India’s counter-terror diplomacy and challenges ahead

Context: The decision to host the United Nations Security Council’s Counter-Terrorism Committee (UNSC-CTC) is one of several events planned by the Government of India to strengthen its counter-terror diplomacy.

How India is strengthening its counter-terror diplomacy?

  • Last month (October), the Special Meeting of the UNSC-CTC was hosted by India in Mumbai and Delhi, focussing on new and emerging technologies .
  • Later this month (November), New Delhi will host the third edition of the No Money for Terror (NMFT) conference for tackling future modes of terror financing .
  • Next month (December), India will chair a special briefing on the Global Counter-Terrorism Architecture , looking at the challenges ahead.
  • However, it is critical to evaluate some of the current challenges, particularly when the world is dealing with the war in Europe, COVID-19 and the global recession.

Challenges ahead for India:

  • USA’s counter-terrorism efforts post-9/11 attack differs from its recent approach to negotiate with the Taliban and then withdrew from Afghanistan.
  • Pakistan was recently removed from the Financial Action Task Force (FATF) grey list .
  • This shows that counter-terrorism cooperation will become less cooperative in the future and counter-terrorism regimes such as UNSC Resolutions 1267, and 1373, will become ineffective.
  • For example, drone attacks by Yemeni Houthis on the UAE’s oil infrastructure were condemned as terrorist attacks while drone attacks on Russian ships in a port used for loading grain were not.
  • For example, India’s proposal for the Comprehensive Convention on International Terrorism (CCIT) has made very little progress due to a lack of consensus over the definition of terrorism.
  • Drones, biowarfare and Gain-of-Function (GoF) research to mutate viruses and vectors, artificial intelligence (AI) systems and robotic soldiers makes it even easier to perpetrate mass attacks while maintaining anonymity.
  • Terror financing uses bitcoins and cryptocurrency and terror communications use the dark web .
  • What constitutes terrorism,
  • Regulating the use of emergent technologies by all responsible states is the need of the hour.
  • Reducing global inequality , food and energy shortages, and adverse impacts of climate change and pandemics needs to be on the top of the agenda of the international community.

Conclusion: As the host of these counter-terrorism meetings, India must set the global narrative of not only fighting the “last war” on terrorism but also preparing for the next.

Security Council examines rising terrorism threat globally

A UN Security Council meeting on Thursday focused on terrorism began with a sobering reminder of the danger posed by this persistent threat to international peace. 

India’s External Affairs Minister, Dr. Subrahmanyam Jaishankar, who chaired the meeting, invited participants to stand and observe a minute of silence for victims worldwide.

They include an Irish peacekeeper serving at the UN’s mission in Lebanon, UNIFIL , shot and killed in an attack the previous night. Three other blue helmets were also injured; one critically. 

Widespread and prevalent 

The global threat posed by terrorism not only requires the Council’s continued attention, but also a renewed collective approach, said Vladimir Voronkov, head of the UN Office on Counter Terrorism (UNOCT). 

“Despite continuing leadership losses by Al-Qaida and Da’esh [also known as ISIL], terrorism in general has become more prevalent and more geographically widespread, affecting the lives of millions worldwide,” he reported. 

Mr. Voronkov said these groups and their affiliates have continued to exploit instability, fragility and conflict , particularly in areas such as West Africa and the Sahel, where the situation remains urgent. 

Their operations have also contributed to the deteriorating security situation in Central and Southern Africa, and elsewhere on the content. 

Terrorist groups remain in Afghanistan, where they continue to pose serious threats to the region and beyond. 

Xenophobic terror attacks rising 

“Moreover, it is concerning that the de facto authorities have failed to sever long-standing ties with terrorist groups sheltering in the country, despite this Council’s demands that they do so,” he added. 

Terrorists are “adapting opportunistically”, said Mr. Voronkov.  They are resorting to illicit financing methods and other criminal activities, making it difficult to produce an coordinated international response. 

He also expressed concern over a rise in terrorist attacks based on xenophobia, racism and other forms of intolerance , or in the name of religion or belief . 

“While not a new phenomenon, a few Member States consider this as the fastest growing or even the most prominent domestic security threat that they face,” he said. 

Pledge of support 

Mr. Voronkov welcomed a special meeting of the UN Counter-Terrorism Committee (CTC), held last month in India, to review how terrorists are taking advantage of new and emerging technologies for their own illegal ends. 

Discussions centred around three areas: the Internet, including social media platforms and related online spaces; countering terrorism financing and new payment technologies, and the misuse of unmanned aerial systems. 

“The special meeting brought to the forefront overarching considerations of a ‘One-UN’ approach, upholding human rights, the role of civil society, and honouring the victims of terrorism,” said Weixiong Chen, acting chief of the Counter-Terrorism Executive Directorate (CTED). 

“The Committee adopted the Delhi Declaration to reaffirm its commitment to work with Member States in achieving full implementation of all relevant Security Council resolutions to address the threats posed by terrorism,” he added. 

Courage amid chaos 

The CTC meeting was held over two days in Delhi and Mumbai, where terrorists carried out a series of bombing and shooting attacks 14 years ago, spanning four days.  More than 30 people were killed, and scores more wounded. 

Briefing the Council, Anjali Vijay Kulthe, a veteran staff nurse at the Cama and Albless Hospital in Mumbai, recalled that she was on night duty in the antenatal unit on 26 November 2008. 

Two terrorists scaled the wall of the facility, which is exclusively dedicated to mothers and children. They entered the hospital, and she could hear shooting.   

Ms. Kulthe was with two assistants at the time, and 20 women in advanced stages of pregnancy. Though riddled with fear, she guided everyone to safety.  They sheltered in the hospital pantry, in darkness. 

“I shiver even today as I recall the night of terrorist attack. While the terrorists were killing human beings like insects, I am happy that I was able to save the lives of 20 pregnant women and their unborn babies,” she said, speaking through an interpreter. 

Appeal for action 

A month later, the brave nurse was summoned to identify the lone surviving terrorist from the attacks. Although her family feared reprisals, she went ahead.  

The terrorist, Ajmal Kasab, “did not have an iota of remorse, no shame, no guilt; his sense of victory haunts me even today,” she revealed. 

“Whenever I see news reports on television about terrorist attacks anywhere in the world, my heart goes out for the victims, and survivors of such attacks who live the rest of their lives in trauma,” said Ms. Kulthe. 

She urged the international to bring the sponsors of the Mumbai attacks to justice and give closure to the families of the victims. 

Address root causes 

Ireland’s Foreign Minister, Simon Coveney expressed his deep sadness and shock at the death of the country’s young peacekeeper in Lebanon, and the injuries to his colleagues. 

“The incident and the loss of life is a stark reminder that our peacekeepers serve in dangerous circumstances, at all times , in the cause of peace,” he said. 

Mr. Coveney told the Council that prevention is the most effective way to counter terrorism, which means tackling the complex and varied factors that drive it. 

“We know that communities affected by conflict, poverty, inequality, poor governance, and human rights violations are more vulnerable to radicalisation and recruitment,” he said. 

“Unless we address the root causes, we resign ourselves to addressing the same security challenges over and over again.” 

At the end of the meeting, the Security Council issued a statement condemning terrorism in all its forms and manifestations.

The Council expressed condolences to the families of persons killed in terrorist acts, and underlined support for survivors and victims.

Members stressed the need to promote and protect the rights of victims of terrorism, including women and children, and reaffirmed their profound solidarity with them and with countries that have suffered terrorist attacks.

These elements have collectively made terrorism the most preferred means of waging war. Despite the grave threat, the international community is far from reaching a consensus on how to fight this menace collectively.

So deep are the fissures that even adopting a common definition of terrorism and violent extremism has met stiff resistance.

The history of terrorism in India

India’s tryst with terrorism and violent extremism can be traced back partly to the religion based partition in 1947, which ripped the sub-continent into two nations: India and Pakistan.

The sub-continent remained witness to the most horrifying ethnic riots in modern history, which were marked by extreme violence and acts of terrorism.

Following the partition, after a brief period of neutrality, the then Maharaja of Jammu and Kashmir (J&K), Hari Singh formally acceded to India; however, this act of accession has not, and continues not to be recognised by Pakistan which lays claims to the Muslim majority region.

This territorial dispute lies at the core of the long standing conflict between the two nations with both nations each vehemently rejecting the other’s claims.

Further, India views Pakistan as perpetuating the on-going cross border conflict and for sponsoring militant activity in a bid to destabilise the state of J&K and other parts of the country.

In addition, considering the number of ongoing insurgencies in India, terrorism and violent extremism is also a manifestation of:

  • politico-religious violence
  • ethnic-sub regional nationalism
  • socio-economic conditions
  • politics of identity

The relationship between terrorism and insurgency

What were the causes that led to the genesis of terrorism and its drivers in India? While seeking answers to this question, we will also dwell upon the terrorist initiated incidents and terrorists groups operating in India.

We will explore the complementary relationship between terrorism and insurgency, analyse various forms in which terrorism morphs and finally, establish the contours of successful counterterrorism strategies.

The primary causes of terrorism and insurgency in India are based on political, religious, ethnic, ideological, identity driven, linguistic or socio-economic grievances.

Terrorism in India, can be broadly categorised in three distinct parts:

  • Cross border terrorism in J&K.
  • Terrorism in the hinterland.
  • Extreme violence and terrorism as an integral part of the ongoing insurgencies.

India’s richly diverse society provides a fertile ground for terrorism to thrive in many areas:

  • politics of communalism and criminalisation
  • fanatic religious movements and irresponsible statements by political and religious leaders
  • human rights excesses
  • marginalised minority communities
  • high levels of youth unemployment
  • poor governance
  • prolonged delays in criminal justice

Quite often, incidents relating to a particular religious or ethnic group act as a catalyst. They also act as an initiator to indoctrinate/ radicalise youth (and not necessarily only the poor and marginalised) to indulge in extreme forms of violence and terrorism.

Considering the fact that intensity of violence due to religious terrorism has always been very severe, strict law should be framed expeditiously against those delivering ‘hate speeches’ that incite a religious/ ethnic community’s passions.

India also remains highly vulnerable to terrorism by foreign terrorists, due to porous borders with all its neighbours and a long coast line. Resultantly, the terrorists and the insurgents continue to receive material support and funds from many sources.

India has experienced almost all forms of terrorist attacks:

  • hijacking and blowing up of aircrafts
  • sabotaging railway tracks
  • kidnapping hostages for meeting political demands
  • suicide attacks
  • the assassination of two of its Prime Ministers
  • attacks on places of worship, transportation systems, security forces and financial hubs
  • communal riots followed by extreme violence
  • attacks both by religious and non-religious terrorist groups.

The modus operandi of terrorism has remained dynamic to achieve its goals and objectives.

Is India behind targeted killings in Pakistan? What we know

Pakistani officials tell Al Jazeera at least eight killings could be linked to India. New Delhi rejects these charges.

Islamabad, Pakistan —  Since June 2021, Pakistan has tracked and accused Indian intelligence agencies of multiple attempts — some successful — at assassinating individuals New Delhi views as terrorists sheltered by Islamabad.

On Thursday, British newspaper The Guardian backed those claims, three months after Pakistan’s government formally levelled similar allegations against India.

But in the murky world of spies and contract killers, where little can be confirmed independently, New Delhi has long denied its role in extraterritorial assassinations — even as allegations against it have mounted, including from the United States and Canada, friends of India.

Here’s what’s known about the alleged killings in Pakistan, what remains limited to accusations, and the implications of the allegations.

Who is India accused of having killed in Pakistan?

Pakistani security officials speaking to Al Jazeera on condition of anonymity acknowledged at least six killings in 2023, and two in the year before, as those that they believe were carried out by a “hostile intelligence agency” — code for India’s external spy agency, the Research and Analysis Wing — and were investigating.

In January this year, Pakistan’s top diplomat in a news conference also claimed that there is “ credible evidence ” of Indian involvement in killings in the country.

“These are killings-for-hire cases involving a sophisticated international set-up spread over multiple jurisdictions,” Foreign Secretary Muhammad Syrus Sajjad Qazi told reporters on January 25 in Islamabad.

Qazi specifically mentioned the murders of Muhammad Riaz, killed in Pakistan-administered Kashmir in September 2023, and Shahid Latif, killed a month later in the city of Sialkot in the eastern province of Punjab. The diplomat alleged that both the murders were orchestrated by Indian agents.

After the killing of two men, Indian news outlets claimed that Riaz was a top commander of the Lashkar-e-Taiba (LeT), a Pakistan-based armed group that New Delhi has long accused of some of the deadliest attacks on its soil — including in Mumbai in 2008, when gunmen killed 166 people over three days. Latif, Indian channels claimed, was associated with another Pakistan-based armed group, the Jaish-e-Muhammad (JeM), and was allegedly a key figure involved in the attack on an Indian airbase in Pathankot in January 2016, in which one civilian and seven Indian security personnel were killed.

Pakistan did not confirm these alleged links.

While Pakistan has not formally acknowledged any other killings besides the two, Qazi in his news conference said there were more incidents that the government is probing into.

“There are a few other cases of similar gravity at various stages of investigation,” he said.

Among the suspected assassinations was the killing of Sikh community leader Paramjit Singh Panjwar in Lahore — Panjwar was shot dead in May last year.

The Indian government had declared Singh an “individual terrorist”, issuing a notification [ PDF ] in 2020, which accused him of arranging arms training and supplying weapons to carry out attacks in India. Saleem Rehmani, also wanted by India as a “terrorist”, was shot dead in January 2022 in Pakistan.

Residence of Hafiz Saeed, co-founder of the banned organisation Lashkar-e-Taiba, was targeted in June 2021 in Lahore.

What about other Indian operations in Pakistan?

Abdul Sayed, a Sweden-based researcher on armed groups says the recent killings — if indeed orchestrated by India — were foreshadowed by a significant event three years ago in June 2021 when a car bomb explosion in Lahore took place near the residence of Hafiz Saeed, the co-founder of the LeT.

“Pakistani authorities attributed this incident to Indian intelligence,” Sayed told Al Jazeera. “Subsequently, there was an escalation in attacks from early 2022 onwards, targeting key commanders of various former Kashmiri armed groups.”

National Security Advisor Moeed Yusuf had first blamed India for the attack outside Saeed’s house in July 2021 — a charge that Pakistan levelled again in December 2022. Saeed, who is currently in custody in Pakistan, is accused by India and the United States of masterminding the 2008 Mumbai attacks.

India has been demanding that Pakistan hand over Saeed — who has denied the charges — to face trial in the case. The last such demand was made by the Indian government in December last year.

The primary bone of contention between the two nuclear-armed neighbours is the picturesque Kashmir valley, which is currently divided in two, with both India and Pakistan controlling parts of it.

They have fought two of their three full-fledged wars over the territory. India accuses Pakistan of supporting armed groups such as the LeT and JeM in a bid to foment trouble in Indian-administered Kashmir. Pakistan has steadfastly denied the charges, saying it merely supports the right of Kashmiri citizens to self-determination against Indian rule. India calls armed rebels in Kashmir “terrorists”.

What has India said about Pakistan’s allegations?

India, which denied the allegations in the latest news report, has also rejected the accusations made by Pakistan previously that New Delhi’s spies were involved in killings on foreign soil.

In January, after the Pakistani foreign secretary’s media briefing, the Indian Ministry of External Affairs described the allegations as Pakistan’s attempt at “peddling false” propaganda, saying Pakistan will “reap what it sows”.

“As the world knows, Pakistan has long been the epicentre of terrorism, organised crime, and illegal transnational activities. India and many other countries have publicly warned Pakistan cautioning that it would be consumed by its own culture of terror and violence,” the Indian statement said.

But Pakistan is no longer the only country levelling such allegations against India.

Is India accused of other killings on foreign soil?

The allegations and reports of India’s involvement in the killings of Pakistani nationals come at a time when New Delhi has also been accused by the US and Canada of a potential role in plots to assassinate dissidents living in those countries.

In November, US prosecutors said an Indian intelligence official had masterminded a plan for the killing of Sikh separatist Gurpatwant Singh Pannun, a dual citizen of the US and Canada, in New York. Nikhil Gupta, a middleman tasked with finding a hitman, is under arrest in the Czech Republic. The plot unravelled after Gupta reached out to a contract killer who turned out to be on the payroll of US federal agencies, according to prosecutors.

Earlier, in August, Canadian Prime Minister Justin Trudeau stood in Parliament to openly accuse India of the killing of another Sikh separatist, Hardeep Singh Nijjar , near Vancouver. Those allegations have sent India-Canada ties into deepfreeze.

India has denied any role in Nijjar’s killing and has said it is investigating the allegations made by US prosecutors. Foreign Minister S Jaishankar has said it is not India’s policy to carry out targeted killings overseas.

What does all of this mean for Pakistan?

Sayed, the security analyst, said that the recent killings in Pakistan — if indeed linked to Indian spies — raise questions about the effectiveness of Pakistani security agencies.

“These targeted individuals once belonged to pro-Pakistan armed organisations. Despite pressure from their peers, these individuals refrained from engaging in hostilities against security forces and maintained loyalty to the Pakistani state,” he pointed out.

The potential involvement of Indian security agencies in these attacks could suggest a shift in New Delhi’s approach, he said.

“If substantiated, such actions may indicate a strategic move aimed at undermining Pakistan’s capacity to escalate insurgency in Kashmir against Indian forces,” he said.

Chris Kerr was 12 when he first observed a deathbed vision. His memory of that summer in 1974 is blurred, but not the sense of mystery he felt at the bedside of his dying father. Throughout Kerr’s childhood in Toronto, his father, a surgeon, was too busy to spend much time with his son, except for an annual fishing trip they took, just the two of them, to the Canadian wilderness. Gaunt and weakened by cancer at 42, his father reached for the buttons on Kerr’s shirt, fiddled with them and said something about getting ready to catch the plane to their cabin in the woods. “I knew intuitively, I knew wherever he was, must be a good place because we were going fishing,” Kerr told me.

Kerr now calls what he witnessed an end-of-life vision. His father wasn’t delusional, he believes. His mind was taking him to a time and place where he and his son could be together, in the wilds of northern Canada.

Kerr followed his father into medicine, and in the last 10 years he has hired a permanent research team that expanded studies on deathbed visions to include interviews with patients receiving hospice care at home and with their families, deepening researchers’ understanding of the variety and profundity of these visions.
