ലഹരി മരുന്നുകളില്‍ നിന്ന് മോചനം സാധ്യമാണോ?; പുതുതലമുറ നേരിടുന്ന ആശങ്കയും ഭീതിയും

07 november 2022, 05:45 pm ist, ഒരു വ്യക്തിയുടെ മാനസികമോ ശാരീരികമോ ആയ അവസ്ഥയെ മാറ്റുന്ന പദാര്‍ത്ഥങ്ങളാണ് മയക്കുമരുന്ന്. അവ ആ വ്യക്തിയുടെ മസ്തിഷ്‌കം പ്രവര്‍ത്തിക്കുന്ന രീതി, വികാരങ്ങള്‍, പെരുമാറ്റം, ധാരണ, ഇന്ദ്രിയങ്ങള്‍ എന്നിവയെ ഒക്കെ  ബാധിക്കും. ഇത് അവരെ പ്രവചനാതീതവും അപകടകാരികളുമാക്കുന്നു, പ്രത്യേകിച്ച് യുവതലമുറയെ. .

'തി ളക്കം' സിനിമയില്‍ നടന്‍ ദിലീപ് തന്റെ അളിയനായ സലിം കുമാര്‍ കൊടുത്ത കഞ്ചാവ് വലിച്ചു അനായാസമായി ഇംഗ്ലീഷ് സംസാരിക്കുന്നതു എല്ലാവരെയും ഒത്തിരിയേറെ ചിരിപ്പിച്ച ഒരു രംഗമായിരുന്നു. എന്നാല്‍ യഥാര്‍ത്ഥത്തില്‍ കഞ്ചാവ് എന്ന ഈ ലഹരിവസ്തുവിന്റെ മുഖം അത്ര തന്നെ രസകരമല്ല. സോഷ്യല്‍ മീഡിയയിലും മറ്റു മാധ്യമങ്ങളിലും എല്ലാം ഇതിെന്റ ഭീകര വശങ്ങളെ കുറിച്ചുള്ള വാര്‍ത്തകള്‍ ആണ് നാം നിരന്തരം കേട്ടുകൊണ്ടിരിക്കുന്നത്. മയക്കുമരുന്നിന്റെ ഉപയോഗം മൂലം മോഷണം, പീഡനം, കൊലപാതകം പോലുള്ള ഭീകരമായ കുറ്റകൃത്യങ്ങളിലേക്കാണ് ഇന്നത്തെ യുവ തലമുറ നടന്നു നീങ്ങുന്നത്.

എന്താണ് ഈ ലഹരി മരുന്നുകള്‍ ഒരു വ്യക്തിയില്‍ സൃഷ്ടിക്കുന്ന മാറ്റങ്ങള്‍? എങ്ങിനെയാണ് അവ ഒരു വ്യക്തിയെ അതിനു അടിമയാക്കുന്നത്? ഇതില്‍ നിന്നും പൂര്‍ണമായ മോചനം സാധ്യമാണോ? ഇവയെക്കുറിച്ച് നമുക്കൊന്ന് വിശകലനം ചെയ്യാം.

എന്താണ് മയക്കുമരുന്നുകള്‍?

ഒരു വ്യക്തിയുടെ മാനസികമോ ശാരീരികമോ ആയ അവസ്ഥയെ മാറ്റുന്ന പദാര്‍ത്ഥങ്ങളാണ് മയക്കുമരുന്ന്. അവ ആ വ്യക്തിയുടെ മസ്തിഷ്‌കം പ്രവര്‍ത്തിക്കുന്ന രീതി, വികാരങ്ങള്‍, പെരുമാറ്റം, ധാരണ, ഇന്ദ്രിയങ്ങള്‍ എന്നിവയെ ഒക്കെ ബാധിക്കും. ഇത് അവരെ പ്രവചനാതീതവും അപകടകാരികളുമാക്കുന്നു, പ്രത്യേകിച്ച് യുവതലമുറയെ.

എങ്ങനെയാണ് മയക്കുമരുന്നുകള്‍ ഒരു വ്യക്തിയുടെ ശരീരത്തില്‍ അതിന്റെ ആധിപത്യം സ്ഥാപിക്കുന്നത്?

ലഹരിമരുന്നുകള്‍ക്ക് ഹ്രസ്വകാലവും ദീര്‍ഘകാലവുമായ ഫലങ്ങള്‍ ഉണ്ടാകും. ഈ ഇഫക്റ്റുകള്‍ ശാരീരികവും മാനസികവുമാകാം. കൂടാതെ ആശ്രിതത്വം ഉള്‍പ്പെടാം. മയക്കുമരുന്ന് കഴിക്കുന്ന വ്യക്തി തികച്ചും വ്യത്യസ്തമായി പ്രവര്‍ത്തിക്കാം, വ്യത്യസ്തമായി ചിന്തിക്കാം. അതോടൊപ്പം തന്നെ സ്വന്തം പ്രവര്‍ത്തനങ്ങളെയും ചിന്തകളെയും നിയന്ത്രിക്കാന്‍ ആ വ്യക്തിക്ക് പാടുപെടേണ്ടി വരുന്നു.

ലഹരിമരുന്നിൻ്റെ അസ്വഭാവികമായ ഉപയോഗം കാരണം നാഡീവ്യൂഹത്തെയും മാനസിക-ശാരീരികാരോഗ്യത്തെയും പ്രതികൂലമായി ബാധിക്കുന്ന ഒരു ഒരു രോഗമായാണ് Drug addiction നെ വിദഗ്ദ്ധർ കണക്കാക്കുന്നത്. ലഹരി വസ്തുക്കൾ ഏറ്റവും കൂടുതൽ ബാധിക്കുന്നത് തലച്ചോറിനെയാണ്. കൃത്യമായ ചികിത്സ ലഭ്യമായില്ല എങ്കിൽ ഈ രോഗം തലച്ചോറിനെ പ്രതികൂലമായി ബാധിക്കും.

One family at the helm of the brand.

Giuseppe Balducci was born in Limite sull’Arno, a nautical town in Tuscany. He began his career working in a historic shipyard in Viareggio, but his entrepreneurial spirit and his talent soon spurred him to look for more. This is how the Overmarine Group was born.

THE ORIGINS OF THE NAME

The Balducci family founded Mangusta in 1985, choosing a symbolic name for the company. At the time, the leading brand in open yachts was Cobra by Tecnomarine: the new company was therefore named after the mongoose, the only animal that can fight and defeat cobras. Mangusta clearly set out to challenge the status quo.

AN ICON IS BORN

The company launched the Mangusta 80. Up until that moment, “open” yachts had never reached 80 feet in length, which meant buyers had always been forced to compromise between speed and space, sportiness and comfort. Mangusta built a large, high-performance sports yacht that was also exceptionally comfortable and pleasant to live in. THE LAUNCH OF THE OPEN LINE'S FLAGSHIP

In 2007, the Italian boat builder set themselves a new challenge: creating one of the largest open yachts in the world, over 50 metres in length. To achieve this ambitious goal, they approached Stefano Righini, a leading designer in this segment, establishing a long, fruitful cooperation. That was how the Mangusta 165 came to life, the flagship in her range, capable of combining sportiness and performances with outstanding onboard comfort and thus enabling her Owner to live the sea at full speed (up to 38/40 knots) while also enjoying the stylish interiors of an exclusive villa.

THE NEW SHIPYARD IN PISA

In 2012, a new production site for the construction of the new metal lines Mangusta Oceano and Mangusta Gransport was officially opened in Pisa’s docks area. The shipyard extends over an area of 22,000 square metres, allowing to build several units in parallel at the same time.

THE LAUNCH OF THE FIRST METAL SUPERYACHT

Mangusta’s innovation never stops: in 2016, the first three-decker hit the water, a 42-metre steel and aluminium mega yacht part of the new Mangusta Oceano long range line – displacement vessels conceived for those who want to travel the world in style, no matter the destination or the distance to cover. The project, which had started back in 2013, was the result of the successful cooperation with designer Alberto Mancini.

Mangusta’s Rise to the Top

The mongoose may be low to the ground with short legs, but it is a skilled, opportunistic predator. It feeds on smaller mammals and birds, as well as their eggs, along with a wide variety of insects. It especially likes snakes. In fact, the mongoose’s speed and agility make it extremely successful in pouncing on and killing venomous snakes like cobras—a contest that other would-be predators often lose.

The mongoose is the inspiration behind the Mangusta brand. The Italian word for mongoose is mangusta. During the 1980s, when fast open yachts populated the Mediterranean, Italian entrepreneur Giuseppe Balducci decided to go head-to-head against Tecnomarine’s dominant Cobra design. He established Mangusta in 1985 and, in the 1990s, introduced the first open mega-yacht—aka a maxi open.

More than 300 deliveries later, Mangusta maxi opens are found around the world. With Balducci still at the helm, joined by his children, Mangusta has diversified too. The brand has taken aim at the metal builders in Northern Europe, offering displacement and fast-displacement yachts in sizes that those yards don’t construct.

Born and raised in Tuscany, Balducci has spent his entire career in yachting. He got his start in a shipyard in Viareggio but yearned to establish his own company. After founding the Elettromare and Effebi shipyards—the latter constructing workboats, ferries and military craft, and still under his family’s ownership—he decided to bring something different to yachting. While open yachts were lots of fun, they didn’t offer a lot of space, nor did they have the best reputation for comfort underway. Why not, he reasoned, challenge the either-or decision?

With this philosophy behind Mangusta, his first launch was the Mangusta 80. The yacht made history. First, it was the largest open on the market. Arguably even more significant, the Mangusta 80 led to larger open maxis, up to 165 feet, from Mangusta. And the 165, which saw 14 deliveries, became known as the world’s fastest series-built mega-yacht, capable of upward of 35 knots.

Given Mangusta’s reputation for super-sleek, super-fast fiberglass yachts, the builder made a surprising move in 2013 by announcing the Mangusta Oceano 42 series. This was a 138-foot trideck with a steel displacement hull, capable of cruising more than 4,000 nautical miles at 11 knots.

“The buyers of the classic party boat started to have families,” says Stefano Arlunno, whose title at the yard is president Americas. Arlunno likens Mangusta’s move to what the luxury automobile brands Porsche and Lamborghini did. “The best-perceived cars are sports cars, but even they build SUVs,” he says.

Alberto Mancini, the builder’s longtime design partner, gave the series the hallmark Mangusta looks and features, especially convex shapes and a foredeck sunning/seating area with an infinity pool. Namaste, the first Mangusta Oceano 42, “was a big success,” Arlunno says. “It had features that stood out then, especially the beach club.”

When Namaste debuted in 2016, beach clubs were only usable at anchor, and with the transom open. Namaste’s beach club was usable with the transom closed, and three horizontal transom ports brought in natural light. Additionally, beach clubs in the same size range typically doubled as tender garages. The Mangusta Oceano 42 stowed toys in a separate, side-launching garage.

While there are now seven Mangusta Oceano models from 128 to 197 feet length overall, the builder continues to make inroads into metal construction. The Mangusta GranSport series is an all-aluminum, fast-displacement range, blending performance and transoceanic capability. It inaugurated in 2015 with the Mangusta GranSport 48. While capable of 26 knots, the 158-footer could also cover about 3,800 nautical miles at 12 knots. Today, the series includes three models from 108 feet—a size nearly impossible to find in metal—to 177 feet length overall.

“Different people are looking at the displacement and fast-displacement yachts than the maxis,” Arlunno says.

The maxi-open buyers tend to continue stepping up to larger maxis, he adds, whereas the other models attract clients coming over from traditional cruiser brands. In fact, Arlunno ascribes the latter success to consistency in Mangusta’s public image.

“We have been very lucky in the last few years in showing the yachts at the boat shows,” he says. Additionally, the team is keeping these clients in the fold. Arlunno says some owners of the 108-foot Mangusta GranSport 33 have jumped straight into the 177-foot Mangusta GranSport 54.

Mangusta is now re-imagining the maxi opens, collaborating with designer Igor Lobanov. Arlunno considers Lobanov’s work on the first model, the 104 Rev, to be a game-changer. “There’s nothing on the market like it,” he says.

While still aggressively sporty in style, the yacht incorporates more glass than other maxi superyachts, especially sole-to-ceiling sections along the vessel’s main deck. The 165 Rev, meanwhile, adds fold-down balconies and a two-level master suite to its layout. All the while, their speed is still, well, speedy. The Mangusta 104 Rev hits 35 knots, while the 165 Rev should make 34 knots, according to the builder.

Iconic boatbuilding brands like Mangusta earn renown for staying true to their principles. Still, they need to evolve. The trick, like what the mighty mongoose does, is to remain agile while embracing the risk.  

Mega Success

Since opening its doors in 1985, Mangusta has delivered more than 300 mega-yachts worldwide. Some 110 of these deliveries exceed 100 feet length overall. The maxi opens, which are the majority, are constructed in Viareggio, Italy. The metal yachts are built in nearby Pisa.

American Appeal

US yachtsmen are increasingly becoming Mangusta clients. “This year is the best year we’ve had,” says Stefano Arlunno, president Americas. A full 40 percent to 50 percent of the builder’s production is coming stateside. The first two hulls of the new 104 Rev maxi-open series, for instance, belong to Americans.

Owner of Dali ship seeks to limit liability in Baltimore bridge collapse

Baltimore — The Singaporean company that owns the cargo ship that collided with the Francis Scott Key Bridge last week took steps Monday to limit its liability for the accident.

The Dali, a 984-foot-long vessel carrying shipping containers, struck one of the Key Bridge's support columns around 1:30 a.m. Tuesday, causing the tragic collapse. Six people are presumed dead, and a  salvage operation  is underway to clear debris and recover the  bodies of the four victims  that have not yet been located. 

There are believed to be eight construction workers who were on the bridge at the time of the collision. In addition to the six victims, two other workers were rescued from the water.  

The six-page, preemptive filing in the  U.S. District Court in Baltimore  from Grace Ocean Private Limited, and the manager of the ship, Synergy Marine Group, is potentially in anticipation of a wave of civil lawsuits or a Justice Department civil complaint.  

The company, represented by a group of attorneys from Baltimore and Washington, asks the court to "issue an order enjoining the commencement of or further  prosecution of any claims or causes of action against Petitioners except in this action" and that the court "determine that Petitioners are not liable for any loss or damage arising out of the Casualty."

"In the alternative, if the Court determines that Owner and/or Synergy is liable," the filing asks "that such liability be limited to the value of the Vessel and its pending freight in connection with the  voyage, and that Petitioner(s) be discharged therefrom upon the surrender of such interest, and that  the money surrendered, paid, or secured to be paid be divided pro-rata among the claimants that  are successful in proving their claims, reserving to all parties any priorities to which they may be  legally entitled, and that a decree may be entered discharging Petitioner(s) from all further liability."

The filing also notes that the pending freight at the time of the voyage is estimated at $1.17 million. 

Under the  Limitation of Liability Act of 1851 , a shipowner can try to limit the amount they have to pay if their ship is involved in an accident to the value of the ship.

Also Monday, salvage crews opened an emergency passageway through the Patapsco River, allowing limited vessels to reach the Port of Baltimore.

From potential wrongful death lawsuits to property damage lawsuits, the owner of the container ship that crashed into a major Baltimore bridge , destroying it, can expect to face a mountain of legal troubles.

Analysts have already estimated that claims from the deadly early Tuesday disaster that caused Maryland's Francis Scott Key Bridge to abruptly collapse could cost insurers billions of dollars .

Three maritime legal experts told Business Insider that the owner of the Singapore-flagged vessel called the Dali will almost certainly invoke a 19th-century federal law — that was successfully used by the owner of the Titanic — to try to limit its liability in the bevy of lawsuits that are expected to arise.

"If they're fully successful, it will cap how much they have to pay in damages," Michael Sturley, an expert in maritime law and professor at the University of Texas at Austin's School of Law, told BI.

Grace Ocean Private Ltd, the owner of the 95,000-ton Dali ship that was bound for Sri Lanka before smashing into one of the bridge's support pillars, has about six months to file a petition in federal court under the 1851 Limitation of Liability Act.

Grace Ocean Private Ltd did not immediately respond to a request for comment from Business Insider on Thursday.

"The chances of their filing a limitation action are somewhere north of 99.99%," Sturley said.

Vessel owners could get damage claims capped at the ship's value after an incident

The statute allows vessel owners to cap any damage claims stemming from a maritime catastrophe at the post-incident value of the ship, as well as the money owed from the freight the ship was hauling, the experts said.

"In essence, it's treated as though the ship itself is its own one-ship corporation," said Sturley. "So you're, in essence, saying, take all the assets of this one ship corporation and use those to pay the claims."

"It could save them a billion dollars," Sturley guessed.

In order for limitation to be granted by a judge under the law, the vessel owner would have to establish that it was not at fault for the maritime incident and that it had no "privity or knowledge" of any negligence or conditions that led to the incident.

Whether the owner of the ship will succeed if it files a petition to limit liability depends on what the investigation into the disaster turns up, according to the maritime legal experts.

The Dali's crew had reported that the ship lost power just before the vessel slammed into the bridge and sent a group of construction workers and vehicles plunging into the Patapsco River.

Two people were rescued from the water after the bridge collapsed. On Wednesday, officials said that the bodies of two victims were recovered from a submerged pickup truck. Four others are presumed dead.

Sturley said that the limitation act "is regularly invoked, but much less often successful."

Martin Davies, the director of the Maritime Law Center at Tulane University School of Law, told BI that statistics show that the "majority of limitation petitions fail, whatever the circumstances, because it is relatively easy for the liability claimants to establish 'fault or privity' on the part of the shipowner."

Still, filing a petition for limitation allows a ship owner to channel any litigation into one court, which Davies called a "significant advantage in itself."

In the case of the Titanic, the petition for limitation was a success.

Following the 1912 sinking of the famed ocean liner that left more than 1,500 people dead, the White Star Line sought to limit its liability in United States lawsuits to $92,000, the value of the recovered lifeboats, according to Reuters .

The case went to the US Supreme Court, and the court ultimately sided with the White Star Line. Millions in legal claims had been filed against the White Star Line, which ultimately settled all cases for a total of $664,000 .

"The Titanic was a brand-new ship," Davies said. "The cause of the casualty was a pure sailing error — going too fast in iceberg-heavy waters. There was no 'fault or privity' on the part of the shipowner there."

Meanwhile, Oregon-based maritime lawyer Gordon Carey — who in 2019 filed a personal injury lawsuit against Grace Ocean Private Ltd on behalf of a man who was injured on another ship — told BI he does not foresee Dali's owner having success with a limitation proceeding.

"If you're talking about a situation where there is no power, where the vessel essentially is disabled because of the lack of power, then I can't think of any reason why the owner would not know or should not know that it wasn't being properly maintained," Carey said.

Davies added, "It's too early to say whether the petition would be likely to be successful, as much will depend on what are found to be the causes of the casualty. However, I must say that the way things look at present, it seems unlikely that a limitation petition will be successful."

The 2019 lawsuit Carey filed involved an Oregon man who was injured when he fell 25 feet when a rope ladder he was using on a ship owned by Grace Ocean Private Ltd broke. The suit was eventually settled.

Carey said he was reluctant to make any assumptions about Grace Ocean Private Ltd based on this incident.

Over the past decade, the owner of the Dali and the operator, Synergy Marine Group, have been sued a handful of times for worker injuries in US federal court. Most of the cases were settled, while one was dismissed.

When reached for comment, a Synergy Marine Group spokesperson referred BI to its latest press release, issued Thursday.

"We deeply regret this incident and the problems it has caused for the people of Baltimore and the region's economy that relies on this vitally important port," the statement said, in part.

Cargo ship’s owner and manager seek to limit legal liability for deadly bridge disaster in Baltimore

The owner and manager of a cargo ship that rammed into Baltimore’s Francis Scott Key Bridge causing the span to collapse last week filed a court petition Monday seeking to limit their legal liability for the deadly disaster.

The owner and manager of a cargo ship that rammed into Baltimore’s Francis Scott Key Bridge before the span collapsed last week filed a court petition Monday seeking to limit their legal liability for the deadly disaster.

The companies’ “limitation of liability” petition is a routine but important procedure for cases litigated under U.S. maritime law. A federal court in Maryland ultimately decides who is responsible — and how much they owe — for what could become one of the costliest catastrophes of its kind.

Singapore-based Grace Ocean Private Ltd. owns the Dali, the vessel that lost power before it slammed into the bridge early last Tuesday. Synergy Marine Pte Ltd., also based in Singapore, is the ship’s manager.

Their joint filing seeks to cap the companies’ liability at roughly $43.6 million. It estimates that the vessel itself is valued at up to $90 million and was owed over $1.1 million in income from freight. The estimate also deducts two major expenses: at least $28 million in repair costs and at least $19.5 million in salvage costs.

The companies filed under a pre-Civil War provision of an 1851 maritime law that allows them to seek to limit their liability to the value of the vessel’s remains after a casualty. It’s a mechanism that has been employed as a defense in many of the most notable maritime disasters, said James Mercante, a New York City-based attorney with over 30 years of experience in maritime law.

“This is the first step in the process,” Mercante said. “Now all claims must be filed in this proceeding.”

Cases like this typically take years to completely resolve, said Martin Davies, director of Tulane University Law School’s Maritime Law Center.

“Although it’s a humongous case with a very unusual set of circumstances, I don’t think it’s going to be that complicated in legal terms,” he said. “All aspects of the law are very clear here, so I think the thing that will take the time here is the facts. What exactly went wrong? What could have been done?”

A report from credit rating agency Morningstar DBRS predicts the bridge collapse could become the most expensive marine insured loss in history, surpassing the record of about $1.5 billion held by the 2012 shipwreck of the Costa Concordia cruise ship off Italy. Morningstar DBRS estimates total insured losses for the Baltimore disaster could be $2 billion to $4 billion.

Eight people were working on the highway bridge — a 1.6-mile (2.6-kilometer) span over the Patapsco River — when it collapsed. Two were rescued. The bodies of two more were recovered. Four remain missing and are presumed dead.

The wreckage closed the Port of Baltimore, a major shipping port, potentially costing the area’s economy hundreds of millions of dollars in lost labor income alone over the next month.

Experts say the cost to rebuild the collapsed bridge could be at least $400 million or as much as twice that, though much will depend on the new design.

The amount of money families can generally be awarded for wrongful death claims in maritime law cases is subject to several factors, including how much money the person would have likely provided in financial support to their family if they had not died.

Generally, wrongful death damages may also include things such as funeral expenses and the “loss of nurture,” which is essentially the monetary value assigned to whatever moral, spiritual or practical guidance the victim would have been able to provide to their children.

Dali owners deny fault for Baltimore bridge collapse and demand lawsuits be capped at price of the boat

T he owners and manager of the cargo ship that crashed into a Baltimore bridge last week and sent its metal frame tumbling into the river below have denied responsibility, as they tried to argue that they shouldn’t be held liable for amounts larger than the new value of the damaged vessel.

Singapore-based Grace Ocean Private Ltd., the owner of the cargo ship Dali, and Synergy Marine Pte Ltd., the ship’s manager, filed a petition in federal court Monday denying any fault or neglect, according to the Baltimore Banner.

“The [bridge collapse] was not due to any fault, neglect, or want of care on the part of Petitioners, the Vessel, or any persons or entities for whose acts Petitioners may be held responsible,” the “limitation of liability” petition filed in the US District Court of Baltimore says, the Banner reports.

“Alternatively, if any such faults caused or contributed to the [bridge collapse], or to any loss or damage arising out of the Casualty, which is denied, such faults were occasioned and occurred without Petitioners’ privity or knowledge.”

The ship had reportedly lost power ahead of the collision with one of the support beams of the bridge, causing the crew to lose control.

The two companies also argued in the petition that liability costs should be capped at $43.6 million, which they say is the cost of the 984-foot-long vessel after the damage it sustained.

They claimed that before the ship set off from the Port of Baltimore last Tuesday, its value was about $90 million.

But they estimated that repairs to the ship will cost at least $28 million, salvage operations will cost at least $19.5 million and the freight costs are estimated to cost $1.1 million.

Those opposing limiting the companies’ liability must now prove there was some fault or neglect, according to the Banner.

If they are successful, the burden shifts to the ship owner to demonstrate that it did not have “privity or knowledge” of any issues.

But because six construction crew members were killed when the Francis Scott Key Bridge collapsed last week, the ship’s owner and manager must set aside money for those claims, Alexander Giles, a partner at Tydings and Rosenberg LLP, told the Banner.

Those funds would amount to $420 per gross ton of the ship, which works out to about $39.95 million.

A federal court in Maryland will ultimately decide who is responsible for the fatal crash and how much they owe.

The collision is expected to be one of the costliest marine insured losses in history, a report from credit rating agency Morningstar DBRS predicts.

It estimates that the total insured loss would be between $2 billion and $4 billion.

The collapse of the Francis Scott Key Bridge effectively shut down operations at the Port of Baltimore, affecting about 8,000 jobs and about $2 million in wages, according to ABC 7.

Between $100 million and $200 million worth of trade passed through the port every day.

The cost to rebuild the collapsed bridge, meanwhile, will likely be at least $400 million, experts have said — but could be double that, depending on the new design.

The Biden administration has already approved $60 million in emergency federal aid to pay for the debris removal from the Patapsco River, it announced last week.

The president said in the aftermath of the disaster that he intended for the federal government to “pay for the entire cost of reconstructing that bridge, and I expect the Congress to support my effort,” Politico reports.

But it remains unclear whether members of Congress will support the plan.

In the meantime, Biden is expected to travel to Baltimore on Friday to survey the wreckage.

“The president is continuing to lead a whole-of-government approach to the collapse,” White House press secretary Karine Jean-Pierre announced Monday.

She added that Biden will continue to work with Maryland Gov. Wes Moore, the state’s congressional delegation and Baltimore Mayor Brandon Scott “to reopen the port, rebuild the bridge and support the people of Baltimore.”

Look at the Thames and know the time for metaphors is over: our politics is drowning in effluent

It took a sewage-plagued Boat Race to do it, but people can now see the appalling state of England’s water industry and waterways

F ire up a Chariots of Fire-style theme tune for the speech of the defeated Oxford captain in last Saturday’s Boat Race, beamed edifyingly around the world : “We had a few guys go down pretty badly with E coli ,” declared Lenny Jenkins (the university’s boat club itself says it can’t be that specific on precisely what caused the gut-rot). Having shared a few of the nauseating details, Jenkins concluded: “It would be a lot nicer if there wasn’t as much poo in the water.” Yup, a country that once painted a quarter of the world pink now regrettably advertises itself as mostly brown – encircled by its own effluent and pumping it furiously through its river veins just to be sure. As metaphors go, it is on the nose in all senses.

And so to Thames Water, steward of the river on which that internationally famous race is rowed – a firm that is £18bn in deliriously structured debt , has had to be extensively threatened to spend so much as 30p on infrastructure investment, spent years being used as a cash cow for shareholders, and has pumped human waste into the Greater London area of the river for almost 2,000 hours already this year. Despite this rapacious shareholder-facing culture, its current foreign investors have now apparently judged it to be “uninvestable”. Thames Water’s relatively new CEO, Chris Weston, must be struck by that feeling that plagued Tony Soprano. “It’s good to be in something from the ground floor,” the mobster judged. “I came too late for that – I know. But lately, I’m getting the feeling that I came in at the end. The best is over.”

This isn’t the line Chris Weston is going with in public, chirping to the Sunday Times: “I think the water industry, the characteristics it has, as a regulated monopoly, is very attractive to some types of investors.” He should probably tell that to the ones walking away, even as Thames has spent much of the past five years trying to get Ofwat to let it raise bills, most recently by up to 40% . Ofwat is of course the water industry’s “regulator” – if I could do double sarcastic airquotes, I would – and perhaps the only entity more full of shit than the rivers and seas it’s supposed to give one about. Civic-minded individuals such as the campaigner Feargal Sharkey or groups including Surfers Against Sewage have made all the running and worked long and tirelessly to push this issue into the public consciousness, and from there to outrage.

The part that Chris has correctly said out loud, however, is that back in 1989 the water industry wasn’t privatised in any true sense of the term – in fact, the Conservative government of the day held a sale of monopoly rights. State assets were parcelled out into private hands, and those who picked up these monopolies have spent decades doing grotesquely well for themselves at the expense of the captive nation that is stuck with them. They are in effect oligarchs, and even if they can’t boil their enemies in vats of scalding water like their Russian counterparts, they can certainly make them swim in seas of sewage. As Sun Tzu said: “If you wait by the river long enough, the turds of your enemies will float by. I say ‘long enough’ – 30 seconds should probably do it.”

You hear a lot about how the water industry was privatised for ideological reasons, but surely few ideologies could be more universally shared than the one that should see them renationalised. Namely: “I strongly believe that pumping raw sewage into our seas and rivers is both literally and qualitatively shit.” Come on – this really is the great unifier. In an atomised and polarised age, you can’t knock the sheer percentage of people who would – right now – be able to put all their other differences aside and unite behind the idea of that one. The public didn’t back water privatisation at the time it happened, and they sure as Shirley back it even less now. Plenty of Conservatives will gladly tell you that privatising utilities was always madness, for reasons ranging from economic and civic to national security, and Britain is far from the only place around the world where water privatisation has demonstrably not worked.

The public is also not stupid and knows very well that it’s going to be on the hook for the various firms’ massive debts, one way or another. If Thames is currently £18bn in debt and heading for collapse, the £15bn that is the estimated cost of renationalising the entire sector starts to look like long-term good value. Quite why Keir Starmer has rowed back on Labour’s previous pledge to renationalise the water industry is unclear. Presumably the best way to look like you’re responsible with money is to present yourself as the continuity candidate, letting calamitously run monopolies spray it everywhere then demand that consumers of that luxury product, water, foot the bill yet again.

That said, at the current rate of malfunction, Thames Water’s crisis will be upon us sooner than any general election. Yet where is the sense of urgency? Last year the government gave the water companies until 2050 to stop dumping sewage into seas and waterways. Incredible, really, when targets are this low-bar that hitherto the companies have still failed to clear them every time. Someone – anyone! – is going to have to think what to do about this wretched wallygarchy. Those in charge ought to be long past the point of looking busy and simply holding their noses.

Chevy Bolt EV owners looking to upgrade can now score up to $3,000 to buy the all-new Equinox EV.

According to a new memo sent to dealers ( via CarsDirect ), if you own or lease a 2017 Chevy Bolt EV or EUV model, you could be part of its new incentive offer.

Through April 30, Chevy is offering up to a $3,000 discount if you lease or finance at a special rate through GM Finance. Although loyalty discounts are common, this is a significantly higher offer than most.

If you choose to buy the new Equinox EV but don’t finance it, the deal takes $2,500 off the starting price.

Chevy already expects the Equinox EV to be one of the most affordable (if not the most) in its class. The electric SUV starts at just $34,995 with up to 319 miles range. That includes the $1,395 destination fee. With $3,000 off, the Chevy Equinox EV starting price could fall to as low as $31,995.

However, the automaker is currently only taking orders for the 2LT and 3LT trims. The entry-level 1LT is expected to roll out later this year.

The deal does not extend to the new Blazer EV, which just came off a stop-sale with lower prices starting just over $50,000.

For now, Chevy’s cheapest Equinox starts at $43,295. The Chevy Blazer EV starts at $50,195 after the recent $6,520 price cut.

Both the Chevy Equinox and Blazer EVs are eligible for the full $7,500 tax credit, promoting even lower prices. With the tax credit, the Equinox EV (2LT) starts at as low as $35,795. Chevy Blazer EV prices start at $42,695 with the tax credit included.

$3000 to trade in a paid off or almost paid off bolt, so a $20/month discount on a brand new loan instead of no payments. That on top of trading a familiar vehicle with an unproven new model? Nope for me.

Chevy announced a more affordable Blazer EV LT FWD will debut later this year with prices starting under $50,000 (not including the tax credit). The Chevy Blazer EV 2LT AWD features up to 279 miles range.

In comparison, Tesla’s Model Y starts at $44,990 with up to 260 miles range. With the tax credit, the starting price is as low as $37,490.

Meanwhile, Chevy is retiring its current Bolt EV as it prepares to launch a new Ultium based model next year. The Ultium Bolt EV will feature LFP batteries to drive costs down. With some models left, Bolt EVs are selling for under $20,000 with the tax credit included.

Price drop on Mangusta motor yacht Martha

The 39.65 metre Mangusta motor yacht Martha , listed for sale with Yachting Partners International , has seen a price reduction of €755,000. 

Built in GRP by Italian yard Overmarine Group to a design by Stefano Righini , Martha was delivered in 2009 as hull number 16 in the Mangusta 130 series.

On the lower deck, accommodation is for nine guests in four cabins including a full beam master suite astern, and there is a VIP suite which is almost a second master cabin, plus a twin and a triple. In addition, there are crew quarters for seven staff on this yacht for sale . 

The main deck features an elegant, spacious saloon and dining area with large windows offering panoramic views and the central section of the roof can be opened to bring in even more light and fresh air. Two large white settees face each other, while frequent windows provide ample natural light. The large aft deck comes with a Jacuzzi spa tub, a casual dining space and ample lounge seating. 

When not in use, the Jacuzzi can be covered to create sun pads for sunbathing. On the foredeck, there are yet more sun pads and a full sized dining suite with built-in sofas.

Like all Mangusta yachts, she features a sporty and slender profile, while twin MTU 16V 4000 M93L 3,640hp engines linked to water jet drives give her a cruising speed of 32 knots and a top speed of 35 knots.

Judge rules against boat-owners flouting Thames mooring rules

Environment Agency took boaters to court over illegal occupation of public riverbank for several years.

The Environment Agency successfully pursued ten boat-owners through the courts over illegal mooring on the River Thames

The Environment Agency has successfully brought civil trespass proceedings against a number of boaters who have moored continuously on the River Thames at West Molesey for several years. This has deprived other boat-owners of their rights to be able to moor for short periods in the same location.

To ensure fair access for all, mooring in these locations is only permitted for boats travelling along the river for pleasure, for periods of no longer than 24 hours.

Most boaters comply with mooring conditions; however, a small number of people abuse time limits at free-of-charge locations by overstaying – in this case, for years.

Joe Cuthbertson, a manager at the Environment Agency, said:

As the navigation authority for the River Thames, we took this case to court to protect and ensure the public rights of navigation and mooring for everyone. We brought these trespass proceedings against the boat-owners as a last resort. They have been moored continuously and without any right, unfairly denying others the chance to moor their boats on the river at this location.

The Environment Agency had received numerous complaints, and had tried many times to persuade those occupying the moorings to move their boats voluntarily, unfortunately to no avail.

Joe Cuthbertson added:

We are pleased that the judge has found in our favour, and we hope that the defendants will move their boats before enforcement action becomes necessary. This is all we have ever asked of them.

The court ruling does not prevent anyone from stopping to moor to the riverbank, including the defendants in this case, but it does confirm that no-one should abuse mooring rights. Rules and requirements around moorings are just one aspect of boating life that anyone should consider before deciding whether to live on a boat.

Background:

The River Thames is subject to a public right of navigation that permits people to moor whilst in the course of navigation. This does not give a right to occupy one location to the exclusion of all others.

The Environment Agency served notice in autumn 2022 on a number of boats moored without permission at West Molesey, downstream of Sunbury Lock, where the Environment Agency believes they were trespassing on the riverbed. The Environment Agency then issued proceedings on 21 March 2023 for the boats that continue to be moored, seeking possession orders from a court in respect of this stretch of river, and served possession notices to the 10 defendants on 19 April 2023.

A possession order is a court order which requires trespassers to leave the land that they are situated on without permission. Failure to comply with the order can lead to enforcement proceedings to remove the trespassers from the land. A possession hearing for trespass is ideally resolved on the day of the hearing, but in practice it can take more than one visit to the court.

The possession hearing was heard over 3 days from 30 October to 1 November 2023, and the judge, via a written judgement on 8 March 2024, found in favour of the Environment Agency on all points.

The Environment Agency had sought possession of a stretch of river close to Cherry Orchard Gardens, Molesey, Surrey. The judge confirmed that the Environment Agency as  owner of the riverbed is entitled to make a claim in respect of boats trespassing in the water and the airspace over the river.

The judge held that it is not the case that the boat-owners would be made homeless by the Environment Agency’s action, saying:

“They will be prevented from long-term and residential mooring on this stretch of the river, but could move elsewhere.”

Permanent mooring of vessels  in this location would “not only prevent other vessels from mooring in that part of the river, which they are entitled to do temporarily, but also change the character of that part of the river.”

• A further hearing will be held before 31 July 2024 to determine the extent of the possession order that the Environment Agency will be granted, and to hear any applications for right to appeal from any of the defendants.

സംസ്ഥാന സർക്കാരിന്റെ ലഹരി വിരുദ്ധ പ്രചാരണത്തിന് തുടക്കമായി, വിദേശത്തുള്ള മുഖ്യമന്ത്രിയുടെ ഉദ്ഘാടന പ്രസംഗം വിക്ടേഴ്‌സ് ചാനലിലൂടെ എല്ലാ സ്ഥാപനങ്ങളിലും എത്തിച്ചു. മയക്കുമരുന്നിൽ നിന്നും കുഞ്ഞുങ്ങളെ രക്ഷിക്കാൻ കഴിയണമെന്നും തലമുറ നശിക്കുമെന്നുമാണ് മുഖ്യമന്ത്രി പ്രസംഗത്തിൽ പറഞ്ഞത്. അറിഞ്ഞ പല കാര്യങ്ങളും പറയാൻ സംസ്‌കാരം അനുവദിക്കുന്നില്ല. വലിയ തിരിച്ചറിവിന്റെ അടിസ്ഥാനത്തിലാണ് ഈ ക്യാമ്പെയിനെന്നും മുഖ്യമന്ത്രി പറഞ്ഞു. 

ലഹരി വിരുദ്ധ പ്രചരണത്തിൻറെ ഭാഗമായി സംസ്ഥാനത്ത് ഒരുമാസം നീണ്ട് നിൽക്കുന്ന വിപുലമായ പരിപാടികളാണ് സംഘടിപ്പിച്ചിരിക്കുന്നത്. ഒക്ടോബർ 9ന് കുടംബശ്രീ അയൽക്കൂട്ടങ്ങളിൽ ലഹരി വിരുദ്ധ സഭ നടത്തും. ഒക്ടോബർ 14ന് ബസ് സ്റ്റാൻഡുകൾ, റെയിൽവേ   സ്‌ററേഷനുകൾ എന്നിവടങ്ങളിൽ വ്യാപരി വ്യവസായികളുടെ നേതൃത്വത്തിൽ ലഹരി വിരുദ്ധ സദസ്സ് സംഘടിപ്പിക്കും.

കേരളത്തിൻറെ മുഖ്യമന്ത്രി എന്ന നിലയിലെന്നതിനെക്കാൾ കുഞ്ഞുങ്ങളോട് അവരുടെ ഒരു മുത്തച്ഛൻ എന്ന നിലയിലും അവരുടെ രക്ഷകർത്താക്കളോട് മുതിർന്ന ഒരു സഹോദരൻ എന്ന നിലയിലുമാണു ഞാൻ ഇപ്പോൾ സംസാരിക്കുന്നത്. അധികാരത്തിൻറെ ഭാഷയിലല്ല, മനുഷ്യത്വത്തിൻറെ ഭാഷയിലാണു പറയുന്നത്. ഇത് ഈ നിലയ്ക്ക് ഉൾക്കൊള്ളണമെന്നു തുടക്കത്തിൽ തന്നെ വിനയപൂർവ്വം അഭ്യർത്ഥിക്കട്ടെ.

ഒരു സെക്കൻറുപോലും നമുക്കു പാഴാക്കാനില്ല. വാക്കുകൾകൊണ്ടു പറഞ്ഞറിയിക്കാൻ കഴിയുന്നതല്ല മയക്കുമരുന്ന് എന്ന മാരകവസ്തു സൃഷ്ടിക്കുന്ന ഘോരവിപത്തുകൾ. അതു വ്യക്തിയെ തകർക്കുന്നു. കുടുംബത്തെ തകർക്കുന്നു. കുടുംബ ബന്ധങ്ങളെ തകർക്കുന്നു. സാമൂഹ്യ ബന്ധങ്ങളെ തകർക്കുന്നു. നാടിനെ തകർക്കുന്നു. അതു മനുഷ്യനെ മനുഷ്യനല്ലാതാക്കുന്നു. മനുഷ്യനു സങ്കൽപിക്കാനാവുന്നതും സങ്കല്പിക്കാൻ പോലുമാവാത്തതുമായ അതിഹീനമായ കുറ്റകൃത്യങ്ങളുടെ ഉറവിടമാണത്. പ്രിയപ്പെട്ടവരെ കൊലചെയ്യുന്നതടക്കം എത്രയെത്ര ഘോരകുറ്റകൃത്യങ്ങളാണ് മയക്കുമരുന്നിൻറെ ഫലമായി സമൂഹത്തിൽ നടക്കുന്നത്. 

മനുഷ്യനെ മൃഗങ്ങളിൽ നിന്നു വ്യത്യസ്തനാക്കുന്നത് പാടുള്ളതും പാടില്ലാത്തതും തമ്മിൽ തിരിച്ചറിയാനുള്ള വിവേചന ബോധമാണ്. ഈ ബോധത്തെത്തന്നെ മയക്കുമരുന്ന് ഇല്ലാതാക്കുന്നു. അതുകൊണ്ടുതന്നെ ബോധാവസ്ഥയിൽ ഒരിക്കലും ഒരാളും ചെയ്യില്ലാത്ത അതിക്രൂരമായ അധമകൃത്യങ്ങൾ പോലും മയക്കുമരുന്നുണ്ടാക്കുന്ന മനോവിഭ്രാന്തിയിൽ അവർ ചെയ്യുന്നു. അങ്ങനെയുണ്ടായ പല സംഭവങ്ങൾ എൻറെ മനസ്സിൽ വരുന്നുണ്ട്. അത് അതേപടി പറയുന്നത് നമ്മുടെ സംസ്കാരബോധത്തിനു നിരക്കുന്നതല്ല. അത്രമേ  അരുതായ്മകൾ മയക്കുമരുന്നിൻറെ ഉപയോഗം മൂലം ഉണ്ടാവുന്നു. സ്വബോധത്തിലേക്കു തിരിച്ചുവന്നാൽ പശ്ചാത്തപിക്കേണ്ടവിധത്തിലുള്ള കാര്യങ്ങൾ മയക്കുമരുന്നിൻറെ ലഹരിയുണ്ടാക്കുന്ന അബോധത്തിൽ ചിലർ നടത്തുന്നു. കേട്ടാൽ അതിശയോക്തിയാണെന്നു തോന്നും. എന്നാൽ, സത്യമാണത്.

മദ്യത്തിനടിപ്പെട്ടവർക്കു രക്ഷപ്പെടാൻ ഡി-അഡിക്ഷൻ സെൻററുകളുണ്ടെന്നു പറയാം. മയക്കുമരുന്നിന് പൂർണ്ണമായി അടിപ്പെട്ടവർക്ക് അതിൽ നിന്നുള്ള മോചനം അത്ര എളുപ്പമല്ല. ചികിത്സയിലൂടെപോലും തിരിച്ചുകൊണ്ടുവരാനാവാത്ത സമ്പൂർണ നാശത്തിലേക്കാണതു വ്യക്തികളെ അതു പലപ്പോഴും നയിക്കുന്നത്. അത്തരം വ്യക്തികൾ സ്വയം നശിക്കുക മാത്രമല്ല ചെയ്യുന്നത്, കുടുംബത്തെ നശിപ്പിക്കുന്നു. സമൂഹത്തെ നശിപ്പിക്കുന്നു. മയക്കുമരുന്നിന് അടിമപ്പെട്ട വ്യക്തിയെയാകട്ടെ, സമൂഹം ഭയാശങ്കകളോടെ കാണുന്നു. മയക്കുമരുന്നു ശീലിച്ചവർ അതു കിട്ടാതെ വരുമ്പോൾ ഭ്രാന്താവസ്ഥയിൽ  ചെന്നുപെടുന്നു. ആ അവസ്ഥയിൽ അവർ എന്തു ചെയ്യും, എന്തു ചെയ്യില്ല, എന്നു പറയാവില്ല.

സ്വയം ഭാരമാവുന്ന, കുടുംബത്തിനും സമൂഹത്തിനും ഭാരമാവുന്ന, എല്ലാവരാലും വെറുക്കപ്പെടുന്ന, സ്വയം നശീകരിക്കാൻ വ്യഗ്രതകാട്ടുന്ന മനോവിഭ്രാന്തിയുടെ അവസ്ഥയിലേക്കാണു മയക്കുമരുന്നു നയിക്കുന്നത്. നാശം വിതയ്ക്കുന്ന ആ മഹാവിപത്തിന് ഇനി ഒരാളെപ്പോലും വിട്ടുകൊടുക്കാനാവില്ല. പെട്ടുപോയവരെ, എന്തു വിലകൊടുത്തും ഏതുവിധേനയും മോചിപ്പിച്ചെടുക്കുകയും വേണം. നാടിനെ, സമൂഹത്തെ രക്ഷിക്കാൻ ഇതല്ലാതെ നമുക്കു വേറെ മാർഗ്ഗമില്ല. ഈ തിരിച്ചറിവിൻറെ അടിസ്ഥാനത്തിലാണ് "നോ റ്റു ഡ്രഗ്സ്" എന്ന അതിവിപുലമായ ഒരു ജനകീയ ക്യാമ്പയിൻ കേരളസർക്കാർ ആരംഭിച്ചിട്ടുള്ളത്.

ഈ പ്രചാരണ പരിപാടിയുടെ മുഖ്യലക്ഷ്യം കുഞ്ഞുങ്ങളെയും യുവാക്കളെയും മയക്കുമരുന്നിനു വിട്ടുകൊടുക്കാതിരിക്കുക എന്നതാണ്, ആരെങ്കിലും അതിൻറെ ദുസ്വാധീനത്തിൽ പ്പെട്ടുപോയിട്ടുണ്ടെങ്കിൽ  അവരെ വിടുവിച്ചെടുക്കുക എന്നതുമാണ്. കിളുന്നിലേ പിടിക്കുക എന്ന് ഒരു പ്രയോഗമുണ്ട്. കുട്ടികളുടെ പ്രതിഭ ഏതു മേഖലയിലാണ് എന്ന് ഇളം പ്രായത്തിൽത്തന്നെ കണ്ടെത്തി ആ രംഗത്ത് അവരെ വളർത്തിക്കൊണ്ടുവരിക എന്നതാണ് ഇതിൻറെ പോസിറ്റീവ് ആയ അർത്ഥം. എന്നാൽ, ഇതിനെ തീർത്തും നെഗറ്റീവ് ആയ അർത്ഥത്തിൽ നടപ്പിലാക്കുകയാണ് രാജ്യത്തു മയക്കുമരുന്നു സംഘങ്ങൾ. രാജ്യത്തു മാത്രമല്ല, അന്താരാഷ്ട്ര തലത്തിലും. അവർ കുട്ടികളെയാണു പ്രധാന ലക്ഷ്യമാക്കുന്നത്. ആദ്യം ഒരു കുട്ടിയെ പിടിക്കുക. പിന്നീട് ആ കുട്ടിയിലൂടെ കുട്ടികളിലേക്കാകെ കടന്നു ചെല്ലുക. അവരെ മയക്കുമരുന്നിൻറെ കാരിയർമാരാക്കുക. ഈ തന്ത്രമാണവർ ഉപയോഗിക്കുന്നത്.

കുഞ്ഞുങ്ങളെ ഈ സ്വാധീനവലയത്തിൽ പെടാതെ നോക്കാൻ നമുക്കു കഴിയണം. നിങ്ങൾ പഴയ ഒരു കഥ കേട്ടിട്ടുണ്ടാവും. കുഞ്ഞുങ്ങളെ പിടിക്കാൻ വഴിയോരത്തു കാത്തു നിൽക്കുന്ന ഭൂതത്തിൻറെ കഥ. ഇതേപോലെ മയക്കുമരുന്നിൻറെ ഭൂതങ്ങൾ നമ്മുടെ കുഞ്ഞുങ്ങളെ പിടിക്കാൻ കാത്തു നിൽക്കുന്നുണ്ട്. കുഞ്ഞുങ്ങൾ അവരിൽ നിന്ന് ഒഴിഞ്ഞു നടക്കണം. കുഞ്ഞുങ്ങളിലേക്ക് അവർ എത്തുന്നില്ല എന്ന് നമ്മൾ, മുതിർന്നവർ ഉറപ്പുവരുത്തുകയും വേണം.

പല വഴിക്കാണിവർ കുഞ്ഞുങ്ങളെ സമീപിക്കുന്നത്. ഫുട്ബോൾ കളിക്കുന്ന കുട്ടികളിൽ ഒരുവനെ ആദ്യം സ്വാധീനത്തിലാക്കുന്നു. ഒരു ചോക്ലേറ്റ് അവനു കൊടുക്കുന്നു. നിർദോഷമായ നിലയിൽ അവൻ അതു വാങ്ങിക്കഴിക്കുന്നു. കളിക്കു വലിയ ആവേശം കിട്ടിയതായി അവനു തോന്നുന്നു. അവർ അത് കൂട്ടുകാരോടു പറയുന്നു. അവരിലേക്കും ഈ ചോക്ലേറ്റ് എത്തുന്നു. മയക്കുമരുന്ന് അടങ്ങിയ ചോക്ലേറ്റാണിത്. നേരത്തോടു നേരമാവുമ്പോൾ അവന് ഇതു കിട്ടാതെ വയ്യ. മുടിപറിച്ചെടുത്തും മറ്റും ഭ്രാന്തനെപ്പോലെ പെരുമാറുന്നു. അതു പടിപടിയായി മയക്കുമരുന്നിനും, അതു വാങ്ങാനുള്ള പണത്തിനും വേണ്ടി എന്തും ചെയ്യുന്ന ഉന്മാദാവസ്ഥയുടെ തലത്തിലേക്കവനെ എത്തിക്കുന്നു. അവനു പിന്നെ അച്ഛനെന്നോ, അമ്മയെന്നോ, സഹോദരിയെന്നോ സഹോദരനെന്നോ നോട്ടമില്ല. എന്തും ചെയ്യും. പേ പിടിച്ച നിലയിലേക്ക് ഇങ്ങനെ മാറിപോകണോ നമ്മുടെ കുഞ്ഞുങ്ങൾ? മുതിർന്നവർ ആലോചിക്കണം.

ചിത്രശലഭങ്ങളെപ്പോലെ പാറിക്കളിക്കേണ്ട പ്രായമാണു ബാല്യം. ബാല്യം ആഘോഷിക്കേണ്ട ഘട്ടത്തിൽ  കുഞ്ഞുങ്ങൾക്ക് അതു നഷ്ടപ്പെടുത്തുകയാണ്. അവരെ അപായകരമായ അവസ്ഥകളിലേക്കു നയിക്കുകയാണ്. കുഞ്ഞുങ്ങളുടെ മനസ്സ് കാലി പേഴ്സുപോലെയാണ്. അതിലേക്കു നല്ല നാണയങ്ങളിട്ടാൽ അതു നല്ല നാണയങ്ങൾ തിരിച്ചു തരും. കള്ള നാണയങ്ങളിട്ടാലോ? കള്ളനാണയങ്ങളേ തിരിച്ചു കിട്ടൂ. കുഞ്ഞുമനസ്സുകളിൽ കള്ളനാണയങ്ങൾ വീഴാതെ നോക്കാൻ നമ്മൾ മുതിർന്നവർക്ക് ഉത്തരവാദിത്വമുണ്ട്. 

കുട്ടികളുടെ പക്കൽ മയക്കുമരുന്നുണ്ടെങ്കിലതു കണ്ടെത്തുക അത്ര എളുപ്പമല്ല. സ്റ്റാമ്പിൻറെ രൂപത്തിലും മറ്റുമാണ് അത് ഇപ്പോൾ. നാക്കിൻറെ അടിയിൽ വെക്കുന്ന സ്റ്റാമ്പു രൂപത്തിലുള്ളത്. ചോദിക്കുമ്പോഴേക്ക് അലിഞ്ഞുപോകുമത്രെ. ഇതുപോലുള്ളവ കണ്ടെത്തുക ശ്രമകരമാണ്. എത്ര ശ്രമകരമാണെങ്കിലും കണ്ടെത്താതിരിക്കാൻ പറ്റില്ല. അതുകണ്ടെത്തുകതന്നെ ചെയ്യും. അതിനു പഴുതടച്ചുള്ള ശ്രമങ്ങളാണ് വിവിധ വകുപ്പുകളെ ഏകോപിപ്പിച്ചുകൊണ്ട് സർക്കാർ നടത്തുന്നത്. 

ലഹരിമുക്ത കേരളം എന്ന ലക്ഷ്യം സാക്ഷാത്ക്കരിക്കുന്നതിനായി രൂപം നൽകിയ ലഹരിവർജ്ജന മിഷനായ വിമുക്തിയുടെയടക്കം പ്രവർത്തനങ്ങൾ ഊർജ്ജിതമായി നടന്നുവരുമ്പോൾ തന്നെയാണ് ഈ ക്യാമ്പയിൻ. ഒന്നു നിർത്തി മറ്റൊന്നു തുടങ്ങുകയല്ല. എല്ലാം ഒരുമിച്ചു കൊണ്ടുപോവുകയാണ്. ലഹരിവിരുദ്ധ അവബോധം നൽകുന്നതിനായുള്ള പരിപാടികൾ തയ്യാറാക്കി വിക്ടേഴ്സ് ചാനൽ വഴിയും നവമാധ്യമങ്ങൾ വഴിയും പ്രചരിപ്പിച്ചുവരികയാണ്. കോവിഡ് മഹാമാരിയുടെ ഘട്ടത്തിൽ ലഹരിക്കെതിരായ അവബോധം സൃഷ്ടിക്കുക എന്ന ലക്ഷ്യത്തോടെ നടത്തിയ 33 വെബിനാറുകളിൽ  പതിനായിരത്തോളം പേരാണ് പങ്കെടുത്തത്. 

ജനമൈത്രി, എസ് പി സി, ഗ്രീൻ കാമ്പസ് ഡ്രീം കാമ്പസ് എന്നിവ വഴി പോലീസ് വകുപ്പ് വിവിധ ബോധവൽക്കരണ പരിപാടികൾ സംഘടിപ്പിച്ചു വരുന്നുണ്ട്. ലഹരി ഉപയോഗിക്കുന്ന വിദ്യാർത്ഥികളെ കണ്ടെത്തി  നേർവഴിയിലേക്ക് കൊണ്ടുവരുന്നതിനായി പോലീസ് വകുപ്പിൻറെ നേതൃത്വത്തിൽ വിവിധ വകുപ്പുകളുടെ സഹകരണത്തോടെ 'യോദ്ധ' എന്ന പദ്ധതി സംസ്ഥാന വ്യാപകമായി നടപ്പാക്കുന്നുണ്ട്. ഇങ്ങനെ നിലവിലുള്ള പദ്ധതികൾ ശക്തിപ്പെടുത്തിക്കൊണ്ടു തന്നെ പുതിയ ക്യാമ്പയിൻ മുമ്പോട്ടു കൊണ്ടുപോവുകയും കേരളത്തെ മയക്കുമരുന്നുമുക്ത സംസ്ഥാനമാക്കി മാറ്റുകയും ചെയ്യാനാണ് ഉദ്ദേശിക്കുന്നത്. ഇതു നമുക്ക് വിജയിപ്പിച്ചേ തീരൂ. അസാധ്യമെന്നു പലരും കരുതുന്നുണ്ടാവും. എന്നാൽ നമ്മൾ ഇതു സാധ്യമാക്കുക തന്നെ ചെയ്യും. 

കുഞ്ഞുങ്ങളെയും കുടുംബങ്ങളെയും സമൂഹത്തെയാകെയും രക്ഷിക്കാൻ ഇതു വിജയിപ്പിച്ചേ പറ്റൂ. അമ്മമാരുടെ കണ്ണീരുണങ്ങാൻ ഇതു സാധ്യമാക്കിയേ പറ്റൂ. നാടിൻറെ ഭാഗധേയം നിർണ്ണയിക്കേണ്ട നാളത്തെ തലമുറകളെ ബോധത്തെളിച്ചത്തിലും ആരോഗ്യത്തിലും ഉറപ്പിച്ചു നിർത്താൻ ഇതു ഫലപ്രാപ്തിയിലെത്തിച്ചേ മതിയാവൂ. ഇതിന് കേരളമാകെ, എല്ലാ വേർതിരിവുകൾക്കുമതീതമായി, എല്ലാ ഭേദചിന്തകൾക്കുമതീതമായി ഒറ്റ മനസ്സായി നിൽക്കണം. ആ സമൂഹമനസ്സ് ഒരുക്കിയെടുക്ക  കൂടിയാണ് ഈ ക്യാമ്പയിനിലൂടെ നടക്കുക.

മയക്കുമരുന്ന് ഉപയോഗത്തിനെതിരെ സംസ്ഥാനത്തെ എല്ലാ തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളിലും വാർഡുകളിലും കമ്മിറ്റികൾ രൂപീകരിച്ചിട്ടുണ്ട്. ഓരോ വാർഡിലെയും സാമൂഹിക- സാംസ്കാരിക പ്രവർത്തകർ, കുടുംബശ്രീ അംഗങ്ങൾ, അംഗൻവാടി, ആശാപ്രവർത്തകർ എന്നിവരെ ഉൾപ്പെടുത്തിയാണ് ഇത്തരം കമ്മിറ്റികൾ രൂപീകരിച്ചിട്ടുള്ളത്. സംസ്ഥാനത്തൊട്ടാകെ 19,391 വാർഡു കമ്മിറ്റികൾ രൂപീകരിച്ചിട്ടുണ്ട്. 

വിമുക്തി മിഷൻറെ ആഭിമുഖ്യത്തിൽ സംസ്ഥാനത്തെ 14 ജില്ലകളിലും ഡി-അഡിക്ഷൻ സെൻററുകൾ സ്ഥാപിച്ചിട്ടുണ്ട്. 66,867 പേരാണ് ഇവിടങ്ങളിൽ ചികിത്സ തേടിയത്. അതിൽ 5,681 പേർക്ക് കിടത്തി ചികിത്സയാണ് നൽകിയത്. 

വിദ്യാലയങ്ങളിൽ  പി ടി എ സഹകരണത്തോടെ ലഹരിവിരുദ്ധ ക്യാമ്പയിൻ സംഘടിപ്പിച്ചു വരികയാണ്. കോളേജുതലത്തിൽ ഇത്തരത്തിലുള്ള 899 ക്ലബ്ബുകളും സ്കൂൾ തലത്തിൽ  5,410 ക്ലബ്ബുകളും പ്രവർത്തിച്ചു വരുന്നു. വിദ്യാർത്ഥികളെ ലഹരി ഉപയോഗിക്കുന്നതിൽ നിന്നും പിന്തിരിപ്പിക്കുന്നതിനായി സ്കൂളുകളി  'ഉണർവ്വ്' എന്ന പേരിലും കോളേജ് ക്യാമ്പസുകളി  'നേർക്കൂട്ടം' എന്ന പേരിലും കോളേജ് ഹോസ്റ്റലുകളി  'ശ്രദ്ധ' എന്ന പേരിലും കൂട്ടായ്മകൾ രൂപീകരിച്ചിട്ടുണ്ട്. 

ഇത്തരം സമഗ്രമായ പ്രവർത്തനങ്ങളുമായി ലഹരിവിരുദ്ധ ക്യാമ്പയിനുകൾ മുന്നോട്ടു കൊണ്ടുപോവുകയാണ് സർക്കാർ ചെയ്യുന്നത്. ഇതൊക്കെ നടക്കുമ്പോൾ തന്നെ, രക്ഷകർത്താക്കൾ ഒരു കാര്യം മനസ്സിൽ വെക്കണം. കുഞ്ഞുങ്ങളിൽ അസാധാരണ പെരുമാറ്റമുണ്ടാകുന്നുണ്ടോ എന്നതു നിരീക്ഷിക്കണം. നീതീകരിക്കാനുള്ള കാരണങ്ങളില്ലാതെ തുടരെ പണം ചോദിക്കുന്നുണ്ടോ? അനാവശ്യമായി ആവർത്തിച്ചു കയർത്തു സംസാരിക്കുന്നുണ്ടോ? പരിഭ്രാന്തമായ നിലയിൽ പ്രതികരിക്കുന്നുണ്ടോ? അസാധാരണമായ, പ്രത്യേകിച്ചു മുതിർന്നവരുമായുള്ള ചങ്ങാത്തങ്ങളിൽ  പെടുന്നുണ്ടോ? സ്കൂളിലേക്കും സ്കൂളിൽ നിന്നുമുള്ള യാത്രകൾക്കിടയിൽ എവിടെയെങ്കിലും തങ്ങുന്നുണ്ടോ? അപരിചിതരുമായി ബന്ധം വയ്ക്കുന്നുണ്ടോ? ആരെങ്കിലുമായി എന്തെങ്കിലും കൈമാറുന്നുണ്ടോ? തുടങ്ങിയ കാര്യങ്ങളിലൊക്കെ ഒരു കണ്ണുവേണമെന്നർത്ഥം.

വിദ്യാലയങ്ങളോടു ചേർന്നുള്ള ചില കടകളിലടക്കമാണ് മയക്കുമരുന്നുകളുടെ വിപണി നടക്കുന്നത്. ഇതു പുറത്തു വന്നതോടെ, കടകളെ ഒഴിവാക്കി കുട്ടികളെത്തന്നെ കാരിയറാക്കുന്ന നിലയുമുണ്ട്. അദ്ധ്യാപക രക്ഷാകർതൃ സംഘടനകളുടെ, തദ്ദേശഭരണ സമിതികളുടെ, വിദ്യാർത്ഥി സംഘടനകളുടെ ഒക്കെ നിരീക്ഷണം ഈ രംഗങ്ങളിൽ കാര്യമായി ഉണ്ടാവണം. ഈ വിപത്തിനെ ചെറുത്തു തോൽപ്പിക്കാൻ ഇതു മാത്രം മതിയാകില്ല. മയക്കുമരുന്നിനു പിന്നിൽ അന്താരാഷ്ട്ര മാഫിയകൾ തന്നെയുണ്ട്. അവർക്ക് നമ്മുടെ സംസ്ഥാനത്തു കാലുകുത്താൻ ഇടമുണ്ടാവരുത്. അതുറപ്പാക്കുന്ന നടപടികൾ സർക്കാരിൻറെ ഭാഗത്തു നിന്ന് ഏകോപിതമായ നിലയിൽ ഉണ്ടാവും. 

ഇവ രണ്ടും ചേരുന്നതാണ് 'നോ റ്റു ഡ്രഗ്സ്' എന്ന നമ്മുടെ ക്യാമ്പയിൻ.  മാരക വിഷവസ്തുക്കളായ രാസവസ്തുക്കളുടെ സങ്കലനങ്ങൾ പോലും ലഹരിക്കായി വിതരണം ചെയ്യപ്പെടുന്നു എന്നതു ഞെട്ടിക്കുന്ന കാര്യമാണ്. ഇവയുടെ ഉൽപ്പാദനം സംസ്ഥാനത്തിൻറെയും രാജ്യത്തിൻറെയും അതിർത്തികൾക്കപ്പുറത്തുകൂടി വ്യാപിച്ചു കിടക്കുന്നു. മയക്കുമരുന്നു വിപണനത്തിൻറെ സങ്കീർണ്ണമായ ശൃംഖലകൾ ഉണ്ടായിരിക്കുന്നു. അങ്ങേയറ്റം അപകടകരവും മനുഷ്യത്വരഹിതവുമായ പ്രവർത്തനങ്ങൾ അതിൻറെ ഭാഗമായി നടക്കുന്നു. ഇതെല്ലാം കണക്കിലെടുത്തു കൊണ്ടുള്ളതും കർക്കശങ്ങളായ നടപടികളുടെ അകമ്പടിയോടെയുള്ളതുമാവും നമ്മുടെ ക്യാമ്പയിൻ. 

ഈ ബഹുമുഖ കർമ്മ പദ്ധതി ഗാന്ധിജയന്തി ദിനത്തിൽ, ആരംഭിക്കുകയാണ്. സമൂഹമാകെ, പ്രത്യേകിച്ച് യുവാക്കൾ ഇതിൻറെ മുൻനിരയിൽത്തന്നെ ഉണ്ടാവണം. ഓരോ വ്യക്തിയും ഓരോ കുടുംബവും ഇതിൽ പങ്കുചേരണം.  സംസ്ഥാനതലത്തിലും ജില്ലാ, തദ്ദേശ സ്വയംഭരണ, വിദ്യാലയതലങ്ങളിലും ലഹരിവിരുദ്ധ പ്രവർത്തനങ്ങൾ ഏകോപിപ്പിക്കാനുള്ള സമിതികൾ പ്രവർത്തിക്കും. മുഖ്യമന്ത്രി അദ്ധ്യക്ഷനും തദ്ദേശസ്വയം ഭരണ എക്സൈസ് വകുപ്പു മന്ത്രി സഹാദ്ധ്യക്ഷനുമായാണ് മറ്റു മന്ത്രിമാരെക്കൂടി ഉൾപ്പെടുത്തി സംസ്ഥാനതല സമിതി രൂപീകരിച്ചിട്ടുള്ളത്. ഈ സമിതി ഇതിനു മേൽനോട്ടം വഹിക്കും. 

മയക്കുമരുന്നിനെതിരായ പോരാട്ടത്തിന് എത്ര വലിയ പ്രാധാന്യമാണ് സർക്കാർ നൽകുന്നത് എന്നത് ഇതിൽ നിന്നുതന്നെ വ്യക്തമാണല്ലൊ. ഒക്ടോബർ രണ്ടു മുതൽ നവംബർ ഒന്നുവരെ തീവ്രമായ പ്രചരണ പരിപാടികളാണ് നടക്കുക. ഗ്രാമ-നഗര വ്യത്യാസമില്ലാതെ എല്ലായിടങ്ങളിലും, എല്ലാ മനസ്സുകളിലും 'നോ റ്റു ഡ്രഗ്സ്' എന്ന സന്ദേശമെത്തണം. യുവാക്കൾ, വിദ്യാർത്ഥികൾ, മഹിളകൾ, കുടുംബശ്രീ പ്രവർത്തകർ, മതസാമുദായിക സംഘടനകൾ, ഗ്രന്ഥശാലകൾ, ക്ലബ്ബുകൾ, റസിഡൻറ്സ് അസോസിയേഷനുകൾ, സാമൂഹ്യ സാംസ്കാരിക സംഘടനകൾ, രാഷ്ട്രീയ പാർടികൾ എന്നിങ്ങനെ എല്ലാ വിഭാഗങ്ങളും ഈ ക്യാമ്പയിനിലുണ്ടാവണം. സിനിമ, സീരിയൽ, സ്പോർട്സ് മേഖലയിലെ പ്രമുഖരുടെ പിന്തുണയും ഉണ്ടാവും. നവംബർ ഒന്നിനു സംസ്ഥാന തലത്തിൽ വിദ്യാഭ്യാസ സ്ഥാപനങ്ങളിൽ വിദ്യാർഥികളെയും രക്ഷിതാക്കളെയും പൂർവ്വ വിദ്യാർത്ഥികളെയും ഉൾപ്പെടെ പരമാവധിപ്പേരെ പങ്കെടുപ്പിച്ചുകൊണ്ട് ലഹരി വിരുദ്ധചങ്ങല സൃഷ്ടിക്കാൻ എല്ലാവരും രംഗത്തു വരണം. 

പ്രതീകാത്മകമായി ലഹരിവസ്തുക്കൾ കത്തിക്കുന്നുമുണ്ട്. ബസ് സ്റ്റാൻറ്, റെയിവേ സ്റ്റേഷൻ, ലൈബ്രറി, ക്ലബ്ബുകൾ, എന്നിവിടങ്ങളിൽ ജനജാഗ്രതാ സദസ്സുകൾ സംഘടിപ്പിച്ച് ജനങ്ങളിലേക്കിറങ്ങുകയാണ്. ലഹരിക്കെതിരായ ഹ്രസ്വസിനിമകളുടേയും വീഡിയോകളുടേയും സഹായത്തോടെ ഒരു മണിക്കൂർ നീണ്ടുനിൽക്കുന്ന ലഹരിവിരുദ്ധ ക്ലാസ്സും ലഹരി വിപത്ത് ഒഴിവാക്കുന്നതിന് പ്രാദേശികമായി ചെയ്യേണ്ട കാര്യങ്ങൾ സംബന്ധിച്ച ചർച്ചയും ഈ ക്യാമ്പയിൻറെ ഭാഗമായി ഉണ്ടാവും. 

ബസ് സ്റ്റാൻറുകളിലും ക്ലബ്ബുകളടക്കമുള്ള ഇടങ്ങളിലും ഇത്തരത്തിൽ പരിപാടികൾ നടക്കണം. വിദ്യാർത്ഥികളുടെ നേതൃത്വത്തിൽ റോൾപ്ലേ, സ്കിറ്റ്, കവിതാലാപനം, കഥാവായന, പ്രസംഗം, പോസ്റ്റർ രചന, തുടങ്ങിയ വിവിധ പരിപാടികൾ സംഘടിപ്പിക്കണം. എൻ സി സി, എസ് പി സി, എൻ എസ് എസ്, സ്കൗട്ട് ആൻറ് ഗൈഡ്സ്, ജെ ആർ സി, വിമുക്തി ക്ലബ്ബുകൾ മുതലായ സംവിധാനങ്ങളെ ഫലപ്രദമായി പ്രയോജനപ്പെടുത്തിക്കൊണ്ടാകും ക്യാമ്പയിൻ. 

ശ്രദ്ധ, നേർക്കൂട്ടം എന്നിവയുടെ പ്രവർത്തനം എല്ലാ ഉന്നതവിദ്യാഭ്യാസ സ്ഥാപനങ്ങളിലും ഉറപ്പാക്കും. ഇത്തരം കൂട്ടായ്മയുടെ ഭാഗമായി പ്രവർത്തിക്കുന്നവർക്ക് പ്രത്യേക പരിശീലനം നൽകും. ലഹരി ഉപഭോഗം സൃഷ്ടിക്കുന്ന ശാരീരിക, മാനസിക ആരോഗ്യ പ്രശ്നങ്ങൾ, സാമൂഹ്യാഘാതങ്ങൾ എന്നിവയ്ക്ക് ഊന്നൽ നൽകിയുള്ള പരിശീലനത്തിലേക്കും നാം കടക്കുകയാണ്. വിമുക്തി മിഷനും എസ് സി ഇ ആർ ടിയും ചേർന്ന് തയ്യാറാക്കുന്ന മൊഡ്യൂളുകൾ മാത്രമേ പരിശീലനത്തിനായി ഉപയോഗിക്കുകയുള്ളൂ. വ്യാപാര സ്ഥാപനങ്ങളിൽ ലഹരി പദാർത്ഥങ്ങൾ വിൽപ്പന നടത്തുന്നില്ല എന്ന ബോർഡ് പ്രദർശിപ്പിക്കണം. ബന്ധപ്പെടേണ്ട പോലീസ് - എക്സൈസ്  ഉദ്യോഗസ്ഥരുടെ ഫോൺ നമ്പർ, മേൽവിലാസം എന്നിവ ബോർഡിൽ ഉണ്ടാകണം. എല്ലാ എക്സൈസ് ഓഫീസിലും ലഹരി ഉപഭോഗവും വിതരണവും സംബന്ധിച്ച വിവരങ്ങൾ സമാഹരിക്കാൻ കൺട്രോൾ റൂം ആരംഭിക്കും. വിവരം നൽകുന്നവരുടെ വിശദാംശങ്ങൾ രഹസ്യമായി സൂക്ഷിക്കും. 

സംസ്ഥാനമൊട്ടാകെ പോലീസിൻറെയും എക്സൈസിൻറെയും നേതൃത്വത്തിൽ ലഹരി വിരുദ്ധ സ്പെഷ്യൽ ഡ്രൈവ് നടത്തും. കേവലം ക്യാമ്പയിനിൽ ഒതുങ്ങി നിൽക്കുന്ന പ്രവർത്തനമല്ല സർക്കാരിൻറെ ഭാഗത്തുനിന്നുണ്ടാവുക. ഒരു തലത്തിൽ  ബോധവത്ക്കരണം, മറ്റൊരു തലത്തിൽ മയക്കുമരുന്നു ശക്തികളെ കർക്കശമായി അടിച്ചമർത്തൽ, രണ്ടുമുണ്ടാവും. വിട്ടുവീഴ്ചയില്ലാതെ കേസെടുക്കും.

നിലവിൽ സർക്കാർ സംവിധാനങ്ങളുടെ ഏകോപിതമായ പരിശ്രമത്തിൻറെ ഫലമായി ലഹരി കടത്തുകുറ്റകൃത്യങ്ങൾ വലിയതോതിൽ തടയാൻ സാധിക്കുന്നുണ്ട്. മയക്കുമരുന്നിനെതിരെ സംസ്ഥാന തലത്തിൽ  കേരള ആൻറി നർകോട്ടിക് സ്പെഷ്യൽ ആക്ഷൻ ഫോഴ്സും ജില്ലാ തലത്തിൽ ഡിസ്ട്രിക്ട് ആൻറി നർക്കോട്ടിക്ക് സ്പെഷ്യൽ ആക്ഷൻ ഫോഴ്സും പ്രവർത്തിച്ചുവരുന്നുണ്ട്. കൂടാതെ എല്ലാ സ്റ്റേഷൻ പരിധിയിലും എല്ലാ മാസവും രണ്ട് ആഴ്ച എൻ ഡി പി എസ് സ്പെഷ്യ  ഡ്രൈവും നടത്തി വരുന്നുണ്ട്. 

സിന്തറ്റിക് രാസലഹരി വസ്തുക്കൾ തടയുന്നതു മുൻനിർത്തി അന്വേഷണ രീതിയിലും കേസുകൾ ചാർജ്ജ് ചെയ്യുന്ന രീതിയിലും ചില മാറ്റങ്ങൾ വരുത്തും. നർക്കോട്ടിക് കേസുകളിൽപ്പെട്ട പ്രതികളുടെ മുൻ ശിക്ഷകൾ കോടതിയിൽ സമർപ്പിക്കുന്ന കുറ്റപത്രത്തിൽ ഇപ്പോൾ  വിശദമായി ചേർക്കുന്നില്ല. എൻ ഡി പി എസ് നിയമത്തിലെ 31, 31-എ വിഭാഗത്തിലുള്ളവർക്ക് ഉയർന്ന ശിക്ഷ ഉറപ്പുവരുത്താൻ മുൻകാല കുറ്റകൃത്യങ്ങൾ കൂടി കുറ്റപത്രത്തിൽ  ഉൾപ്പെടുത്തുക, കാപ്പ രജിസ്റ്റർ മാതൃകയി  ലഹരിക്കടത്ത് കുറ്റകൃത്യം ചെയ്യുന്നവരുടെ ഡാറ്റാബാങ്ക് തയ്യാറാക്കുക,  ആവർത്തിച്ച് കുറ്റകൃത്യത്തിൽ  ഏർപ്പെടുന്നവർക്കെതിരെ കരുതൽ  തടങ്കൽ  നടപടികൾ സ്വീകരിക്കുക തുടങ്ങിയവയിലേക്കു നീങ്ങുകയാണ്. 

കുറ്റകൃത്യം ആവർത്തിക്കുകയില്ല എന്ന ബോണ്ട് വയ്പ്പിക്കും, മയക്കുമരുന്ന് കടത്തിൽ പതിവായി ഉൾപ്പെടുന്നവരെ കരുതൽ  തടങ്കലിൽ പാർപ്പിക്കും. 

ട്രെയിനുകൾ വഴിയുള്ള കടത്തു തടയാൻ സ്നിഫർ ഡോഗ് സ്ക്വാഡ് പോലുള്ള സംവിധാനങ്ങൾ ഉപയോഗിക്കും. മയക്കുമരുന്ന് കടന്നുവരാനിടയുള്ള എല്ലാ അതിർത്തികളിലെയും പരിശോധന കർക്കശമാക്കുകയും ചെയ്യും. വിദ്യാഭ്യാസ സ്ഥാപന പരിസരത്തുള്ള കടകളിൽ  ലഹരി വസ്തു ഇടപാടു കണ്ടാൽ ആ കട അടപ്പിക്കും. പിന്നീട് തുറക്കാൻ അനുവദിക്കില്ല. സ്കൂളുകളിൽ  പ്രവേശിച്ചുള്ള കച്ചവടം പൂർണ്ണമായും തടയും.

"You'll be happier when you're skinnier."

These words lingered in my head as I sat on my couch at home, staring blankly at the waiting room screen on the telemedicine call. It was a lie I had believed my entire life. Soon, a physician assistant from the virtual primary care clinic joined the meeting and asked a few questions about my health history, why I wanted to lose weight, and my height and weight to calculate my BMI. Although I was fully aware that BMI is an archaic system based on white male bodies, I was still ecstatic to hear that I was considered overweight by medical standards, thus a strong candidate for a revolutionary, new weight-loss drug called tirzepatide. Sold under the brand name Mounjaro, the medication was initially used to address type 2 diabetes until it was approved for weight-loss purposes last year. After debating for months whether to sign up for another costly "medically supervised weight-loss plan," I began my treatment in February.

When I first heard about Ozempic in 2021 and Mounjaro two years later, I was completely seduced by their promises.

I saw these medications blowing up on social media with celebrity success stories; they were all over the news, which framed them as " the end of obesity. " I noticed medspas and plastic surgeons around me advertising these options as miracle weight-loss drugs. Before long, consumers were able to conveniently get a prescription online.

I truly believed these medications would stop my lifelong, toxic cycle of binge eating, extreme dieting, and weight cycling . As a Korean American actor, I was always told by industry professionals, friends, and family that I'd be so much prettier and more successful as a performer if I just lost some weight. Unfortunately, fatphobia is deeply ingrained in Asian culture, and it is acceptable to openly comment on others' bodies under the pretense of genuine concern and care. But the reality is that I was constantly judged, criticized, and humiliated, and somehow that always led me right back to binge eating, followed by food restrictions, calorie counting, obsessive scale monitoring, and rigorous fitness routines.

So this time, I'd become thin for good, with the help of GLP-1 agonists. I was naive enough to think all medical providers cared about me and would treat my mental and physical health holistically. During the seven-minute consultation call, my PA and I briefly discussed my intake form, and I brought up my previous experience with Ozempic — four months of relentless nausea, vomiting, diarrhea, heartburn, panic attacks, and misery — as well as my concerns about the benign nodules in my thyroid my doctor discovered during an ultrasound a few years ago (I was apprehensive after seeing the FDA warnings about GLP-1 agonists causing thyroid cancer in rodents). After hearing my history, the PA recommended Mounjaro over Ozempic, the more well-known weight-loss drug. I asked the PA how bad the side effects would be on Mounjaro and if I should worry about regaining weight once I stopped the protocol. (Two years prior, I had lost 25 pounds on Ozempic, but gained 30 within two months of discontinuing the treatment.) She convinced me that it was completely safe and said that most patients had little to no side effects. She added some may experience a bit of nausea or constipation, but assured me it wouldn't be as severe as what I had experienced on Ozempic.

Because the treatment was not covered by my insurance, I paid $607 for the initial consultation and a six-week supply of tirzepatide, plus lab fees for a comprehensive metabolic panel. When I received the medication in the mail a few days later, I immediately tore through the insulated pouch and removed the seal from the vial. I felt the cooling sensation of an alcohol wipe as I cleaned a portion of my upper thigh, then administered the first injection into my leg.

Little did I know I would end up in the emergency room four weeks later.

As soon as I started on the lowest dosage of Mounjaro, the nausea hit me. Then, more gastrointestinal issues quickly ensued, including diarrhea, constipation, painful bloating and discomfort from gas, and incessant burping. (When I say burping, I mean foul, rotten-egg burping . Yes, that's a thing.) I did not have a single bowel movement for four to five days at a time, accompanied by severe stomach cramps, lower back pain, and sleepless nights. I felt lightheaded and weak because I could barely stomach two bites of my meals without feeling incredibly stuffed. Some days, I'd realize that I had only half a banana in 24 hours, but I wouldn't feel hunger or hear my stomach growl. Still, my PA told me these symptoms were normal and would go away with time. Plus, I saw the numbers dropping on my scale, which affirmed my decision to continue my weekly injections. Just like Ozempic, Mounjaro was making me lose weight so rapidly — but by making me so ill I could barely function.

After four weeks of toughing it out, I woke up on a Sunday morning feeling dizzy and unable to stand up without assistance. It was hard for me to even speak without feeling winded. My husband pointed out that my blood sugar was likely low from essentially starving myself, so he brought me a glass of orange juice. When I got up to use the restroom, my legs gave out and I fell to the ground. After that terrifying moment of losing consciousness, I was quickly rushed to the ER, where the doctor told me to quit taking Mounjaro immediately. He explained that I wasn't obese and should not have been prescribed it in the first place. He also mentioned the alarming influx of patients coming to the ER with similar side effects on Ozempic and Mounjaro.

I was upset at myself for falling into yet another fad diet trap without carefully considering its effects on my body, and I felt taken advantage of by medical providers who had not informed me of these dangers. I nearly cried with frustration as I discarded what was remaining in my tiny bottle of Mounjaro.

Looking back, it was way too easy for me to get my hands on such a powerful drug.

I could have simply lied about my weight just to get access to the medication. I remember how thorough and strict my doctors were when I took Accutane for my acne — the grueling monthly contracts I had to sign requiring contraception and regular blood work. The process for getting semaglutide or tirzepatide seems less regulated, and yet they have the potential to wreak so much havoc on your body. (It's also important to note that you should not get pregnant , drink alcohol , or undergo general anesthesia while on any GLP-1 agonist.) I also wonder if, like fen-phen , the "miracle" obesity treatment that was popular in the '90s, these weight-loss drugs that are trendy now will be pulled from the market eventually for some horrendous long-term side effects that we're not fully aware of yet.

In today's society, I'm constantly being told I'm not good enough. I willingly put myself through all this agony because I was fixated on fitting an unattainable and unsustainable standard of beauty. It's so not worth it. It took an expensive ER bill and a major health scare for me to learn how to be kinder to myself and appreciate my body. Now, I'm focusing on redefining what beauty and wellness is for me. I choose to love myself as I am now, not some distant future self when I'm 30 pounds thinner. It might take years to unlearn all of this internalized fatphobia, heal my relationship with food, and stop judging myself so harshly. But I vow to be patient, compassionate, and gentle with myself, while empowering others to do the same.
