The civil society may act as “watchdogs” in fighting against corruption. The public private partnership should be ensured, especially at district, tehsil and village level. Only those citizens should be co-opted who can take part in the direct monitoring of the Police, the Judiciary, the district government officials and others. Complaint cells be established which should be controlled by a committee composed of senior district officers and responsible citizens. In addition, there should be freedom of information in offices especially those having control over public works.

As a long term measure, intensive efforts need to be made to raise the Pakistan’s literacy rate, which is only 56 percent at present. There should be increased emphasis on character building and inculcating qualities such as honesty, justice, love of humanity, modesty, dignity, fair play etc, in our educational institutions. Besides, it should be the theme, which electronic and print media should focus on.

National Accountability Bureau:-

In the past many attempts were made to uproot corruption but all in vain. Critics opine that in the past, people were targeted and not facets of corruption. NAB was established to substantiate the commandment of Allah but it became a kingro court. The anti- corruption Act is still on the Statue Book (constitution), the Public Representative Office Disqualification Act is still in vogue. General Ayub, Zia, Musharraf introduced their own anti- corruption programs but they all aimed at throwing out the politicians and not the corruption.

The National Accountability Bureau (NAB) at the federal, provincial and local levels should effectively resort to monitoring through public awareness and in cooperation and collaboration with civil society. NAB should be independent of the executive. The setting up Public Safety Commission (PSC) in each district will be helpful. It would ensure greater private-public partnership and participation. It will be of assistance in the investigation of grievances. The anti-corruption process will be effective if the functionaries of NAB are paid well and have security of tenure. The Nab should have adequate staff and the requisite capability and capacity to perform its functions effectively “for improving governance, management, transparency and accountability and quality of public procurement of goods, services and works in the public sector.”

Anti Corruption Ombudsmen:-

Perhaps, Pakistan also needs to have an office of an anti-corruption ombudsman as proposed by Anna Hazare in India to deal with complaints against the conduct of other government officials and agencies dealing with the public. There may be anti-corruption ombudsmen at federal, provincial and local levels for prompt and speedy disposal of corruption cases involving abuse of power, illegal gratification, and misappropriation of property, kickbacks and commissions. However, accountability must not be selective and it should be across the board. The anti-corruption ombudsman should not only be independent but have vast powers. He should work without discrimination and the privileged people should not be treated differently. It would be the implementation of anti-corruption measures which would rather, as the taste of the pudding lies in its eating.

Transparency:-

Transparency, honesty and fair play are the pre-requisite for any state to progress. In order to make Pakistan a corruption free state, it is inevitable to introduce a transparency and merit culture in all its departments. No room should be provided for favouritism, gifts culture and bribery.

Increasing the Salaries of Public Servants:-

Corruption is a socio-economic problem. In the past, it has been treated only as a legal and administrative issue. Good rumination to the public servants and merit- oriented bureaucracy should be the norm in the country. There should be social justice and equity among all citizens of the country. The pay structure of the public officials must be realistic. Their salaries should be adequate to meet their needs.

Mass awareness:-

To minimize corruption in Pakistan, there is a need of comprehensive campaign on the media to bring awareness to the people. Parliament oversight and fear of losing the confidence of people makes it more efficient. A parliament oversight committee should be empowered to revive all the actions of the government, big cartels and bureaucrats. Only then the corruption could be minimized in the country.

Politics is an effective way of ensuring power and resources are shared equally among all individuals from different backgrounds within a specified jurisdiction. However, people have used political activities and offices to advance their gains and neglect the need to be accountable and responsible to the public. The emergence of political elites has created room for corruption to flourish in public and private offices because people no longer respect the need to develop national programs that will benefit citizens. They have diverted the resources of the public to achieve their gains without considering the impacts of their actions on other citizens. Politics has allowed corrupt officers to win elections and take powerful positions in government. People with malevolent intentions continue to destroy the economy of their nations as they create false impressions of the scarcity of resources. The existence of unhealthy competitions among businesses forces some of them to use unethical ways to persuade their clients to buy their products. Government officials in charge of quality standards are usually bribed to cover the activities of such investors, and this promotes corruption in businesses. This violates the rights of citizens to access quality products and services.

Thirdly, the ethical qualities of people in authority have decreased, and their value system deteriorated due to lack of strong moral teachings and responsibilities. People no longer have respect for the old ideals of moral and honest service delivery procedures, and society has become a haven for individuals that disregard human dignity. It is necessary to explain that modernity has clouded the need to respect the positions and individuals placed to serve others. People have little respect for morals that guide service delivery and ensure others benefit from their services. Therefore, corruption has been fuelled by poor moral values and lack of respect for human life.

The present generation is full of corrupt activities because people fail to condemn them. There are no strong civil societies to rebuke and oppose corrupt leaders, and this promotes the flourishing of this behavior in generations. The American public forum is dominated by debates on gay marriages, foreign policies, and inflated health bills, but nobody seems to pay attention to the escalating cases of corruption in the public and private sectors. The younger generations do not see the need to fight corruption because their predecessors support and cultivate it through modern systems and activities.

Lastly, widespread poverty and illiteracy have contributed to endemic corruption in modern societies. There are efforts to educate people, especially the rural folks, to ensure they know their rights and freedoms to reduce corruption in their societies. However, these efforts seem to bear no fruits because poverty drives them to seek cheap and quick ways of accessing their needs. Also, poverty makes people desperate, and thus, they do anything that will ensure they have food on their tables. Therefore, corruption flourishes in most societies because people do not know their rights and those that do have limited resources to access them.

Corruption violates the rights and freedoms of individuals to get basic services from public and private offices. This means that this practice compromises the quality of services offered by employees in the public and private sectors and puts the lives of citizens at risk. Corrupt officials do not offer equal services to clients because they treat some with more interests than others. This violates the provisions of equality and the rights for justice in various issues. This makes public institutions and offices to become illegitimate because of misusing their democratic power for private gains.

Also, corruption hinders the effective development of political systems in a country. This vice promotes patronage that is serious threats to democratic processes. Most corrupt nations experience civil disobedience and political instability that hamper development projects. The introduction of multi-party democratic systems is usually hampered by the corruption that compromises the legitimacy of political parties and individuals. Civil disobedience and lack of trust in political institutions propel individuals to protest and demand the removal of their leaders from power.

Moreover, this vice stalls development projects and subjects citizens to abject poverty because of a lack of transparency and accountability in public offices. Corruption enables few individuals that have money to have their way and get what they want while those that do not have been forced to look for other alternatives. Poverty and unemployment are common occurrences in societies that condone corruption, and they cannot develop because of poor management systems. The need to offer quality services like improving infrastructure, medical facilities, schools, and social amenities is compromised by the lack of transparent processes of awarding tenders and distributing resources in a society.

Lastly, this vice discourages unity and cooperation in society because some individuals think they are more important than others. Unequal distribution of national resources and restricted access to public services lead to frustration and apathy among citizens, and this weakens the fabric that binds members of the society. This leads to social inequality and the emergence of class differences that violate the dignity and rights of individuals. Uncontrolled corruption widens the gap between the rich and poor, and this results in a weak civil society.

Corruption is caused by man-made factors like capitalism, lack of transparency and accountability, nepotism, tribalism, poverty, weak social and political structures, and poverty. This vice lowers the pace of national development, weakens societies, and increases poverty. Therefore, people should work hard to ensure they fight corruption by educating their members on the importance of transparent practices. Also, government systems should be programmed to detect and eliminate this vice, and those found promoting it should face harsh penalties.

What Is Going On in Pakistan?

For decades, Pakistan’s military has been the country’s most vital institution. Although it frequently intervened to oust elected governments, many Pakistanis saw this as salvation from the country’s blundering politicians. The army, it was thought, was the only force capable of holding the country together.

The question now is whether the generals can keep themselves together.

The military has suffered a catastrophic loss of prestige after the populist former prime minister Imran Khan directly challenged its influence. In response, Mr. Khan was ousted and jailed, and his party — despite winning the most parliamentary seats in a divisive February election — was shut out of a new civilian government that took power this month with the blessing of the military leadership. The country remains deeply polarized.

But an even greater concern for Gen. Syed Asim Munir, the army chief, is that the polarization extends into the military itself. It is common knowledge in Pakistani political circles that significant portions of the military leadership, powerful military families and rank-and-file officers are sympathetic to Mr. Khan’s right-wing, anti-American vision for the country, which included aligning Pakistan more closely with China and Russia. Whether this internal rift can be healed will ultimately decide the direction and stability of Pakistan, which has nuclear arms and is the world’s fifth most populous.

These divisions could hardly come at a worse time for Pakistan. The economy is near collapse , and General Munir is working to repair relations with Washington that were badly frayed by Mr. Khan’s politics. Pakistan is beset by political and security challenges on all sides, including by its archrival, India, under Prime Minister Narendra Modi, a Hindu nationalist, as well as Iran and the Taliban-held Afghanistan. Iranian forces launched airstrikes on targets in Pakistan in January, prompting Pakistani counterstrikes. This month Pakistani military posts were hit by militant attacks in the country’s south and along the border with Afghanistan.

The military, of course, bears much of the blame for the country’s predicament. After the decade-long military regime of Gen. Pervez Musharraf ended in 2008, Pakistan returned to a fragile democracy. But the army leadership began to fear that the two dominant political parties, the Pakistan Muslim League-Nawaz and the Pakistan People’s Party, were seeking to rein in military influence.

The generals faced other pressures, too. The United States imposed conditions on financial aid to Pakistan’s military in 2009 and killed Osama bin Laden on Pakistani soil in 2011. Later that year, 28 Pakistanis were killed in an accidental clash between NATO and Pakistani forces along the border with Afghanistan. A popular narrative gained ground, partly fanned by the army, that portrayed the United States as conspiring to undermine the nation’s sovereignty.

The military leadership sought a more cooperative political partner to help face these challenges and counterbalance the entrenched parties. It paired up with Mr. Khan, a popular cricket-star-turned-politician who had been a supporter of General Musharraf’s government and a harsh critic of Pakistan’s dynastic political families, which he accuses of corruption.

It backfired.

Mr. Khan, who was elected prime minister in 2018, inflamed Pakistanis with his calls to tear down the political establishment and reject American influence. But with inflation hitting double digits, he faced growing public criticism of his handling of the economy. He accused the military of conspiring with the United States to force him out, creating a rift. With a political crisis threatening to add to the economic problems, he was removed from office by a parliamentary no-confidence vote in April 2022 that bore the fingerprints of the military leadership.

When a high court ordered his arrest in May of last year, his supporters openly turned against the army, protesting in the streets and even attacking the residences of senior army officers and other military targets.

As last month’s elections approached, the military took steps to ensure Mr. Khan’s party would not win. He was sentenced just before the election to long prison terms on much-questioned charges of corruption and leaking state secrets, and severe restrictions were imposed on his party, Pakistan Tehreek-e-Insaf, that essentially barred its candidates from campaigning.

But Mr. Khan’s message — fanned by anger over the generals’ meddling — continued to resonate, and candidates aligned with his party stunned the military by winning the most seats in Parliament. The military kept them from power by engineering the current coalition government, which is headed by Prime Minister Shehbaz Sharif and includes traditional parties that the generals once sought to marginalize by aligning with Mr. Khan.

In addition to a withering economic and security landscape, that government now also faces large swaths of Pakistanis who feel the election was stolen. The military, which is propping up the government, is powerful enough that it might very well weather the damage to its reputation, but it needs to get its own house in order.

Serving and retired officers have explicitly called for General Munir to take a softer approach toward Mr. Khan, and it is widely known in Pakistan that members of some military families participated in last May’s protests over how Mr. Khan was being treated.

General Munir is busy trying to extinguish that fire, reminding officers that the violence last May targeted the military and moving to gag dissent within the armed forces to stop pro-Khan sentiments from spreading further.

He may succeed in the short term, but this story is far from over.

General Munir’s three-year term expires in November of next year, and many officers expect that his successor could be more sympathetic to Mr. Khan — the enmity between the two men is widely believed to stem from a personal rivalry — perhaps even leading to new elections and Mr. Khan’s return to the political stage. This would not be unprecedented: Pakistan has a history of backroom machinations resulting in ousted leaders being brought back. (The prime minister’s brother Nawaz Sharif was removed three times as prime minister and twice went into exile. He returned ahead of the February elections and is expected to exert behind-the-scenes influence over his brother’s government.)

This is where things could get dangerous for Pakistan. Mr. Khan has remained intransigent, refusing to negotiate with his rivals in the military and political establishment. Many fear where a vengeful Mr. Khan could lead Pakistan if he were to return. And yet if General Munir tries to extend his tenure to retain the status quo, military disunity could flare.

Army unity looks likely to hold for the time being. But all is not well in the military fraternity. Unless Pakistan’s generals can patch the rift over Mr. Khan, the country’s political stability, its security and its future will be difficult to predict.

The RTI law mandates the appointment of a Public Information Officer (PIO) in all the central and state runs departments and ministries. The provision of responding to the queries is binding on the PIO, who has to do so in a stipulated time, failing which s/he would attract departmental action or a hefty fine.
The government has also established Central Vigilance Commission (CVC) in 1964 to look into the matters of governmental corruption. The CVC functions as an autonomous body, free from the influence of any executive authority.
The Government has amended Prevention of Corruption Act 1988, to criminalize the party which pays bribe for undue advantages.
The amendments have a provision to impose penalty on the organization of the person convicted for giving or taking bribery, if latter couldn’t be traced or has deliberately left the country to escape law.

Parsifal III , the 53.8m ketch sailing yacht, has been listed for sale with Alex Lees-Buckley of Camper & Nicholsons and Perini Navi USA. She is currently lying in Palma and will be near Monaco prior to the Monaco Yacht Show, and at anchor during it. Her asking price is €20.5 million.

“Her volume and luxury interior offers a lot more than most sailing yachts in this marketplace”, began Alex Lees-Buckley of Camper & Nicholsons. “She has an excellent pedigree, she is very fast, she is very light, she has a carbon rig and a single engine. She’s had great successes at the St. Barths Bucket and the Perini Cup; every race she’s entered, she has either won or done exceptionally well in."

Parisfal III was launched at the Italian sailing yacht specialist’s facility in Viareggio in 2005 and was custom-built for discerning owners. She has a striking jet black hull, featuring the collaborative exterior work of Ron Holland and the yard.

“The main deck is unique in that you have a 360-degree view, because you can open up the panelling next to the wheelhouse. Additionally, if you stand in the salon, you can see forward, aft, and out both sides”, he continued.

The classy Redman Whiteley Dixon-styled interior has accommodation for up to 14 guests in six en-suite cabins (four doubles and two twins with Pullmans). The owner’s suite can be split into two fully independent en-suite doubles and has direct access to the swimming platform via the lazarette.

“Most sailing yachts this size can only accommodate 10 – 12 guests. Splitting the master stateroom into two is something we did for charter purposes and it has definitely helped her to be more in demand on the charter market than other large sailing yachts”, Lees-Buckley continued.

He says that the bounce-back of the sailing yacht re-sale market this year is “inexplicable” and “baffling”. There were fifteen 30m+ sailing yacht re-sales in the first half of 2016 and five in the same time period in 2015.

“The marketplace for big sailing yachts is so unpredictable and it only takes two or three sales to really make a difference. It is a market that should only be analysed in three-year cycles rather than on an annual basis”, he pointed out.

In 2016 to-date, only two 50m+ second-hand sailing yachts have been sold: 51.7m Mondango 2 and 57.5m Twizzle . Camper & Nicholsons found the buyers for both.

Parsifal III – the performing Perina

Italian builders Perini Navi are world leaders in the 50m+ superyacht market, but clients now demand better performance under sail. In Parsifal III they have produced a yacht with serious pace as well as a Rémi Tessier interior complete with mink bedspreads. David Glenn reports...

There’s no mistaking a Perini. Invariably massively ketch-rigged, with layer upon layer of deck, it will reveal on closer inspection a level of luxury rarely seen on a sailing yacht. The sheer size, or more precisely volume, has enabled designers of more recent examples to become expansive and ultra-creative.

Although the company recently sold their 40th yacht since Fabio Perini established the yard 24 years ago and the order book is fat, Perini have been embracing change to meet demand for better performance in their yachts.

Separating perception from reality and trying to convince the sceptics that a modern Perini need no longer be pigeon-holed as a motor sailer has been no mean feat for an Italian yard that prides itself in being responsible for almost every aspect of design and build and thus performance.

They have also made efforts to fix an aesthetics glitch. The look hasn’t always met with critical approval but a spin-off in the quest for performance has been the streamlining of the superstructure and a reduction in bulk and top hamper, both enemies of stability. Again, this has been met with nods of approval.

But how else has the Perini marque changed to make it ‘go-faster’? Aluminium hulls instead of steel, carbon spars instead of their own alloy masts and, most importantly, collaborating with a naval architect from outside their own drawing office have been the major steps.

Murdoch’s new yacht

If sales performance is anything to go by, the change must be regarded as an unqualified success because no fewer than five 56m Perinis (the first of the quicker breed) were sold in short order. The latest, Rosehearty, went to media mogul Rupert Murdoch, a repeat client. The Russian-owned Burrasca and then Santa Maria were the first 56s to launch and they immediately showed their performance superiority in the first Perini regatta held in Sardinia in 2004. The event in itself was a message that performance was very much on the menu at Perini.

At 53.80m LOA Parsifal III is slightly smaller than the 56m series and the second Perini to step carbon fibre spars – by Marten Spars in New Zealand. Unlike many Perinis she has a fixed keel with no daggerboard, an appendage used to enhance upwind performance. Instead the lead-filled bulb is fitted with 1m wings, also filled with lead, which enhance lift when heeled.

“We reached a compromise on draught,” explained Ron Holland, the naval architect commissioned to collaborate with Perini on their performance range. “We settled for 4.50m. I would have liked to have gone deeper and the owner would have preferred less. In fact, we have ended up with more stability than the centreboard versions, even though she is not as deep,” explained Holland, who went on to say that the most important departure from the traditional Perini has been in hull shape. “The defining change has been designing much finer bows.”

Fine bows key to speed

This trend started with the 56m which underwent exhaustive tank testing. Parsifal is a development and is even finer in the bow. “Perini were a little alarmed about the potential loss of volume but with yachts of more than 50m this wasn’t really a big issue,” said Ron Holland. In the event, crew space does not appear to have suffered.

Rudder design has also been an important factor and Holland has been able to use his considerable experience with other large sailing yachts, including the Huisman-built 140ft Cyclos and the Vitters-built 164-footer Thalia, both of which had unassisted wheel steering using chain and cable straight to the quadrant.

The skeg-hung partially balanced rudder has two major advantages. One, the skeg physically protects the rudder and two, it provides a more predictable and less agitated water flow over the rudder blade. A fully balanced rudder without a skeg can be exposed to high shock loading, making unassisted steering difficult. Despite this, Parsifal is fitted with hydraulic steering.

Two other key issues were the use of aluminium as the hull material, which saved about 70 tonnes over steel, and the choice of carbon spars, which took more than five tonnes out of the rig. A single rather than twin-engine installation and stern and bow thrusters which fully retract mean less resistance and further reduction in weight.

Charter success

Parsifal was launched more than a year ago and since then she has met a punishing but highly successful charter schedule under the management of Camper & Nicholsons. Tom DeBuse from C&N told us that a charter party of ten could be aboard for a week for €198,000 in high season (€178,000 in low).

She has, of course, also been used extensively as a private yacht. Her owners Kim and Nina Vibe-Petersen have owned two yachts, including a 108-footer also called Parsifal built by Valdettaro Shipyard in Italy.

Kim Vibe-Petersen, who invented an ingenious coffee and cappuccino brewing machine used in restaurants and hotels worldwide, took delivery last June but the yacht’s first substantial voyage was a charter to Montenegro in the Adriatic.

English skipper David Parish told us they then cruised all over the Mediterranean, including Sardinia and Cephalonia in the Ionian, before returning to Perini for warranty work.

Later in the year they started their transatlantic crossing to Antigua with a full complement of nine crew. Like so many yachts in the closing stages of 2005, Parsifal took a dusting from Tropical Storm Delta. For 12 hours she rode out the storm as winds maintained a constant 65 knots.

Parsifal was under bare poles but took green seas right over the foredeck and onto the flying bridge where the large fabric bimini was torn from its metal framework. The crew at the time were controlling the yacht from the relative comfort of the main bridge area on the enclosed deck below. David Parish said that a lot of water found its way into the vast cockpit and external dining area aft but watertight sliding doors to the main saloon prevented any ingress to the accommodation.

Nonetheless it was an uncomfortable crossing, during which many of the crew were on their hands and knees as they moved around the large open spaces in the accommodation.

When I met Parsifal at the Antigua Yacht Club dock area in Falmouth Harbour, yacht and crew appeared to be fully recovered and, in short order, lines were slipped and the V12 Caterpillar diesel was propelling us with ease down the channel to open water.

The tradewind was in fine fettle for our day out, with 18 knots true showing regularly and squalls with a bit more breeze on their leading edge in the offing. As normal off the southern coast of Antigua the sea was large and a little confused and as we went head to wind to hoist, Parsifal pitched into it, taking the odd sheet of heavy spray over the bow.

With a number of guests aboard, David Parish decided to put a roll or two in the main then set the genoa with two or three rolls and a full staysail. As we bore away, the yacht picked up her skirts, the motion improved and we rumbled off at 10 to 12 knots.

I suspect that had we not had guests aboard we could have set a little more main plus the mizzen and easily topped 15 knots on a broadish reach. Ron Holland told us that Parsifal is a 15 or 16 knot yacht but to really get her going one would have needed slightly less sea for close reaching. There’s no doubt that if you have to go upwind in a yacht this big you have to slow her down if there’s any sea to deal with.

Broad reaching on the other tack had us up to 14 with full genoa and, despite her 438 tons and hydraulic steering, one definitely got an impression of power, movement and speed, even high up on the flying bridge.

It was significant to hear from David Parish that Parsifal was also impressive in the light winds and flatter waters of the Mediterranean.

Out with the knife

Sadly, it wasn’t all plain sailing during our day out as the crew’s worst nightmare unfolded trying to furl the staysail. This 149m2 beast is a self-tacker sheeted to an adjustable car which runs on a track spanning the deck just forward of the main mast. Furling the sail usually involves pushing a joystick in one direction to ease the sheet and then another to revolve the power furler.

On this occasion the sheet refused to ease. In fact, when the joystick was pushed to the ease position, the underdeck winch – one of 11 Perini-built custom sheet winches aboard – worryingly kept sheeting the sail in. Needless to say, the sail quickly became like a board and the sheet bar taut under maximum load, at which point the captive winch thankfully failed.

Heading south away from Antigua meant we had plenty of searoom to work out what to do. After much toing and froing from the machinery room, checking behind the control panel and inspections of the captive winch in its deck locker, it was decided to bend on a change sheet, lead it through a large deck block to a traditional deck- mounted Harken drum winch, which could take the load. And then someone reverted to the time-honoured solution of taking a knife to the sheet at the splice. Job done, minimal damage and furling could commence.

But it took the best part of half an hour to sort out and raised questions about complex auto furling winches. Nine times out of ten they work but when they don’t it’s imperative to have a manual back-up or alternative system ready to take over. David Parish dealt with the situation impeccably but I’m sure he was glad it was the staysail and not the genoa, or indeed the main.

The initial diagnosis was some sort of electronic switching or possibly software problem and one wondered whether that hammering in the Atlantic had anything to do with it.

One other moan. On occasions other members of the crew and some guests took the wheel and had difficulty maintaining the asked-for course simply because there was no conventional steering compass on the flying bridge. There was a digital readout (difficult to read in the sun) for the gyro, but nothing your average yachtsman would recognise. “Yes,” said David, admitting to the omission, “I’m going to fix that!”

The serious business of lunch and a swim duly followed at anchor in Carlisle Bay. Swimming was easy from the excellent aft platform, which allows occupants of the superb owner’s suite to walk through the toy garage straight onto the bathing deck itself. It’s a sort of en-suite beach.

Two things were noticeable when you were in the water. Parsifal was ‘hunting’ round her anchor cable in the gusts and I momentarily wondered whether is was possible to be run down by a yacht at anchor. And as I approached the stern platform I made very sure I didn’t find any part of my body underneath the substantial structure which was being slapped hard from beneath by small waves in the bay. The platform is, however, adjustable and could be lowered to below water level.

Back on board, the yacht had been transformed from a lively angled platform to something more comfortably horizontal and a magnificent table for 15 was laid for lunch. An outstanding meal was served before we motored effortlessly back to Falmouth and returned stern-to for the remainder of the Antigua Charter Show, which was in full swing.

Before we left we were able to tour the accommodation, which revealed another departure for Perini. Instead of the trademark teak or cherry interior, traditional in character but extremely comfortable, the Vibe-Petersens had opted for a much more modern style by French interior designer Rémi Tessier.

Tessier has already demonstrated aboard the Ed Dubois-designed 52.3m Squall that change could work well aboard such large yachts and the 17m long deck saloon, which leads seamlessly into Parsifal’s bridge area, presented the ideal opportunity to design something open and modern.

The effect is stunning. The extreme contrast between white furnishings and ebony-black woodwork might not be to everyone’s taste and might be regarded as impractical, but for this writer the overall effect was impressive.

Topped off with details like cabin TV screens disguised in mirrors which only reveal themselves when turned on, and mink bedspreads covering all ten guest berths, the mixture of modernity and sheer luxury was ridiculously seductive. In fact, with Perini’s new-found performance, it’s a summing up that could apply to the yacht as a whole.

Parsifal III: Meet the star of Below Deck's sailing yacht spin-off

As the 54 metre superyacht Parsifal III returns to screens for season three of Below Deck Sailing Yacht , her owner Kim Vibe-Petersen talks through the realities of filming a reality TV series on board his boat.

Below Deck Sailing Yacht is a spin-off series of the hit superyacht reality TV show Below Deck that follows the lives of the crew and guests across an eight-week charter season. This week, producers confirmed the show will return for a third season of crew drama and on-the-water antics with Perini Navi sailing yacht Parsifal III in the starring role and Captain Glenn Shephard at the helm.

For Danish owner Kim Vibe-Petersen, Parsifal III' s return is yet another opportunity to show off the yacht's charter credentials. Vibe-Petersen was personally approached by Below Deck producers in 2018 after they struggled to find a suitable sailing yacht. Parsifal III fitted the bill as she was already equipped for charter and a number of her existing crew were willing to take part in the show.

The Perini Navi sailing yacht first hit the water in 2005 and rose to instant fame scoring a number of prestigious accolades including a coveted Neptune at the World Superyacht Awards. On her launch she also joined the ranks as one of the fast Perini Navi superyachts on the water with a top speed of 18 knots under full sail granted by two high-tech carbon masts, automated in-boom furling and a winged keel.

Vibe-Petersen admitted there were some yacht owners who didn’t want the names of their yachts connected with the drama-filled reality show, but he “didn’t have that concern.” Although he had the option to change the yacht’s name for filming, he decided to keep it to maximise the charter appeal of Parsifal III .

“It’s free advertising,” he said. “The name of the yacht will come to people’s minds, especially to someone who has never chartered a yacht before. They will see that name and know the boat from the show.”

Vibe-Petersen was also keen to secure a guaranteed packed charter schedule during low season. “I think there were a lot of boats that did not want to be chartered for the show but it's good money in the bank,” he said.

While admitting he might not be the “specific audience targeted by the series,” he said he has sat down to watch the first series, which took place in Corfu. Even in Vibe-Peterson’s home country of Denmark, the US show has gained a big following.

“This is the kind of show where they want to make a little drama,” he added. “It’s not that wild on board a normal charter.” The conveyor belt of colourful guests are chosen by the production team and given a “big discount” for appearing on the show.

Vibe-Petersen also explained the complicated logistics of filming Below Deck , each season of which features 16 charters filmed across a period of eight weeks. This means that two groups of guests separately charter the yacht in a single week. Meanwhile, the production team require a time period of at least a week to get Parsifal III rigged up and fit for filming. “There are 30 people on board each day with lots of wires and cameras – it’s a big, big operation."

Season one was filmed in Corfu, Greece, which posed a number of challenges for Parsifal III as the sailing yacht was required to have a specific charter licence. “It’s pretty tough to get that,” said Vibe-Petersen. “It’s not something we can do within a short amount of time. It can take 10 to 12 weeks to get a charter licence so it takes time.”

For her second season, Parsifal III was filmed cruising Croatia's 3,600 miles of coastline. This season, the show will follow Parsifal III as she cruises around the Spanish island of Menorca, carrying a mix of new and old crew. Returning faces include chief stew Daisy Kelliher, chief engineer Colin MacRae, and first mate Gary King while new chef Marcos Spaziani will grace the screen for the first time together with second stew Gabriela Barragan, third stew Ashley Marti and deckhands Kelsie Goglia and Tom Pearson.

آج میں بدعنوانی کے موضوع پر اپنے خیالات کا اظہار کروں گا۔ سیاسی بدعنوانی ناجائز ذاتی فوائد کے لیے حکومت کے اہلکاروں کی طاقت کے غلط استعمال کرنے کو کہتے ہیں۔ کرپشن کا لفظ خراب، ٹوٹے ہوئے، عیبی کے معنوں میں استعمال ہوتا ہے، مشہور فلسفی ارسطو اور بعد میں سیسیور نے اسے بدعنوانی کے معنوں میں استعمال کیا۔ یعنی رشوت لینا، اپنے اختیارات کا ناجائز فائدہ اٹھا کر کسی دوسرے کا وہ کام کرنا جس کا وہ اہل نہیں ہے۔

کرپشن یعنی بدعنوانی کا لفظ آج کل سیاست میں بہت زیادہ استعمال کیا جانے لگا ہے خصوصی طور پر پاکستانی سیاست میں۔ بد عنوانی کے مختلف پیمانے ہیں۔ نچلی سطح سے لے کر حکومتی بلکہ بین الاقوامی سطح تک اس بد عنوانی کی جڑیں پھیل چکی ہیں۔ بین الاقوامی معاملات میں بھی اس کے شواہد ملتے ہیں۔

چھوٹی موٹی بد عنوانیوں میں نوکری پیشہ افراد اپنے افسران کی خوشنودی حاصل کرنے کے لیے موقع بے موقع انھیں تحائف پیش کرتے رہتے ہیں۔ یا پھر ذاتی تعلقات سے کام لے کر اپنے چھوٹے چھوٹے کام نکلوا لیتے ہیں جسے ہم سفارش کا نام دے سکتے ہیں۔ بڑے پیمانے پر بد عنوانی حکومتی عہدے داروں تک جا پہنچتی ہے جس میں ملک کی امانت میں خیانت کرنا، ملک و قوم کا مال اپنے نفس کی پیروی کرتے ہوئے لٹانا، بڑے بڑے ٹھیکے منظور کروانا، مختلف اہم اور ذمّہ داری والے کاموں کے لائسنس حاصل کرنا شامل ہیں۔ ایسی اشیاء کے لائسنس حاصل کرنا جس کی مانگ زیادہ اور ترسیل میں کمی ہو، جس کی ذخیرہ اندوزی کر کے منہ مانگے پیسے وصول ہو سکتے ہوں۔

ہمارے معاشرے میں یہ سب اب عام معمول کے طور چل رہا ہے۔ بڑے بڑے عہدوں پر یا حکومتی شعبوں میں ملازمت حاصل کرنے یا مہیّا کرنے پر بھاری رشوت کا لین دین کرنا، یہ سب بڑے پیمانے کی بد عنوانیوں میں شامل ہے جس کا فوری یا آہستگی سے مگر پورے ملک کو نقصان اٹھانا پڑتا ہے۔ حکومتی محکموں میں پبلک کے ٹیکس کا پیسہ جو مختلف ترقّیاتی، فلاحی اور اصلاحی کاموں کے لئے ملنے والے فنڈ کو اپنی جیب گرم کرنے میں لگادیں تو یہ بلند درجے کی بدعنوانی ہے۔

ہر نئی نسل بھلائی پر ایمان اور معصوم جذبے لے کر پاکیزہ پیدا ہوتی ہے۔ یہ معاشرہ جس میں وزیر اعظم سے قاصد تک اور مل کے مالک سے دیہاڑی دار معاون تک تقریباً ہر کوئی تر بہ تر ہے اور نچڑ رہا ہے، یہاں نئی نسل کی رہنمائی کے لئے شاید کوئی موجود نہیں۔ انھیں مستقبل کی تعمیر کے لئے بڑی توجہ سے اپنے رستے بنانا ہونگے۔

اچھے معاشروں کا مطالعہ اور ذہانت سے پوچھے جانے والے سوال وہ اوزار ہیں جو راستہ بنانے میں مدد دے سکتے ہیں۔ جمہوریت نئی نسل کو اپنا رول ادا کرنے کے لئے میدان مہیا کر سکتی ہے۔ ہمیں امید ہے نئی نسلیں سائنس اور تخلیق کی دنیا کے ساتھ جینے کا فیصلہ کریں گی جو ایسا واحد راستہ ہے جو کرپشن سے آزاد ہے۔

بدعنوانی سے نہ صرف ایک نا اہل کو جگہ ملتی ہے بلکہ ایک اہل کی اہلیت کا اسے صلہ نہیں ملتا جس سے معاشرے میں بڑے پیمانے پر بگاڑ پیدا ہوتا ہے۔
