How Should We Limit Facebook’s Power?

Here are two proposals for regulating the platform.

The Daily is powered, every day, by a big idea. Below, we go deeper on one from our show this week.

It’s been a week for Facebook. First, the world got a taste of life without its services when billions of people experienced an unchosen ( and for some, welcome ) social media blackout. Then, the notoriously secretive company was again scrutinized on Capitol Hill. But this week’s Senate hearing, with its rare show of bipartisanship, was different from ones in the past: It was powered by a whistle-blower — and one who had receipts.

As you heard on Wednesday’s show, Frances Haugen, a former Facebook employee, presented internal documents to lawmakers demonstrating the company knew its platforms had negative health effects on children. In the process, she urged senators to make the regulatory changes needed to address misinformation promoted by the company’s algorithms and to create accountability for Mark Zuckerberg, Facebook’s chief executive. Although these weren’t new proposals, what was new was the senators’ education on the topic and their unified commitment to taking action. But the critical question now is: What can they do?

Facebook has intimate access to the lives of nearly half of the world’s population — and there is no neat solution to mitigating its unprecedented corporate, social and political power. The company has shown itself to be resistant to self-regulation; free speech protections complicate proposals to reform the law that currently governs the internet ; and there is increasing consensus that antitrust action — or breaking up Facebook — would most likely just fracture the problem into smaller pieces, making the issues harder to tackle. (“We don’t need to break them up; we need to break them open,” said Tom Wheeler, former chairman of the Federal Communications Commission during the Obama administration.)

Some experts say novel solutions are needed. Here are two suggested by those we called:

Creating a new federal agency dedicated to Big Tech oversight

Senators are considering how to create independent oversight of major platform companies, but Tom Wheeler isn’t confident that existing government agencies are up to the task. “I ran an independent regulatory agency,” he said, and the regulatory process “is sclerotic and rigid.” Now, he added, “we’re moving at exponential speed in a world that was built for linear transformation.”

Tom is calling for “a new agency of digital experts that has the agility to deal with the ever-evolving digital market.” His idea is optimistic: The agency would bring tech industry leaders into dialogue with federal representatives (“ideally digital natives”) to determine an agreed-upon set of behavioral standards, later codified and enforced by the agency through monitoring, monetary penalties and disgorgement. Unlike existing agencies, Tom argues, a new agency created from scratch would allow the implementation of modern management practices and policies capable of keeping pace with a fast-moving industry.

Renée DiResta, research manager at the Stanford Internet Observatory, also believes a new agency could help address the “myriad harms” posed by Facebook, ideally inviting additional transparency into internal company policies and product design changes for the company’s algorithms that would “address the worst negative externalities of virality,” she said.

“This is not a moment for halfway measures,” Tom said, adding that senators focusing simply on new legislation was insufficient. “It is very dangerous to define tomorrow in legislative language. Because then you’ve defined tomorrow in terms of what you know today.”

Stricter privacy legislation to limit Facebook’s power

Siva Vaidhyanathan, director of the Center for Media and Citizenship at the University of Virginia, isn’t convinced that creating a new federal agency would solve the Facebook problem. “People keep going back to the 20th century to try to figure out how to address this phenomenon we’ve never seen in human history,” he said, adding that it was a “regulatory infrastructure that assumes good faith” on behalf of platform companies.

Siva takes a more international perspective on the problem, arguing that Facebook is not “going to change its behavior because of something that happens in the United States.” More than 3.5 billion people around the world use Facebook’s platforms, and in some countries like India, by itself home to over 300 million users, the company is synonymous with the internet. “When Mark Zuckerberg wakes up in the morning, I guarantee you he thinks about India before he thinks about the United States,” Siva said.

The company also applies different policies and algorithms in different legal jurisdictions, and the United Kingdom and the European Union are each exploring additional platform regulation. So instead of focusing on regulations that would affect only the United States, Siva argues, lawmakers would be more effective in going after the company’s primary source of profit: personal data.

“We could pass strong legislation in the United States and encourage other countries to follow the same route that would severely limit what companies, not just Facebook and Google, but all companies, do in terms of surveillance and the use of our data,” he said. While making some exceptions, such as for public health data, Siva said that forcing companies to delete the personal data of their users within a set window of time would limit ad targeting and algorithmic amplification, making both “less precise and less effective.”

Siva believes this would have downstream effects for safeguarding against authoritarianism, too. “These big tech companies are on the precipice of becoming the operating system of our lives, and they’re very connected to other centers of power,” he said, citing the connectivity between the social media company WeChat and Chinese governmental surveillance.

“You can imagine similar things happening with Facebook partnerships in Turkey, the Philippines, India and Brazil,” he said. “And who knows where else?”

How did you get into journalism?

I’ve had the reverse version of the typical 20th-century journalism career path, where you start off at a newspaper, eventually graduate to a magazine and finally work your way up to writing a book. Through a series of freakishly lucky events, I wrote a book when I was 19, before I’d published anything as a professional writer, and it ended up getting some national attention. That got me some magazine writing gigs, and eventually, my dream job at The Times.

I don’t have any cool pre-journalism stories to share from my days as a bartender or a long-haul trucker, because I’ve never done anything else. This is my only marketable skill!

Many of our listeners know you from your work on our show Rabbit Hole . How has it been transitioning from working on a topic you know so much about to hosting a general news show?

So fun! Making Rabbit Hole involved going very deep into a single topic and then figuring out how to tell that story in a fresh and compelling way. Whereas hosting The Daily is much more of a grab bag — one week, you’re talking with Liz Day about Britney Spears; the next, you’re talking with Emma Goldberg about ivermectin.

What has been the most surprising aspect of working in audio?

In text, you can reconstruct scenes after the fact. But with audio, you really need to have tape, which means that you’re always, always recording. There’s a kind of hoarding element to it that, in some ways, has more in common with TV production than writing.

Which medium do you prefer (and why)?

Both text and audio have their merits. But (editors, don’t read this) I think audio has some advantages in our current media environment.

I think that social media, and Twitter especially, has made text writers much more defensive. We’re always trying to anticipate how someone might attack our arguments, give us the least generous interpretation possible or interpret what we’re saying in bad faith. Text is a very easy medium to chop up and recontextualize — just take a screenshot and tweet it! — in a way that makes it feel sometimes like throwing bait to sharks.

Audio, by contrast, is kind of an unwieldy medium. You can clip 10 seconds out of a podcast and use it to dunk on someone on Twitter, but it’s not easy, and it requires more effort than most trolls are willing to put in. It’s also a more voluntary medium. People listen to podcasts because they like them, in general, so you end up with an audience that actually wants to be there and isn’t just seeing your work as it randomly crosses their feeds, which makes a big difference.

What has been the hardest/weirdest aspect of guest hosting?

I described it to a friend the other day as being a substitute teacher. It’s a fun gig, but you’re always kind of aware that the students are counting the days until Mr. Barbaro comes back. The Daily is such a beloved show, and Michael is such a beloved host, that I’m just doing my best to not screw up his lesson plans too badly.

हमारे वातावरण में दिन-प्रतिदिन प्रदूषण की समस्या बढ़ती जा रही है और औद्योगिक क्रांति के समय से इसमे काफी तेजी से इजाफा हुआ है। दुनिया भर में कारखानो और वाहनो की बढ़ती संख्या के वजह से पिछले कुछ दशको में प्रदूषण का स्तर कई गुना बढ़ गया है। जहां एक तरफ वाहनो और कारखानो से निकलते धुंए ने हवा को प्रदूषित करके हमारे लिये सांस लेना भी मुश्किल कर दिया है, वही दूसरी तरफ उद्योगो और घरो से निकलने वाले कचरे ने जल और भूमि प्रदूषण में अपना योगदान दिया है, जिसके कारण कई गंभीर बीमारियों ने जन्म लिया है।

प्लास्टिक बैग एक नॉन-बायोडिग्रेडेबल वस्तु है। इसलिये इनका निस्तारण एक प्रमुख समस्या है। यह छोटे-छोटे कणो में टूट जाते है और जमीन तथा पानी के स्त्रोतो में प्रवेश कर जाते है, परन्तु यह विघटित नही होते है। जिससे यह भूमि और पानी में सैकड़ो वर्षो तक रहते है और जहरीले रसायनो का उत्सर्जन करके हमारे इस सुंदर तथा समृद्ध पृथ्वी को काफी क्षति पहुंचाते है।

2.पर्यावरण स्तर में गिरावट

आज के समय में प्लास्टिक बैग भूमि प्रदूषण का प्रमुख कारण बन गया है। इनके वजह से प्रकृति पर काफी नकरात्मक प्रभाव पड़ता है। लैंडफिलो में फेके जाने वाले प्लास्टिको को विघटित होने में लगभग 500 वर्ष का समय लगता है। यह बैग वजन में काफी हल्के होते है जिसके कारण यह हवा के झोंको द्वारा उड़ाकर दूर पहुंचा दिये जाते है। इनके एकत्रित कूड़े के ढेर से भूमि प्रदूषण फैलता है, इसके अलावा जब यह पानी के स्रोतो में मिल जाते है तो यह जल प्रदूषण का मुख्य कारण बनते है। इस प्रकार से यह हर संभव तरीके से हमारे पर्यावरण को नुकसान पहुंचा रहा है।

पशुओ और समुद्री जीवो के द्वारा अपने भोजन के साथ ही प्लास्टिक को भी खा लिया जाता है। क्योंकि प्लास्टिक को पचाया नही जा सकता इसलिये यह उनके आंतो में फंस जाता है। इस प्रकार से विभिन्न पशुओं और समुद्री जीवो के आंतो में काफी मात्रा में प्लास्टिक जमा हो जाता है, जिससे यह उनके स्वास्थ्य के कई समस्याओ का कारण बनती है। कई बार पशुओं के द्वारा पुरे प्लास्टिक बैग को निगल लिया जाता है और यह उनके आंत या गले में फंस जाता है, जिसके चलते दम घुटने से उनकी मौत हो जाती है। इस तरह के घटनाओ का सबसे ज्यादे शिकार समुद्री कछुए होते है, जिनके द्वारा प्लास्टिक बैग को भ्रमवश जेलीफिश समझकर खा लिया जाता है। अनुसंधानो द्वारा पता चला है कि प्लास्टिक बैगों के द्वारा उत्पन्न कचरा पशुओ के असमय मृत्यु का सबसे बड़ा कारण है।

• मनुष्यो में बीमारियों का कारण

प्लास्टिक बैगों के उत्पादन से कई प्रकार के जहरीले रसायन उत्पन्न होते है, जो उनके निर्माण करने वालो के लिए गंभीर स्वास्थ्य सबंधी समस्याओ का कारण बन सकती है। इसके अलावा खाद्य पदार्थो के पैकिंग में इस्तेमाल होने वाले प्लास्टिक बैग भी कई प्रकार की स्वास्थ्य समस्याएं उत्पन्न कर सकते है। इसके अलावा जैसा कि पहले ही बताया गया है कि प्लास्टिक बैगों के कारण पर्यावरण प्रदूषण उत्पन्न होता है और यह तो हम सब जानते है कि पर्यावरण प्रदूषण मनुष्यो को होने वाले कई बीमारियों का मुख्य कारण है।

5.क्लौग्ड सीवेज

फेंके गये खराब प्लास्टिक बैग पानी और हवा द्वारा बहा लिये जाते है और नालियों और सीवरो में फंस जाते है। इस प्रकार से रुका हुआ सीवेज सिस्टम मनुष्यो और जीव-जन्तुओं के लिये खासतौर से बरसात में एक गंभीर संकट बन जाता है। सीवर और नालियों में प्लास्टिक फंसने के कारण इनमें पानी का बहाव रुक जाता है और जल जमाव होने लगता है। जिससे बाढ़ जैसी परिस्थिति उत्पन्न हो जाती है और सामान्य जन जीवन में बाधित हो जाता है।

हमें प्लास्टिक के उपयोग से होने वाली समस्याओ पर गंभीरता से विचार के साथ तत्काल रुप से इनका उपयोग बंद करने की आवश्यकता है। हालांकि इस विषय को लेकर कुछ राज्यो द्वारा सकरात्मक पहल की गयी है और प्लास्टिक बैगों को पूर्णतः प्रतिबंधित कर दिया गया है, परन्तु यह वह समय है जब हमारे देश के विभिन्न राज्य के सरकारो को साथ मिलकर इस मामले पर सख्त रवैया अपनाते हुए प्लास्टिक बैगों को पूर्णतः प्रतिबंधित करने की आवश्यकता है।

दुनिया भर के कई सारे देशो ने प्लास्टिक बैगों को या तो प्रतिबंधित कर दिया या फिर उनके उपयोग को कम करने के लिये उनपर कर लगा दिया। इसमें तंजानिया, केन्या, युगांडा, दक्षिण अफ्रीका, मोरक्को, मलेशिया, बांग्लादेश, ताइवान, इंग्लैंड, जर्मनी, हवाई, न्यूयॉर्क, इटली, स्कॉटलैंड, रोड आइलैंड और मेन जैसे देश शामिल है। इन उपायो के द्वारा काफी हद तक प्लास्टिक बैगों की समस्या से निजात पाने में मदद मिली है। परन्तु अभी इस समस्या का पूरे तरीके से समाधान नही हुआ है क्योंकि इन उपायो को सही तरीके से लागू नही किया गया है।

इनमें से कुछ देशो में प्लास्टिक बैग अभी भी काले बाजार में उपलब्ध है और गैरकानूनी तरीके से अभी भी इनका उपयोग हो रहा है।

प्लास्टिक बैगों को प्रतिबंधित करने के कारण

वैसे तो इसके कई कारण है कि आखिर प्लास्टिक बैगों को क्यों प्रतिबंधित किया जाये और इसी के वजह से कई देशो ने प्लास्टिक के उपयोग को कम करने के लिये सख्त कदम उठाये है, इन्ही में से कुछ कारणो के विषय में नीचे बताया गया हैः

• प्लास्टिक बैगों से फैलने वाले कचरे से लगातार भूमि और जल प्रदूषित होते रहते है।
• प्लास्टिक के वजह से पृथ्वी पर रहने वाले जीव-जन्तुओ के साथ-साथ समुद्री जावो पर भी खतरा मंडराने लगा है।
• अपशिष्ट प्लास्टिक बैगों से मुक्त रसायन भूमि में प्रवेश कर जाते है और उसे बंजर बना देते है।
• प्लास्टिक बैगों का मानव स्वास्थ्य पर भी बुरा प्रभाव पड़ता है।
• प्लास्टिक बैगों द्वारा नालियो और सीवरो के जाम होने की भी समस्या उत्पन्न होती है।

जनता को प्लास्टिक प्रतिबंध का समर्थन करना चाहिये

हालांकि भारत सरकार द्वारा कई राज्यो में प्लास्टिक को प्रतिबंधित किया जा चुका है, फिर भी लोग इनका उपयोग करते हुए देखे जाते है। दुकानदार कुछ दिन के लिये खरीददारो को प्लास्टिक बैग देना बंद कर देते है और कुछ दिन बाद फिर से इनका उपयोग चालू कर देते है क्योंकि सरकार द्वारा प्लास्टिक बैगों के उत्पादन और वितरण को लेकर कोई ठोस कदम नही उठाया जाता। यह वह समय है, जब हमें भी इस प्रतिबंध को सफल बनाने के लिये अपना योगदान देने की आवश्यकता है।

हम जैसे समाज के पढ़े-लिखे लोगो को इस संदर्भ में अपनी जिम्मेदारी का वहन करते हुए प्लास्टिक के उपयोग को बंद करने के साथ दूसरो को भी इसके लिये प्रेरित करना होगा। नीचे दिये गये कुछ तरीको से हम इस विषय में सरकार का समर्थन कर सकते हैः

• उपयोग पर नियंत्रण करना

क्योंकि हम प्लास्टिक बैगों का उपयोग करने के आदि है, इसलिये एका-एक इनका उपयोग बंद कर देना हमारे लिये थोड़ा कठिन है। इस योजना में सफल होने के लिये हमें पर्यावरण पर होने वाले इसके दुष्प्रभावो को समझना होगा और इनके उपयोग पर नियंत्रण करना होगा। जिससे कुछ दिनो में हमारी प्लास्टिक बैग उपयोग करने की आदत छूट जायेगी।

• विकल्पो को अपनाना

प्लास्टिक के अलावा पर्यावरण के अनुकूल ऐसी अन्य कई वस्तुएं है जिनका हम उपयोग कर सकते है। किराने के दुकान से सामान लाने के लिये प्लास्टिक बैग के जगह, हम बाजार जाते वक्त कपड़े या जूट का बैग लेकर जा सकते है जिनका बार-बार इस्तेमाल किया जा सकता है।

हमे हमारे घर में पड़े प्लास्टिक बैगों को फेंकने से पहले जितने बार संभव हो सके उनका उतने बार उपयोग करना चाहिये।

• जागरुकता फैलाकर

इसके आलावा सरकार द्वारा भी लोगो में प्लास्टिक बैगों के नकरात्मक प्रभाव को लेकर लोगो में जागरुकता फैलानी चाहिये और प्रचार-प्रसार तथा लोगो के मध्य मौखिक रुप से इसके विषय में जानकारी फैलाकर इसे प्रतिबंधित करना चाहिए। हम स्वंय भी अपने घरो में काम करने वालो को, कार साफ करने वालो और बच्चो को पर्यावरण से जुड़ी समस्याओ के विषय में जागरुक कर सकते है। जिससे हम उन्हे प्लास्टिक बैग के उपयोग को बंद करने के लिये प्रेरित कर सकते है।

हमारे द्वारा प्लास्टिक बैग से उत्पन्न होने वाली समस्याओ को ज्यादेतर नजरअंदाज कर दिया जाता है और उनपर गंभीरतापूर्वक विचार नही किया जाता है। क्योंकि दैनिक रुप से इस्तेमाल होने वाले इन छोटे- छोटे प्लास्टिक बैगों के दिर्घकालिक प्रभाव पर लोगो द्वारा ध्यान नही दिया जाता है। अपनी सुविधा के लिये हम इन प्लास्टिक बैगों का उपयोग करते रहते है और पर्यावरण और पृथ्वी के जनजीवन पर इनके द्वारा होने वाले हानिकारक प्रभावो को पूरी तरीके से नजरअंदाज कर देते है।

Should Facebook, WhatsApp, and Twitter Be Permanently Banned? Essay

Facebook, Inc. is a famous American conglomerate that currently owns WhatsApp, a popular messaging app, and Twitter, a simple tool to express one’s thoughts. At the moment, more than 190 million Americans are its registered users (Statista, 2021). Despite some advantages, these social networking services often violate their customers’ privacy, freedom of speech, and manipulation of gathered information; thus, they should be permanently banned.

The relatively fresh case of barring former president Trump on Facebook revived the ongoing debate regarding the company’s double standards. The politician was allegedly banned for safety reasons as he was accused of spurring violent movements across the country. However, Facebook and its other platforms have been failing to introduce even policy for a long time. For instance, the platform contributed to the encouragement of offline violence and modern cleansing in Myanmar (Stevenson, 2018). The same role Facebook played in Sri Lanka, where materials posted on the service for approximately ten years worked as propaganda and violence incentives (Brustein, 2020). Facebook lacks transparency and content monitoring; it also lacks a timely reaction to human rights violations in every country it is present, not only in the US.

Another problem is that Facebook servers contain too much personal information. People’s data potentially may be at most sold to national agencies which conduct unethical surveillance. Facebook was on the list of powerful institutions delivered by Snowden to journalists back in 2013 (Collins, 2019). It means that the American conglomerate had been a partner of the National Security Agency in the surveillance program. Tools that originally were used to protect personal data are currently used to control and manipulate people.

Some opponents would argue that it is not possible to live without social networking services. It helps to optimize human activity, connects people around the world, and fosters cooperation between nations. Facebook also opens opportunities and work options for journalists, marketers, and IT professionals. Nevertheless, in the same manner, it may be used to promote violence, racism, ignite hostility, and misuse personal information.

Facebook, WhatsApp, and Twitter should be permanently banned since Facebook, Inc. fails to maintain even policy worldwide to stop racism, violence and prevent human rights violations. It stores the unbelievable amount of personal information that apparently could be sold to anyone who pays money. It is not possible to reform and update such a giant; it is time to impose sanctions.
