Introduction

Chapter outline.

If you own a smartphone, you are involved with politics and it’s involved with you. Wherever you live, the political decisions your government makes are likely to affect what is on your phone and how you can use it. China has banned apps like Facebook and Google. Before the 2021 Ugandan election, the government simply shut down the internet entirely. 1 In India, the government distributes benefits directly to citizens through their phones. 2 In the United States, government regulations—one type of rules that are created through political action—touch virtually every aspect of your phone’s production, sale, and communications. 3

Your phone also enables you to engage in political action. You can use your phone to talk about politics or to call your local representative to express your views. You can organize a campaign through WhatsApp, share videos of police brutality or of peaceful protest, or Venmo contributions to your favorite political cause. 4 You can use your phone to learn about politics, political engagement, and what politicians are doing at home and around the world.

The political decisions of local and national governments and international organizations can affect the water you drink, the food you eat, the clothes you wear, and the dwelling you call home. Politics and policy can play a role in the most intimate details of your life, including your reproductive rights, marriage rights, and even how your body will be treated after you die.

Politics is everywhere. Whether or not you care about politics, politics has an interest in you.

When you develop a competent understanding of politics and political science, you are a better-prepared citizen, political actor, and job seeker.

With a more sophisticated understanding of politics and political science, you can better understand questions of who gets what, when, how, and perhaps most important, why. The quality of our politics depends to a large degree on the quality of citizen engagement. Want a better government, with politicians who possess greater integrity and policies that more closely reflect the public interest? These things will not happen automatically or on their own. They will happen if informed citizens work together to make them happen.

When you think like a political scientist, you seek evidence and carefully scrutinize that evidence—in politics as well as in other areas of your life. Doing so helps to inoculate you from misinformation and manipulation. When you are asked “Why did [this political event] happen?” or “What do you think will happen?” you are able to respond “The evidence suggests . . .” or “Research indicates . . .” or even “I do not know. But in similar circumstances. . . .” Scientific thinking enables you to navigate the complex political world.

This chapter will introduce you to the world of politics and the systematic study of political science. You will learn some of the fundamental principles of politics as well as core concepts.

Introduction to Political Science covers all the major topics and has a global focus, using examples from around the world. My only observation on content that was not covered in-depth was regarding regime change and the factors that cause democracies to fail or authoritarian regimes to rise. This is an important part of the comparative political science literature that could have been focused on in more detail.

I have found the content to be accurate, unbiased, and with citation of sources.

Students are so impressed with the real-world examples of this text book, and the fact that it was published in 2022 makes it a great resources for them. The content is relevant today, but should also be relevant for the next 5-10 years. Updates/more relevant examples should be easy to find once this text is a bit older.

This is a great intro text for any student who has no experience or exposure to political science. It is straightforward and complex terms are explained in such a way that it is easy for all audiences to understand.

I have found this text to be consistent in terms of its organization, terminology, and framework.

The online version of this text is fantastic in terms of the layout and accessibility of the different content modules. The modules are broken up in a way that makes sense, is logical, and also can stand alone.

The book has a great mix of video, text, and images and is clearly organized both within chapters, sub-chapters, and as a textbook as a whole.

The interface is easy to use, particularly the online textbook. Allows for highlighting in different colors and also creation of notes.

No grammatical errors.

This book has excellent examples from across different country and cultural contexts. While designed for a US audience, the textbook does a fantastic job of using examples from different regions, cultures, and countries to illustrate the different political examples. One region is not overly represented, nor is one region used exclusively for negative examples. I found this book to be incredibly fair, accurate, and presenting an amazing culturally diverse content across subject areas.

This book has been great for an introductory political science course that I have taught to first year college students. I find it to be at the perfect level for these students--clear, relevant, and also challenges them to see the world through multiple perspectives.

Previously, Rom has explored critiques and conversations within the realm of political science through symposia on academic conferences, ideology in the classroom, and ideology within the discipline. He continues to fuel his commitment to educational equity by serving on the AP Higher Education Advisory Committee, the executive board of the Political Science Education section (ASPA), and the editorial board of the Journal of Political Science Education. Prior to joining McCourt, Rom served as a legislative assistant to the Honorable John Paul Hammerschmidt of the US House of Representatives, a research fellow at the Brookings Institution, a senior evaluator at the US General Accounting Office, and a Robert Wood Johnson Scholar in Health Policy Research at the University of California, Berkeley. His dissertation, “The Thrift Tragedy: Are Politicians and Bureaucrats to Blame?,” was the cowinner of the 1993 Harold Lasswell Award from the American Political Science Association for best dissertation in the public policy field. Rom received his BA from the University of Arkansas and his MA and PhD in political science from the University of Wisconsin-Madison in 1992.

Masaki Hidaka has a master of public policy from the Kennedy School of Government at Harvard University, where she wrote her thesis on media coverage of gaming ventures on Native American tribal lands. She completed her PhD at the Annenberg School for Communication at the University of Pennsylvania, where her dissertation examined the relationship between issue publics and the Internet. She is currently a professorial lecturer at the School of Public Affairs at the American University in Washington, DC, but has taught in numerous institutions, including the National University of Singapore, University College London, and Syracuse University in London. She also worked as a press aide for former San Francisco mayor Willie L. Brown Jr. (and she definitely left her heart in San Francisco).

A native of Fort Worth, Rachel Bzostek Walker is the associate dean of academic affairs at Collin College Technical Campus in Allen, Texas. She earned her PhD in political science from Louisiana State University and has a master’s in Israeli politics from the Hebrew University of Jerusalem. She taught full-time for over 15 years at colleges and universities in Missouri, California, and Texas, teaching a wide variety of classes on subjects including international relations, American foreign policy, and Middle Eastern politics, as well as introductory classes in American and Texas government.

Excel at Your CUET 2024 Political Science Syllabus

The first step in preparing for any examination is to master the syllabus. Excelling entails mastering the entire syllabus. Candidates should review the CUET Political Science syllabus 2024 thoroughly. All of the topics are important, so they should be covered. Candidates who have a thorough understanding of all of the topics will perform better in the exam.

Sketch Out a Study Plan

Planning is very important to achieve anything in life. To succeed and acquire admission through CUET, candidates must prepare a study plan or timetable. Sketching out a plan covering all the topics, revision, and practice test is a very important aspect of preparation. Candidates must prepare all the topics as planned.

Revise all units, topics, and subtopics. Revision is another important aspect of preparation. Candidates are advised to revise after completing their preparation for all topics. Revision allows candidates to remember what they have learned and studied.Revision is an important activity that should be completed before the exam. Allow enough time for revisions.

Practising sample papers, mock test papers or previous year papers is a very essential part of preparation. Practising such papers will aid the candidates to know the areas of improvement and the areas of strength. Aspirants are advised to practice as many as tests possible. It will improve the accuracy, speed, time management, and performance of the candidate if focused well.

Set out Time-Bound Goals

Framing and setting time-bound goals is critical for any individual to achieve success. Most of the candidates work extremely hard to achieve their goals. However, some of them will achieve their desired goals, while others may not. The distinction between these two groups of students is simple. Candidates who did not achieve their desired goals focused solely on studying and working hard, whereas the other category of students may have realised that setting short and time-bound goals will help them achieve their longer-term goals. The ultimate goal is to prepare for and perform well in the CUET Political Science examination.  So setting up time-bound goals is to divide your time into days or hours to achieve the smaller goals (learning and revising specific chapters or units or concepts) that will help you to reach the bigger goal.

How Political Transitions Affect Science, Technology, and Innovation Policies

Those interested in science, technology, and innovation policy (STIP) would be remiss to remove politics from the policy. With 49 percent of the world’s population heading to election polls this year, it is a real possibility that government transitions will upend countries’ current STIP trajectories. Interested stakeholders seeking metrics to track those priorities may want to read a recent article in Quantitative Science Studies , titled, “ The Policy is Dead, Long Live the Policy—Revealing Science Technology and Innovation Policy Priorities and Government Transitions via Network Analysis .” Colombian research partners Julián D. Cortés and María Catalina Ramírez Cajiao analyzed how frequent and enmeshed research topics were in public funding research calls (RC) in Colombia from 2007 to 2022. Since the funding for these RCs came from public sources, they could serve as one indicator of government priorities. The researchers found that, alongside a general increase in research field diversity and density, several research fields such as drug discovery and conservation, “Maintained their higher strategic relevance despite the government in office.” If generalized, methods such as network analysis may be helpful for analysts to track science, technology, and innovation priorities across different periods of government and identify which research sectors are politicized.

Based on a literature review of STIP evaluations in Europe, Cortés and Cajiao found that the most common methods for those evaluations included, “Descriptive statistics, context, documents, and case studies.” In addition to expanding methods of analysis, Cortés and Cajiao sought to expand the research geography to lower- and middle-income countries, which they considered to be an often-highlighted but rarely addressed research gap. Cortés and Cajiao reviewed public RC data oriented toward research in Colombia’s Ministry of STI open data portal and RC digital archive. Next, they coded research fields by manually reviewing each document for what fields each RC would support. They standardized research fields by utilizing the All Science Journal Classification Codes (ASJC) . For example, ASJC considers “Insect Science,” “Plant Science,” and “Soil Science,” as one overall topic, “Life Sciences.” Cortés and Cajiao did this analysis by year and matched RC priorities with periods of government (four years).

The authors also utilized co-word analysis first introduced by Callon et al. (1983) to visualize clusters of ASJC topics in trios. According to Cortés and Cajiao, “if a given RC has three ASJC, those ASJC (nodes) are collocated (linked) given that all of them are contained in the same RC.”

Figure 1: ASJC co-occurrence network ( Bastian, Heymann, and Jacomy, 2009 ; Callon et al., 1983 ; DNP, 2021 )

Research fields that were frequently part of ASJC co-word networks received high “Betweenness Centrality Scores,” which meant that they were research fields of interest. In contrast, research fields with lower scores may have more marginal or limited attention.

Results and Implications

From 2007 to 2022, the number of research fields in Colombia’s RCs increased. Despite changes in Colombia’s government, Physical Sciences retained its position as the top field with its high betweenness score compared the other top fields of Life, Health, and Social Sciences. Health Sciences topics are on an upward trend ever since an apparent dip in priority during the 2011–2014 government period, catching up to Life Sciences based on their betweenness scores. Despite these findings, Cortés and Cajiao caution that their research does “Not integrate the effects of STIP priority fluctuations and research/innovation outputs, nor the amount of funding by fields in the same framework.” They noted that although the Health Sciences sector’s betweenness score was not particularly impressive compared to other top fields, its research growth rate surpassed Physical, Life, and Social Sciences.

Background reading

An analysis prepared for The New York Times estimates that the tax changes President Biden has ushered into law will amount to a net cut of about $600 billion over four years.

“Does anybody here think the tax code’s fair?” For Mr. Biden, tax policy has been at the center of his efforts to make the economy more equitable.
