who need access to medication abortion .”

Conscience claims have been alluring to conservatives because, like colorblindness, they allow conservatives to speak as a “minority,” and to assert traditional family values as individual freedom claims. But there is a telling shift. When groups like Alliance Defending Freedom asserted complicity-based conscience claims at the time of Hobby Lobby , they worried about losing in a Supreme Court that was far less conservative—and about alienating a Republican Party that still prioritized electability rather than ideological purity.

By contrast, in Alliance for Hippocratic Medicine, ADF talked not only about protecting women or safeguarding conscience; it made claims around the Comstock Act, a symbol of Victorian sexual morality focused not on protecting fetal life but on discouraging illicit sex , that ADF seeks to reinvent as a de facto national abortion ban. ADF argued that FDA could not have had the authority to approve telehealth abortions in 2021 because the Comstock Act bars the mailing of abortion pills—and indeed, any abortion-related item. Justices Clarence Thomas and Samuel Alito both seemed interested in transforming the 1873 Comstock Act into an abortion ban that American voters would never choose to enact. Alito seemed shy about mentioning Comstock by name, instead referring to the hard-to-recognize number in the U.S. Code. Thomas was not so reserved, all but telling attorneys for Danco, the maker of the name-brand mifepristone, that the Comstock Act barred the mailing of the drug.

The very fact that ADF wants to talk about the Comstock Act is remarkable. It seems unwise to hitch the anti-abortion movement’s star to a 19 th -century anti-vice movement known for “Comstockery”: censoring political speech, undermining democratic norms, and condemning any form of sex not intended for procreation .

Voters have already rejected state abortion bans. Just imagine what most Americans would make of it if an already unpopular Supreme Court interpreted a law from 1873 as a sweeping, punitive zombie abortion ban. But worrying about the public’s reaction assumes the movement is seeking to persuade voters rather than simply looking for ways to use power to enforce traditional family values and punish those who become pregnant or might provide them medical care. Anti-abortion groups are planning to revive enforcement of the Comstock Act if Donald Trump wins the presidency , claiming they would not need Congress to act .

The argument in the mifepristone case was a potent reminder of why conservatives have gravitated to conscience claims—and demonstrated the hidden harms that these claims can inflict on other Americans. But the conversation at the Supreme Court this week also suggested that conservatives are preparing to express the values underlying complicity-based conscience claims more openly. As it gains power, members of the anti-abortion movement seem increasingly ready to take off the mask.
