Consequences of indiscipline at school and at home were severe such that children opted to be in their best behaviour. Teachers have a hard task in shaping the behaviour of children and they had to be “bad cops” every time in order to ensure discipline of students. In professional lives, discipline and code of conduct for employees is controlled by leaders and managers. It is really hectic when it comes to discipline in adults because the forms of punishment as consequences of indiscipline are hard to apply on people you respect especially those who are older than you. As a manager, it is important that discipline is maintained.

Types of Discipline:

There are three types of discipline based on behaviour modification. These types of discipline are aimed at correcting misbehavior. Misbehavior is any behaviour that is inappropriate according to the guidelines for behaviour that are set for a specific area.

The first type of discipline is preventive discipline. This type of discipline focuses on preventing certain type of behaviour from being displayed by the subjects. It actually diverts them from misbehaving and cause improvements in that area. It has been used in most schools to prevent absurd behaviour among students due to the restrictions put in place by the guide for behaviour.

The other type is supportive discipline. This type of discipline is aimed at supporting the virtues in an individual like self-control and it helps them get back on track easily. It is supportive through provision of positive feedback to the subjects, showing interest in the activities of the subjects and helping the subjects whenever they have difficulties so as to encourage good behaviour.

The third type of discipline is corrective discipline. This discipline is involved with the problem and deals with it directly. This type of discipline is known to be uncomfortable and intimidating and so people try to avoid sing it. Despite the discomfort and intimidating effects, it is a very effective type because the subject will have to go through the consequences of their misbehavior. It has been used to cease disruptive behaviour among students and its effectiveness has been realized.

Principles of Discipline Management:

Discipline is not just performed by anyone in whichever way they like, it should follow the principles of discipline in order for it to be effective. Discipline should search for a balance between finding disciplinary action and its long term effects. As a parent or a teacher, it is upon you to discipline your child but how you do it matters because the child may end up having feelings of hate towards you, which leads to more inappropriate behaviour. The reason why teachers tend to quit their jobs within the first years of practice is the lack of finding a balance while controlling behaviour of a child.

Another principle is the use of affective approach in discipline. According to the theories by Freud Sigmoid and Carl Rodgers, behaviour, implications of how adults discipline children were felt differently and that is why an effective approach is preferred.

Behavioral approach to discipline is a principle that is vital in controlling behaviour. According to a behaviorist theory by Skinner, there is classical conditioning and operant conditioning, both aimed at controlling behaviour. Through positive and negative reinforcements, behaviour can be corrected and that makes the disciplining act successful.

Cognitive approach to discipline was developed due to the cognitive developmental theories. Controlling behaviour is highly dependent on the cognition because thought processes influence behaviour. Using the psychological approach to change someone’s thinking will result in change of behaviour. This approach works for all ages because cognitive development is for all stages of life.

Challenges Facing Discipline Management:

Management of discipline is affected by factors which challenge the process. One factor is the lack of effective communication. When the guide for behaviour has not clearly been communicated to the subjects, incidences of misbehavior may be noted. It would be inappropriate to discipline the subject because they had no idea it was a wrong thing to do. In order for discipline to be effective, clear communication of the required behaviour should be communicated.

Lack of respect to authority. As time goes by, we realize that respect diminishes especially in schools. In the olden times, teachers received utmost respect from the students, some were even feared. Nowadays, respect has deteriorated and most of the teachers are young. Discipline management in situations where leaders are not respected is sort of impossible.

Economic difficulties also contribute to ineffective discipline managements. Due to increase in population, management of discipline is hard because misbehavior incidences increase due to poverty and discipline management is compromised through these economic hardships. There are also less resources to use in discipline management.

Disruptive behavior of the leader causes ineffective discipline management. Disruptive behaviour of leaders is in the form of lack of interest in the activities of the subjects and the lack of commitment in improving the behaviour of their subjects. Leadership and management roles involve disciplining but that cannot be possible in situations where the leaders and managers lack interest in their subordinates. Leaders and managers should always take part in improving the behaviors and personalities of their subjects so that working with them become easier.

To conclude, discipline is actually the art of shaping behaviour. The management of discipline requires specific regulations through principles to enhance its effectiveness. The challenges facing discipline management are situational and can be avoided. As a leader or a manager, the role of discipline should be under your control at all times in order to gain respect from your subordinates.

I Combed Through 81 Studies on School Discipline. Here’s What Educators Need to Know

For many district and school leaders, the new school year has not only brought excitement but also uncertainty about how to address their school discipline dilemma . Directors of student supports and principals are inevitably having heated conversations about whether to suspend certain students—and for how long—or send them to alternative schools. Refashioning school discipline policies and practices has become the bane of policymakers’ and educators’ existence.

District and school leaders are caught between a rock and a hard place. Teachers and parents are demanding safe schools. Equity advocates highlight persistent racial inequality in suspensions and expulsions and growing evidence of the school-to-prison pipeline. Student behavior has worsened as students are still readjusting to life after the disruption of the pandemic. Infractions like vaping and banned cellphone use are on the rise. There is an ongoing mental health crisis among students. Many districts are struggling to find teachers to fill vacancies in the face of the supposed mounting chaos in public schools.

Some states are responding to the uptick in students’ behavioral issues by reverting to zero-tolerance policies and hardening schools . This impulse to suspend, not support, students presents a false dichotomy between the exclusion of students of color for the benefit of the overall “orderly” learning environment. We are stuck in punitive sands as racial disparities in students’ disciplinary outcomes remain persistent . We need a better plan.

School discipline is a highly racialized topic, but there is no shortage of studies on what’s driving discipline disproportionalities . And the knowledge base for what school discipline reforms are working is rapidly expanding. So, what can we do to reduce the far too frequent instances of Black students and students with disabilities being disciplined more frequently or severely than their peers?

In a recently published integrative literature review , I synthesized the research evidence (81 studies published between 2010 and 2022) on policies and programs that have successfully reduced discipline disparities, not only the rates at which students are sent to the office, suspended, or expelled. Several considerations emerge for educational policymakers and leaders to address the root cause of discipline disparities by lowering office discipline referrals for African American students:

1. School discipline reform needs a strategic direction. Districts and schools are rarely doing one thing to address school discipline issues. Typically, there is some combination of code-of-conduct changes as well as other possible investments in programs and personnel to reduce discipline disparities. Rejecting race-neutral school discipline reforms and strategically coordinating various alternative approaches to exclusionary discipline are a central plank of transforming school discipline. A key question that district and school leaders must ask is whether school discipline reforms are educator-focused or student-focused.

2. School discipline reform must support educators, not just students. Developing an empathic mindset , coaching, and professional development in classroom management and culturally responsive practices for educators are evidence-based reforms that show promise. Teachers have been given the proverbial basket to carry water. Upgrading their training and capacity to better manage classrooms is also a central plank of reducing discipline disproportionality, based in large measure on documented deficiencies in teacher-preparation programs. There is also evidence that the “top referrers"—the small number of educators who send the most students to the office for discipline— contribute significantly to discipline disparities . As such, supporting school administrators and teachers—emphasizing educator-focused interventions as much as student-focused programs—is an important strategic direction in school discipline reforms.

3. Leaders should acknowledge the potential and the limitations of school discipline-policy changes. A ban on suspensions for attendance-related infractions may reduce the overall use of exclusionary discipline and lower the racial disparities in suspensions. Yet, a growing number of studies have illustrated the limitations of policy interventions in school discipline. Before those interventions can succeed, however, educators need training to build their capacity and confidence and be given the tool kits to implement nonpunitive policies. Implementing policy changes without providing the prerequisite training is akin to putting the cart before the horse.

4. Sustainable school discipline reform depends on the quality of implementation. District and school leaders ought to prioritize the fidelity of the implementation of school-based programs such as restorative justice and positive behavioral interventions and supports, or PBIS. Complementing these programs with school mental health help also shows promise of reducing racial inequality in office discipline referrals and suspensions. PBIS in tandem with school mental health may reduce the overall use of exclusionary discipline and importantly the rates at which Black students are referred to the office and suspended. Overall, the emerging evidence indicates programs’ outcomes are dependent on the quality of the implementation. Factors such as the tiers and length of implementation (reforms may need sufficient time to take root) shape the overall effectiveness of programs such as PBIS on students’ disciplinary outcomes.

In closing, there seems to be a disconnect between the wealth of research evidence, the prevailing discourse around school discipline reforms, and the decisions that will disrupt discipline disparities in schools and districts. This is not to say that there is no need for further research on topics such as the effects of anti-bias training and culturally responsive programs on students’ disciplinary outcomes at the national level. Comparative studies of multiple districts could also help bolster the consensus on essential mechanisms across states and districts.

My experiences have also led me to believe that equity-centered research-practice partnerships may provide a vehicle to connect research evidence on school discipline to the decisionmaking process on school discipline policies and practices in districts, though more empirical research is needed. Now is the time to listen to the research evidence on school discipline and forge new ways of tapping into the experiential knowledge and expertise of practitioners to disrupt racial inequality in school discipline.

Discipline in Schools: Why is Hitting Still an Option?

While most schools in the United States do not report using corporal punishment — the use of pain as punishment — it still impacts tens of thousands of students annually, particularly in states where it remains legal.

Jaime Peterson , a pediatrician and assistant professor at Oregon Health and Science University, along with the American Academy of Pediatrics issued a call this fall again to end of such practices in school. “As pediatricians, we don't recommend corporal punishment. We know it's not an effective form of discipline. Spanking and hitting a child might help a behavior in the short term. They might be fearful and obedient,” she says. “But in the long term it has a lot of negative consequences. But if it's how you discipline your child at home, parents are often teachers, and school personnel, and school board members that that's a practice in their community at home that seems acceptable. It may be hard to change it.”

It also disproportionately impacts certain demographics such as Black students and students with disabilities.

With 17 states where corporal punishment is still legal today, Peterson urges parents, educators, and policymakers to mobilize and push for abolition of this practice. Calling this form of punishment ineffective, she urges parents and schools to adopt more supportive and positive disciplinary practices that work.

“Saying that it's not allowed isn't going to change a school culture entirely. We don't know what other forms of discipline will come in,” she says. “I think really in the simplest forms when I talk with families, I remind them that our goal is no pain — so that's corporal punishment — no shame, and no blame when we discipline children. No pain, no shame, no blame.”

JILL ANDERSON: I'm Jill Anderson. This is the Harvard EdCast. 

Jaime Peterson knows corporal punishment is ineffective at disciplining students and doesn't create safe spaces to learn. Yet it's still legal in 17 states around the country and affects tens of thousands of students each year. She's a pediatrician, who along with the American Academy of Pediatrics, renewed a call this school year to outlaw corporal punishment.

Despite advances in education and child welfare, the practice of using physical pain still persists in some schools. Teenagers being paddled, students being left black and blue, and district leaders defending the practice have been reported in the past year. I wanted to know more about the prevalence of corporal punishment and what is standing in the way of abandoning this practice.

When I first heard about this many, many, many years ago, I was interviewing somebody. And they mentioned this is still happening in schools. It was shocking. And to think it's 2024 and a policy recommendation even has to be released telling not to do this is really shocking. 

What is corporal punishment? And what does that look like in schools today?

JAIME PETERSON: Corporal punishment is usually defined as the use of pain on a person's body as a form of punishment. So often defined as paddling, spanking, or the use of other objects as a form of punishment. The good news is that it's really not happening in a lot of schools. I think the most recent data is that 96% of schools in the US do not report any use of corporal punishment. So that feels good. Yet, the answer is not zero. There are still children who are experiencing it today.

JILL ANDERSON: I think the policy statement — and again, this may have changed since it was released several months ago — 70,000 students experience corporal punishment each year.

JAIME PETERSON: You're right. That number is from 2017 from the Civil Rights data collection, which is done by the US Department of Education. And I think in that school year there were close to 51 million children enrolled in public schools. So you're right. 4% of 51 million is close to 70,000 children experienced corporal punishment at least once, which they define as being struck at least once by school personnel during the school year.

JILL ANDERSON: And so where are we at? Because I think it was maybe 18 or 17 states still allowed this. Has that number changed at all?

JAIME PETERSON: They only report this data every four years. So the 2020 to 2021 data is now out, which wasn't available when we released the most recent statement. And the numbers dropped. But you have to remember, what else was happening in 2020? Schools were locked down for COVID. You have to always remember the context within which you look at this data.

So the numbers I think dropped to closer to 20,000 in 2020 to 2021. But children were not in school for a large portion of that time. The in-person time was much lower. So those numbers look better, to your point. There are now 17 states — and I do feel like this is constantly evolving — 17 states where it is still legal.

It is legal in all private schools, except for Iowa, New York, Maryland, and New Jersey. But corporal punishment remains legal in 17 states in the US.

JILL ANDERSON: What would you say is keeping some of these states or most of these states from banning this form of discipline in schools?

JAIME PETERSON: Yeah, I think this was a really interesting thing to learn when we went back to the policy statement, is that a lot of this comes from a Supreme Court case. And I'm not a lawyer. I'm a pediatrician. So I'll use my understanding.

Around 1977, there was a student, James Ingraham, who had corporal punishment inflicted on his body more than 20 times and resulted in the need for medical treatment. And so this was brought to the Supreme Court essentially under the Eighth Amendment for cruel and unusual punishment. But the court decided that because children are not criminals or prisoners that it doesn't apply. 

And so they left the matter to the states, for the states to decide on this issue, and really feel like it's a somewhat private and family-based issue too and that it should be decided at the state level. So the reason it can't just be banned outright is that it is at the level of the states. And then I think some of the other reasons is it's not happening in every state.

So if the rates are reported as zero, does the ban really need to get put in place? And you can sort of look at this map from the Civil Rights Data Collection. You can see the rates are higher along in the South. And so there are certain states where there's more of the cases are happening than in others. There are some great examples.

Colorado, for instance, in 2023 has now banned it. I don't think they had any reported cases in 2017 or 2020. But it is now illegal. So it took two representatives bringing it to the state to pass it.

JILL ANDERSON: But in some states, it is still happening in the past six months or so. And we see cases that have made the news, where you have high school students being given the opportunity to choose whether they get hit or get suspended. And you have a bunch of other cases. So it's definitely still happening in some places. What are the barriers that are keeping it banned?

JAIME PETERSON: I think that's such a good question. I think it really is probably nuanced. But what you can see in the data and the literature is that in places where parents may use corporal punishment, it may be more accepted. So as pediatricians, we don't recommend corporal punishment. We know it's not an effective form of discipline. Spanking and hitting a child might help a behavior in the short term.  They might be fearful and obedient. But in the long term it has a lot of negative consequences. But if it's how you discipline your child at home, parents are often teachers, and school personnel, and school board members that that's a practice in their community at home that seems acceptable. It may be hard to change it. I mean, other barriers is awareness. This is an opportunity for people to realize it's happening.

That's why we wrote the policy statement again, so that you could have some movement. Just because it's allowed in your state, doesn't mean everyone agrees with it. And I think Mississippi is a great example. They tend to have the highest rates in the past. And they also in July I think of 2019 passed a ban on the use of corporal punishment against any child with a known IEP, so individualized education plan, or 504 plan.

And I think it's really interesting to look at the data from 2017 to 2020, with the COVID caveat, so I think we need to keep an eye on things, that their numbers of all children, not just the children with disabilities, went down who experienced corporal punishment, like a marked decrease.

JILL ANDERSON: So does that mean that something is breaking through or the culture is changing in some way? Is that what we can suspect from that data? Or is it still too soon to say?

JAIME PETERSON: It would be great to hear from their local leaders because I don't know. I think culture is really hard to change. I think if you put a ban in place and people get nervous and follow it, but if you don't come in with alternative parent practices for discipline and support teachers with an alternative, then is that going to be sustained?

JILL ANDERSON: You mentioned there can be long-term negative effects from this type of punishment and discipline. Can you just expand on that? What is the dangers of using this type of discipline in school?

JAIME PETERSON: We know from decades of research that it's not effective in the short term or the long term with educational implications, more likely to have behavioral and mental health issues as they get older, more likely to be violent themselves if they were disciplined with violence. And so you can extend that into the school setting.

So now instead of that data is based on parents, but someone else, another trusted adult using the same form of punishment is tied to the same consequences. And so a lot of the studies we have are across different countries, where they've looked at when you stop it, what happens? Less fighting, better grade point averages, better self-esteem, better relationships with teachers, the same implications as within a family within the school setting.

JILL ANDERSON: People seem very protective in a way of this as a reasonable form of discipline.

JAIME PETERSON: Yeah, I mean, I feel like as a pediatrician I hear that with families. My job as a pediatrician is to help their child grow, and develop, and navigate all of the different stages, toddler tantrums to teenagers, and really help them find the tools to do their very best. It's really hard for parents. They tell me. This is how I was raised. Isn't this the way I'm supposed to do it? And you often look to who raised you.

And so it really takes support from other people to change those patterns and behaviors and to be encouraged to do something different than what's being done in your home, or in your community, or in your family structure.

JILL ANDERSON: Can you talk about how this type of punishment affects specific populations of students?

JAIME PETERSON: What we know is that children who identify as Black are more likely to experience corporal punishment. So they disproportionately represent the number of children who are struck in a school. So they represent, I think, close to 15% of the US student population. But depending on the year, they're in the 30s, somewhere in those 30 percentiles of the number of children receiving corporal punishment. So if you are a Black male identifying child, you're twice as likely to be struck in a school setting. And if you are a Black female, you're twice as likely compared to a white female. And if you're a child with a disability, those rates are higher as well. And then you can imagine intersectionality. What if you're a Black male with a learning disability or a developmental disability? Then you are even more likely to experience it.

JILL ANDERSON: Sounds like we know a lot about how this type of discipline affects kids who've grown up in these environments, where they're beaten or hit. Do we know anything about how this behavior impacts students later in life?

JAIME PETERSON: Yes. And a lot of those same concerns continue with mental health issues, educational outcomes, challenging relationships ongoing with parents and other children. I think often we think about the school to prison pipeline. You can't directly connect it. But a lot of the same impacts. 

So if you're less likely to feel engaged in school, and you're not doing as well, and you don't feel safe, and you're already struggling, even children without disabilities, it's going to have an impact on high school graduation and future educational attainment. And a lot of the studies we reference in the policy statement are sort of these ecological studies of what children report who have had corporal punishment, how they have felt it impacted them because you can't randomly control it.

Our gold standard is a randomized controlled trial. We're not going to randomly control children who receive corporal punishment and those who do not because that would be unethical.

JILL ANDERSON: What would you say is a better form of discipline to use in schools?

JAIME PETERSON: So there are a lot of other evidence-based programs that are better. And I think educators are going to be the people who know the best. As a pediatrician we can sort of cite what we know. But positive discipline models where you have trauma-informed practices, positive behavior interventions and supports, where a behavior that is problematic is approached with an intervention rather than with corporal punishment.

So when that behavior is not present, they receive — you can imagine as your educators a sticker chart, or they meet with a counselor and they get a prize, or they're earning bucks, school dollars to turn it in at the end of the week. Where the behavior is identified, there's an intervention in place and supports. Access to counseling and therapy services within schools.

So if there are other things contributing, so that the behaviors that are causing concerns in the school, we're addressing those as well. And at the same time as you're adopting a new practice, making sure that teachers are getting the support, and school staff and personnel are getting the support to be positive role models. What does it look like to do an alternative discipline practice, so that kids can see that shift happening, that school culture can change, and trust can be rebuilt over time?

Saying that it's not allowed isn't going to change a school culture entirely. We don't know what other forms of discipline will come in. I think really in the simplest forms when I talk with families, I remind them that our goal is no pain — so that's corporal punishment-- no shame, and no blame when we discipline children. No pain, no shame, no blame.

And so you can take away the pain portion, the corporal punishment portion. But you have to make sure it's not being replaced with shame and blame in those settings and that staff have the tools to do things differently, and the support of parents and community.

JILL ANDERSON: When I was looking and doing some research for this conversation about when this is happening, a lot of times it's happening for what are considered minor infractions. I mean, talking back, or not listening, or things that are not what you would maybe consider major infractions.

JAIME PETERSON: Yeah, I think we often think of behavior as communication. What is the reason behind the behavior? So why are they talking back? What's going on in this situation? And who has a relationship to connect with that child, after class, in between class? If it's really not bothersome, it's not going to cause anyone any harm, does it need to be dealt with in that exact moment and with that form of punishment? What are the alternatives?

JILL ANDERSON: You mentioned that a ban isn't necessarily what is going to change the culture of a school. But I'm wondering, what can be done to actually get this to the point, where it is outlawed in these remaining states?

JAIME PETERSON: I think the first step is a ban. The first step is to mobilize parents, and school board members, and legislators. Talk to your representatives and your senators and say, this is a thing that you may not be aware of. We need to petition for this to end. It's the recommendation of many, many groups, educational groups, health groups, psychology groups. 

You could probably cite all of the different collective bodies that support families and children that do not think this should continue. And you start there. And then I think there's sort of grassroots and coalition building to think about, how do you make sure that is implemented well? And that's going to need to take cultural and local contexts into account.

If you're in a state where the rates are zero, get the ban passed so that you're a model for other states. And you apply some pressure. It's not going to come down unless there's a new Supreme Court case brought. But right now, I think states have a lot of power. And I think parents, and teachers, and school districts, and leaders in the states have an opportunity right now.

I think the simplest thing to say is children can't learn when they don't feel safe. We want every child to have an enriching, supportive learning environment and home environment. And when there are other needs, health, or educational, or family, or structural barriers, we need to address those. But this one, this one to me is a no brainer. And I think if you're a parent listening, where do you want your child to be? And when they make a mistake, how do you want them to be responded to?

A person can be self-disciplined as a result of his conviction in what he is doing. He does not need a watchdog over his actions, or laws that deter him, or someone who reprimands him, but all his actions are disciplined because he knows right and wrong, and he tries to be an ideal person.

This may be due to the upbringing he received from a young age or the environment in which he grew up, as the family has a great role in giving a person the character of discipline and commitment. A person becomes able to know what is right and wrong, and he can force himself to do what is right only and stay away from wrong things.

Also, self-discipline may be the result of cultural and scientific awareness, and a person’s ambition to succeed and excel.

Discipline due to external factors:

Discipline due to external factors does not stem from within the person, but rather the person does it out of fear of punishment by the law, or for fear of losing his job or otherwise.

Discipline due to external factors is the most common among people, as many people need strict laws to regulate their actions and behavior. If these laws are absent or not implemented, they will be undisciplined. And sometimes we see many people who act indiscriminately if no one sees them.

Forms of discipline

There are many forms of discipline and they differ depending on the environment in which you live, and the customs and traditions prevailing in society.

Accordingly, the concept of discipline differs from one environment to another, so what one society considers a good deed may be considered a bad deed by another.

Examples of discipline in our daily life include:

  • Discipline in waking up and sleeping times. Some may think that negligence in the discipline of sleeping and waking up schedules is a normal thing, but in fact this is the first step of discipline and following order.
  • Discipline and adherence to school dates, school uniform and school rules, and not to be absent without real reasons.

There are many advantages to discipline for both the individual and society and we can summarize them as follows:

  • One of the most important advantages of discipline is self-esteem, and this makes you more confident in yourself, and makes you feel satisfied regardless of the results, because  you worked hard and adhered to the rules that qualify you for success.
  • To gain the respect of others, because discipline is the deprivation of many things that others do, and these things may be fun or entertaining or otherwise, but you gave up doing them in order to achieve a higher goal, and thus distinguished you from others, and in the end you will gain the respect of everyone as well.
  • Reaching the goal with the least time and the least effort, because discipline is how to manage time to carry out specific tasks.
  • Discipline achieves success and progress in all fields, and the best example of a life of discipline is the military life, which gives the soldier qualities that were not present in him before military life, such as discipline in action and reactions, dealing with his leaders, dealing with his colleagues and so on.
  • Success in any field requires a lot of effort, and this effort must be organized, and proceed according to well-thought-out plans, and discipline comes in implementing these plans to achieve the goals successfully.

Therefore, discipline is the most important component of success, whether for the individual or the community.

Discipline is a good quality and it is best to teach it to our children from a young age. This is very easy if the family members are disciplined, because the child imitates the behavior of his parents and older brothers.

New Approach to School Discipline May Change Future of Discipline Practices

Dr. Ambra Green , associate professor of special education and interim chair of the Department of Educational Leadership and Policy Studies , has joined a national team of researchers awarded a $3.7 million grant from the National Institutes of Health (NIH) to examine a new approach to discipline that helps districts move beyond suspensions and expulsions. The new model, known as the Inclusive Skill-building Learning Approach , or ISLA, will be tested in 60 middle schools across the country.

To improve the relationships and interactions between teachers and students in ways that positively change student behavior and that reduce the need to separate students from either their classroom or school – a method that creates both short-term and long-term consequences for communities and students, such as increased rates of drug use.

“The project addresses a persistent gap within the substance use field and practices in schools that are exclusionary in nature, by evaluating whether upstream interventions that target and improve adolescents’ social contexts can have meaningful impacts on opioid use prevention and prevention of the use of exclusionary practices,” said Green, who is the recipient of a $520,375 sub-award from the University of Oregon's NIH project entitled, “Preventing School Exclusion and Opioid Misuse: Effectiveness of the Inclusive Skillbuilding Learning Approach (ISLA).”

The Case for Change

The evidence highlighting the negative implications of exclusionary discipline is clear.

Nationally, students lost over 11 million days of learning in school due to out-of-school suspensions in the 2015-16 school year alone. Such suspensions have more than doubled since the 1970s , and “students are more than twice as likely to be arrested in the month they are removed” compared to other months, according to research published in the journal of Addictive Behaviors . The same report connected punitive tactics to drug use and labeled the racial disparities as “profound.” And a report published in the American Institutes for Research in 2021 showed that suspensions are often “ineffective at producing positive behavioral change” and have been linked to negative ripple effects such as poor grades, chronic absenteeism, higher dropout rates, lower graduation rates, and incarceration. One study noted that children who attend schools with high suspension rates are “ significantly more likely to be arrested and jailed as adults – especially for Black and Hispanic boys .”

In some reports, children as young as 5 years old have been suspended.

“It’s known as the preschool to prison pipeline,” said Green, adding that she hopes “districts will see this as an intervention based in science to get to the function or root of a student’s behavior to see what the student is trying to communicate and how the teacher can meet their needs.”

For the six-state study, Green was awarded $500,000 to run the Texas site – helping recruit and support ten middle schools with training and coaching in the Inclusive Skill-building Learning Approach. The method is grounded in positive, preventative classroom strategies for all students. And it layers on additional support to help “promote positive student-teacher relationships, improve student behavior and educator responses, minimize biases in educator responses, and reduce the amount of instructional time lost due to exclusionary discipline,” said Green.

She added that this project aligns with much of her other research – helping to train and support teachers in ways that benefit both teachers and K-12 students alike and district discipline policy development.

Students with disabilities more likely to be snared by subjective school discipline rules

For students with disabilities, broad and subjective categories of misbehavior justify removing students from school hundreds of thousands of times a year, a sign their federal protection is failing..

For the first 57 minutes of the basketball game between two Bend, Oregon, high school rivals, Kyra Rice stood at the edges of the court taking yearbook photos. With just minutes before the end of the game, she was told she had to move.

Kyra pushed back: She had permission to stand near the court. The athletic director got involved, Kyra recalled. She let a swear word or two slip. 

Kyra has anxiety as well as ADHD, which can make her impulsive. Following years of poor  experiences at school, she sometimes became defensive when she felt overwhelmed, said her mom, Jules Rice. 

But at the game, Kyra said she kept her cool overall. Both she and her mother were shocked to learn the next day that she’d been suspended from school. 

“OK, maybe she said some bad words, but it’s not enough to suspend her,” Rice said. 

The incident’s discipline record, provided by Rice, lists a series of categories to explain the suspension: insubordination, disobedience, disrespectful/minor disruption, inappropriate language, non-compliance. 

Broad and subjective categories like these are cited hundreds of thousands of times a year to justify removing students from school, an investigation by The Hechinger Report found. The data show that students with disabilities, like Kyra, are more likely than their peers to be punished for such violations. In fact, they’re often more likely to be suspended for these reasons than for other infractions.

For example, between 2017-18 and 2021-22, Rhode Island students with disabilities were, on average, two and a half times more likely than their peers to be suspended for any reason, but nearly three times more likely to be suspended for insubordination and almost four times more likely to be suspended for disorderly conduct. Similar patterns played out in other states with available data including Massachusetts, Montana and Vermont. 

Federal protection has limits

Federal law should offer students protections from being suspended for behavior that results from their disability, even if they are being disruptive or insubordinate. But those protections have significant limitations. At the same time, these subjective categories are almost tailor-made to trap students with disabilities, who might have trouble expressing or regulating themselves appropriately.

Districts have wide discretion in setting their own rules and many students with disabilities quickly earn reputations at school as troublemakers. “Unfortunately, who gets caught up in a lot of the vagueness in the codes of conduct are students with disabilities,” said attorney Robert Tudisco, an expert with Understood.org, a nonprofit that provides resources and support to people with learning and attention disabilities.

Students on the autism spectrum often have a hard time communicating with words and might yell or become aggressive if something upsets them. A student with oppositional defiant disorder is likely to be openly insubordinate to authority, while one with dyslexia might act out when frustrated with schoolwork. Students with ADHD typically have a hard time controlling their impulses.

Kyra’s disability created challenges throughout her school career in the Bend-La Pine School District. “Nobody really understood her,” Rice said. “She’s a big personality and she’s very impulsive. And impulsivity is what gets kids in trouble and gets kids suspended.” 

Kyra, now 17, said that too few teachers cared about her individualized education program, or IEP, a document that details the accommodations a student in special education is granted. She’d regularly butt heads with teachers or skip class altogether to avoid them. Her favorite teacher was her special ed teacher. 

“She understood my ADHD and my other special needs,” Kyra said. “My other teachers didn’t.”

Scott Maben, district spokesperson, said in an email he could not comment on specific disciplinary matters because of privacy concerns, but that the district had a range of responses to deal with student misconduct and that administrators “carefully consider a response that is commensurate with the violation.” 

In Oregon, “disruptive conduct” accounted for more than half of all suspensions from 2017-18 to 2021-22. The state department of education includes in that category insubordination and disorderly conduct, as well as harassment, obscene behavior, minor physical altercations, and “other” rule violations. 

Disruptive behavior is the leading cause of suspensions because of its “inherently subjective nature,” the state department of education’s spokesperson, Marc Siegal, said in an email. He added that the department monitors discipline data for special education disparities and works with school districts on the issue. 

Behavior almost always connected to a disability

The primary protections for students with disabilities come from the federal government, through the Individuals with Disabilities Education Act, or IDEA. But that law only requires districts to examine whether a student’s behavior stems from their disability after they have missed 10 total days of school through suspension. 

At that point, districts are required to hold a manifestation hearing, in which officials must determine whether a student’s behavior was the result of their disability. “That’s where it gets very gray,” Tudisco said. “What happens in the determination of manifestation is very subjective.”

In his experience, he added, the behavior is almost always connected to a student’s disability, but school districts often don’t see it that way. 

“Manifestation is not about giving Johnny or Susie a free pass because they have a disability,” Tudisco said. “It’s a process to understand why this behavior occurred so we can do something to prevent it tomorrow.” 

The connections are often much clearer to parents. 

A Rhode Island mother, Pearl, said her daughter was easily overwhelmed in her elementary school classroom in the Bristol Warren Regional School District. (Pearl is being referred to by her middle name because she is still a district parent and fears retaliation.) 

Her child has autism and easily experiences a sensory overload. If the classroom was too loud or someone new walked in, she might start screaming and get out of her seat, Pearl said. Teachers struggled to calm her down, as other students were escorted out of the room. 

Sometimes, Pearl was called to pick up her daughter early, in an unrecorded informal removal . A few times, though, she was suspended for disorderly conduct, Pearl recalled. 

Between 2017-18 and 2020-21, students with disabilities in the Bristol Warren Regional School District made up about 13% of the student body, but accounted for 21% of suspensions for insubordination and 30% of all disorderly conduct suspensions. 

The district did not respond to repeated requests for comment. 

The Rhode Island Department of Education collects annual data on school discipline from districts, but special education and discipline reform advocates in the state say that the agency rarely acts on these numbers. 

Department spokesperson Victor Morente said in an email that the agency monitors discipline data and is “very clear that suspension should be the last option considered.” He added that the department has published resources about alternatives to suspension and discipline specifically for students with disabilities. 

A 2016 state law that limits the overall use of out-of-school suspensions also requires that districts examine their data for inequities. Districts that find such disparities are supposed to submit a report to the department of education, said Hannah Stern, a policy associate at the Rhode Island American Civil Liberties Union.

Her group submits public records requests for copies of their reports every year, but has never received one, she said, “even though almost every single school district exhibits disparities.”

Pearl said that her daughter needed one-on-one support in the classroom instead of punishment. “She’s autistic. She’s not going to learn her lesson by suspending her,” Pearl said. “She actually got more scared to go back. She actually felt very unwelcome and very sad.”

Kids with disabilities rarely connect punishment with actions

Students with autism often have a hard time connecting their actions to the punishment, said Joanne Quinn, executive director of The Autism Project, a Rhode Island-based group that offers support to family members of people with autism. With suspension, “there’s no learning going on and they’re going to do the same thing incorrectly.”

Quinn’s group provides training for schools throughout Rhode Island and beyond, aimed at helping teachers understand how the brain functions in people with autism and offering strategies on how to effectively respond to behavior challenges that could easily be labeled disobedient or disorderly. 

Federal law provides a road map for schools to improve how they respond to misconduct related to a student’s disability. Schools should identify a student's triggers and create a behavior intervention plan aimed at preventing problems before they start, it says. 

But, doing these things well requires time, resources and training that can be in short supply, leaving teachers feeling alone, struggling to maintain order in their classrooms, said Christine Levy, a former special education teacher and administrator who works as an advocate for individual special education students in the Northeast, including Rhode Island. 

Levy recently worked with a student with disabilities who was suspended after he tickled a peer at a locker on five straight days. But, she said, the situation should have never reached the point of suspension: Educators should have quickly identified what the boy was struggling with and set a plan in motion to help him, including modeling appropriate locker conduct. 

Had this boy’s teachers done that, the suspension could have been avoided. “The repair of that is so much longer and so much harder to do versus, let’s catch it right away,” she said.

Repeat behavior, repeat punishment

Many parents described similar situations, though, in which a child routinely got in trouble for repeated behavior. When Michelle Gomes’s daughter became upset in her kindergarten classroom, she’d often run out and refuse to come back in. Sometimes, she’d tear things off the walls.

“Whenever she gets like that, it’s hard to see,” Gomes said. “I hurt for her. It’s like she’s not in control.”

Gomes received regular calls from Cranston Public School officials to come pick her daughter up. A couple of times, the child was formally suspended, Gomes said. The school described her as a safety risk, Gomes recalled.

“She obviously doesn’t feel safe herself,” she said. 

Cranston Public Schools did not respond to requests for comment. 

Gomes’s daughter had a speech delay and anxiety and qualified for special education services. A private neurological evaluation concluded that she was compensating for that delay with her physical responses, Gomes said. 

This can be a common cause of behavior challenges for students with disabilities, experts say.

“Behavior is communication,” said Julian Saavandra, an assistant principal and an expert at Understood.org. “The behavior is trying to tell us something. We as the IEP team, the school team, have to dig deeper.” 

On her own, Gomes found strategies that helped. Gomes’ child struggled with transitions, so they’d go over her day in advance to prepare her for what to expect. A play therapist taught both her and her daughter breathing exercises. 

Her daughter was switched to another district school where a social worker would sometimes walk the girl to class. When the child got worked up, she’d sometimes be allowed to sit with that social worker or in the nurse's office to calm down. That helped, but sometimes, those staff members weren’t available. 

In the end, Gomes moved her daughter to a school outside the district that was better equipped to help the girl deescalate. Her behavior problems lessened and she started enjoying going to school, Gomes said.

But Gomes still can’t understand why more teachers weren’t able to help her child regulate herself. “Do we need retraining or do we need new training?” she said. “Because this is mind-blowing to me, not one of you can do that.”
