What is Gender Discrimination?

Around the world, individuals, businesses, governments, and other systems discriminate against people based on gender. Cis women and girls are the most recognized target, but trans people face significant gender discrimination, as well. Discrimination harms these groups and society as a whole. In this article, we’ll define gender and gender discrimination, provide three examples of gender discrimination in action, and explain its negative effects.

Gender discrimination occurs when a person is treated negatively or unequally based on their gender. It includes restricted access to education, jobs, and healthcare; unequal pay; sexual harassment; and much more.

What is gender?

Before we talk about gender discrimination, we need to know what “gender” is. The World Health Organization has a decent definition: “Gender refers to the characteristics of women, men, girls and boys that are socially constructed.” When society talks about “gender norms,” it’s referring to behaviors and roles associated with men, women, girls, and boys. While not inaccurate, the WHO’s definition is incomplete because it implies a kind of binary. There are more genders beyond men, women, girls, and boys. The Canadian Institutes of Health Research provides a fuller definition: “Gender refers to the socially constructed roles, behaviors, expressions and identities of girls, women, boys, men, and gender diverse people.” In short, gender is a social construct that varies over time and across societies.

How is gender different from sex? The CIHR defines sex as “a set of biological attributes in humans and animals.” These attributes include chromosomes, gene expression, hormone levels and function, and reproductive/sexual anatomy. Sex is typically categorized as “male” or “female,” but even within sex, categories are more complex than a binary. People can identify with the gender typically associated with their sex (cisgender) or identify with a different gender (transgender). If someone doesn’t identify with an exclusively male or female gender, they may call themselves “non-binary.” If someone is flexible about the gender they identify as they may call themselves “gender fluid.” These identities are considered part of the trans community, but because gender is tied to personal identity and self-representation, there are no fixed rules or definitions. Courses like the ones on this list provide further education on topics like sex and gender.

What is gender discrimination and is it a violation of someone’s rights?

Gender discrimination is when someone is treated unequally and unfairly based on their gender identity. Like all discrimination, gender discrimination is a human rights violation, though the distinction between “gender” and “sex” is a more recent development. Take the Universal Declaration of Human Rights as an example. Article 2 reads: “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, color, sex [emphasis added], language, religion, political or other opinion, national or social origin, property, birth or other status (emphasis added).” Article 2 covers sex discrimination, but it doesn’t mention gender. This is most likely because when the UDHR was written, gender and sex were considered the same. Times have changed. The phrase “other status” has been used to expand the rights given in Article 2. A press release from the UN describes how the organization and regional instruments have based changes on this phrase.

What does gender discrimination look like?

There are countless instances of gender discrimination fueling gender inequality and gender-based violence. Let’s take a closer look at three examples to see how gender discrimination touches every part of societies around the world:

Paying women less for the same work

The gender pay gap is a global issue. According to the International Labor Organization, women make about 20 cents less than men. There are factors like differences in jobs, education, skills, and experience, but gender discrimination is a significant factor, as well. In the United States, Lilly Ledbetter experienced this firsthand. For almost 20 years, Ledbetter worked in managerial positions at a Goodyear tire manufacturing plant. According to a write-up from the National Women’s Law Center, she faced sexual harassment and discrimination from her boss, who believed women shouldn’t work at the plant. Ledbetter also wasn’t allowed to talk about her salary, so it wasn’t until she got an anonymous note that she learned she was paid less than men in the same position. Ledbetter filed a lawsuit.

The court process was a rollercoaster. First, a jury decided in her favor, awarding her back pay and damages. Then, Goodyear tried to vacate the judgment. It eventually went to the Supreme Court where Goodyear prevailed. The majority reasoned that Ledbetter lost her right to sue for pay discrimination because she hadn’t brought her claim within 180 days of getting the first discriminatory check. This ruling ignored the fact that the discrimination was ongoing and, because of the secrecy around salaries, there was no way Ledbetter could have known she was being paid less. While she may have lost the court case, Ledbetter’s lawsuit led to the Lilly Ledbetter Fair Pay Act in 2009. It resets the 180-day filing period each time discrimination happens. When people work to establish laws like this, they help close the gender gap in Economic Participation and Opportunity.

Restricting education access for girls

Gender discrimination in education is one of the root causes of gender inequality worldwide. Without a good education, individuals are severely limited when it comes to job opportunities. The consequences fan out from there, making a person more vulnerable to poverty, violence, human trafficking, poor health, and more. Globally, girls tend to be targets of discrimination. What’s happened recently in Afghanistan is a prime example.

From 1996-2001, the Taliban did not let girls study. In August 2021, the Taliban regained control in the region and began restricting girls from school once again. At first, the militant fundamentalist group said it would let girls attend secondary school, but in 2022 , they broke their promise. Girls had already shown up to their classrooms only to be turned away. The Taliban’s excuse? They were trying to decide on a school uniform. This is significant because back in 1996-2001, the Taliban didn’t technically outlaw education for girls. They kept saying school closures were temporary and that as soon as things were sorted out, girls could come back. That never happened. Now, people fear the same situation is unfolding today. There have also been restrictions at the university level . At Nangarhar University, girls are only allowed to choose from seven of the 13 faculties. They are not allowed to take subjects like engineering, economics, agriculture, veterinary medicine, and journalism. This is blatant gender discrimination.

Discriminating against trans people in healthcare settings

Trans people face significant gender discrimination. Some of the most consequential discrimination occurs in healthcare settings, which is a big reason why trans people are more vulnerable to health problems. In the largest study of transgender and gender non-conforming people in the US, 19% of participants said they were denied care because of their gender identity. 28% reported harassment in medical settings and high levels of delaying care when hurt or sick because of the discrimination. Half of the participants also said they needed to educate their medical providers on transgender care.

Delaying care because of discrimination and trauma – as well as receiving poor medical treatment – worsen health outcomes for transgender people. A 2019 study from the CDC found that trans people were twice as likely as cisgender adults to receive depression diagnoses. They’re also at a higher risk for asthma and heart disease. This shows a clear link between discrimination and poor health. The medical field needs to address transphobia and ignorance if it wants to stop discriminating based on gender. How does gender discrimination hurt everyone?

Gender discrimination impacts a person’s health. According to research compiled in a Medical News Today article , women who reported gender discrimination within the year got higher scores on a depression screening tool. Women also experience higher risks for anxiety, PTSD, and eating disorders. While men are more likely to die by suicide, women are 1.5 times more likely to attempt suicide. The exact reason isn’t clear, but experts believe discrimination plays a role. Gender discrimination also intersects with issues involving race, class, religion, and more, which complicates and compounds the discrimination.

Gender inequality negatively affects everyone, not just its targets. In a study from the Global Early Adolescent Study, gender stereotypes hurt both boys and girls. Boys are often taught to deal with their issues using violence. They’re also less equipped to handle difficult emotions, which could explain why men are more likely to die by suicide. When gender stereotypes exist, anyone who doesn’t fit the stereotypes – whether they’re women, men, or non-binary – faces discrimination. Still not sure of how significant gender discrimination is? It leads to gender inequality, which hurts a nation’s economy. According to the Organization for Economic Co-operation and Development, gender discrimination in social institutions leads to a $6 trillion loss for the global economy. When everyone is allowed full economic freedom and opportunities, it makes sense that the whole economy – and not just individuals and families – benefits. For the sake of everyone in society, ending gender discrimination is essential.

Gender and Socialization

The phrase “boys will be boys” is often used to justify behavior such as pushing, shoving, or other forms of aggression from young boys. The phrase implies that such behavior is unchangeable and something that is part of a boy’s nature. Aggressive behavior, when it does not inflict significant harm, is often accepted from boys and men because it is congruent with the cultural script for masculinity. The “script” written by society is in some ways similar to a script written by a playwright. Just as a playwright expects actors to adhere to a prescribed script, society expects women and men to behave according to the expectations of their respective gender roles. Scripts are generally learned through a process known as socialization, which teaches people to behave according to social norms.

Socialization

Children learn at a young age that there are distinct expectations for boys and girls. Cross-cultural studies reveal that children are aware of gender roles by age two or three. At four or five, most children are firmly entrenched in culturally appropriate gender roles (Kane 1996). Children acquire these roles through socialization, a process in which people learn to behave in a particular way as dictated by societal values, beliefs, and attitudes. For example, society often views riding a motorcycle as a masculine activity and, therefore, considers it to be part of the male gender role. Attitudes such as this are typically based on stereotypes, oversimplified notions about members of a group. Gender stereotyping involves overgeneralizing about the attitudes, traits, or behavior patterns of women or men. For example, women may be thought of as too timid or weak to ride a motorcycle.

Gender stereotypes form the basis of sexism. Sexism refers to prejudiced beliefs that value one sex over another. It varies in its level of severity. In parts of the world where women are strongly undervalued, young girls may not be given the same access to nutrition, healthcare, and education as boys. Further, they will grow up believing they deserve to be treated differently from boys (UNICEF 2011; Thorne 1993). While it is illegal in the United States when practiced as discrimination, unequal treatment of women continues to pervade social life. It should be noted that discrimination based on sex occurs at both the micro- and macro-levels. Many sociologists focus on discrimination that is built into the social structure; this type of discrimination is known as institutional discrimination (Pincus 2008).

Gender socialization occurs through four major agents of socialization: family, education, peer groups, and mass media. Each agent reinforces gender roles by creating and maintaining normative expectations for gender-specific behavior. Exposure also occurs through secondary agents such as religion and the workplace. Repeated exposure to these agents over time leads men and women into a false sense that they are acting naturally rather than following a socially constructed role.

Family is the first agent of socialization. There is considerable evidence that parents socialize sons and daughters differently. Generally speaking, girls are given more latitude to step outside of their prescribed gender role (Coltrane and Adams 2004; Kimmel 2000; Raffaelli and Ontai 2004). However, differential socialization typically results in greater privileges afforded to sons. For instance, boys are allowed more autonomy and independence at an earlier age than daughters. They may be given fewer restrictions on appropriate clothing, dating habits, or curfew. Sons are also often free from performing domestic duties such as cleaning or cooking and other household tasks that are considered feminine. Daughters are limited by their expectation to be passive and nurturing, generally obedient, and to assume many of the domestic responsibilities.

Even when parents set gender equality as a goal, there may be underlying indications of inequality. For example, boys may be asked to take out the garbage or perform other tasks that require strength or toughness, while girls may be asked to fold laundry or perform duties that require neatness and care. It has been found that fathers are firmer in their expectations for gender conformity than are mothers, and their expectations are stronger for sons than they are for daughters (Kimmel 2000). This is true in many types of activities, including preference for toys, play styles, discipline, chores, and personal achievements. As a result, boys tend to be particularly attuned to their father’s disapproval when engaging in an activity that might be considered feminine, like dancing or singing (Coltraine and Adams 2008). Parental socialization and normative expectations also vary along lines of social class, race, and ethnicity. African American families, for instance, are more likely than Caucasians to model an egalitarian role structure for their children (Staples and Boulin Johnson 2004).

The reinforcement of gender roles and stereotypes continues once a child reaches school age. Until very recently, schools were rather explicit in their efforts to stratify boys and girls. The first step toward stratification was segregation. Girls were encouraged to take home economics or humanities courses and boys to take math and science.

Studies suggest that gender socialization still occurs in schools today, perhaps in less obvious forms (Lips 2004). Teachers may not even realize they are acting in ways that reproduce gender differentiated behavior patterns. Yet any time they ask students to arrange their seats or line up according to gender, teachers may be asserting that boys and girls should be treated differently (Thorne 1993).

Even in levels as low as kindergarten, schools subtly convey messages to girls indicating that they are less intelligent or less important than boys. For example, in a study of teacher responses to male and female students, data indicated that teachers praised male students far more than female students. Teachers interrupted girls more often and gave boys more opportunities to expand on their ideas (Sadker and Sadker 1994). Further, in social as well as academic situations, teachers have traditionally treated boys and girls in opposite ways, reinforcing a sense of competition rather than collaboration (Thorne 1993). Boys are also permitted a greater degree of freedom to break rules or commit minor acts of deviance, whereas girls are expected to follow rules carefully and adopt an obedient role (Ready 2001).

Mimicking the actions of significant others is the first step in the development of a separate sense of self (Mead 1934). Like adults, children become agents who actively facilitate and apply normative gender expectations to those around them. When children do not conform to the appropriate gender role, they may face negative sanctions such as being criticized or marginalized by their peers. Though many of these sanctions are informal, they can be quite severe. For example, a girl who wishes to take karate class instead of dance lessons may be called a “tomboy” and face difficulty gaining acceptance from both male and female peer groups (Ready 2001). Boys, especially, are subject to intense ridicule for gender nonconformity (Coltrane and Adams 2004; Kimmel 2000).

Mass media serves as another significant agent of gender socialization. In television and movies, women tend to have less significant roles and are often portrayed as wives or mothers. When women are given a lead role, it often falls into one of two extremes: a wholesome, saint-like figure or a malevolent, hypersexual figure (Etaugh and Bridges 2003). This same inequality is pervasive in children’s movies (Smith 2008). Research indicates that in the ten top-grossing G-rated movies released between 1991 and 2013, nine out of ten characters were male (Smith 2008).

Television commercials and other forms of advertising also reinforce inequality and gender-based stereotypes. Women are almost exclusively present in ads promoting cooking, cleaning, or childcare-related products (Davis 1993). Think about the last time you saw a man star in a dishwasher or laundry detergent commercial. In general, women are underrepresented in roles that involve leadership, intelligence, or a balanced psyche. Of particular concern is the depiction of women in ways that are dehumanizing, especially in music videos. Even in mainstream advertising, however, themes intermingling violence and sexuality are quite common (Kilbourne 2000).

Social Stratification and Inequality

Stratification refers to a system in which groups of people experience unequal access to basic, yet highly valuable, social resources. There is a long history of gender stratification in the United States. When looking to the past, it would appear that society has made great strides in terms of abolishing some of the most blatant forms of gender inequality (see timeline below) but underlying effects of male dominance still permeate many aspects of society.

  • Before 1809—Women could not execute a will
  • Before 1840—Women were not allowed to own or control property
  • Before 1920—Women were not permitted to vote
  • Before 1963—Employers could legally pay a woman less than a man for the same work
  • Before 1973—Women did not have the right to a safe and legal abortion (Imbornoni 2009)

The Pay Gap

Despite making up nearly half (49.8 percent) of payroll employment, men vastly outnumber women in authoritative, powerful, and, therefore, high-earning jobs (U.S. Census Bureau 2010). Even when a woman’s employment status is equal to a man’s, she will generally make only 81 cents for every dollar made by her male counterpart (Payscale 2020). Women in the paid labor force also still do the majority of the unpaid work at home. On an average day, 84 percent of women (compared to 67 percent of men) spend time doing household management activities (U.S. Census Bureau 2011). This double duty keeps working women in a subordinate role in the family structure (Hochschild and Machung 1989).

Gender stratification through the division of labor is not exclusive to the United States. According to George Murdock’s classic work, Outline of World Cultures (1954), all societies classify work by gender. When a pattern appears in all societies, it is called a cultural universal. While the phenomenon of assigning work by gender is universal, its specifics are not. The same task is not assigned to either men or women worldwide. But the way each task’s associated gender is valued is notable. In Murdock’s examination of the division of labor among 324 societies around the world, he found that in nearly all cases the jobs assigned to men were given greater prestige (Murdock and White 1968). Even if the job types were very similar and the differences slight, men’s work was still considered more vital.

Part of the gender pay gap can be attributed to unique barriers faced by women regarding work experience and promotion opportunities. A mother of young children is more likely to drop out of the labor force for several years or work on a reduced schedule than is the father. As a result, women in their 30s and 40s are likely, on average, to have less job experience than men. This effect becomes more evident when considering the pay rates of two groups of women: those who did not leave the workforce and those who did: In the United States, childless women with the same education and experience levels as men are typically paid with closer (but not exact) parity to men. However, women with families and children are paid less: Mothers are recommended a 7.9 percent lower starting salary than non-mothers, which is 8.6 percent lower than men (Correll 2007).

This evidence points to levels of discrimination that go beyond behaviors by individual companies or organizations. As discussed earlier in the gender roles section, many of these gaps are rooted in America’s social patterns of discrimination, which involve the roles that different genders play in child-rearing, rather than individual discrimination by employers in hiring and salary decisions. On the other hand, legal and ethical practices demand that organizations do their part to promote more equity among all genders.

The Glass Ceiling

The idea that women are unable to reach the executive suite is known as the glass ceiling. It is an invisible barrier that women encounter when trying to win jobs in the highest level of business. At the beginning of 2021, for example, a record 41 of the world’s largest 500 companies were run by women. While a vast improvement over the number twenty years earlier – where only two of the companies were run by women – these 41 chief executives still only represent eight percent of those large companies (Newcomb 2020).

Why do women have a more difficult time reaching the top of a company? One idea is that there is still a stereotype in the United States that women aren’t aggressive enough to handle the boardroom or that they tend to seek jobs and work with other women (Reiners 2019). Other issues stem from the gender biases based on gender roles and motherhood discussed above.

Another idea is that women lack mentors, executives who take an interest and get them into the right meetings and introduce them to the right people to succeed (Murrell & Blake-Beard 2017).

Women in Politics

One of the most important places for women to help other women is in politics. Historically in the United States, like many other institutions, political representation has been mostly made up of White men. By not having women in government, their issues are being decided by people who don’t share their perspective. The number of women elected to serve in Congress has increased over the years, but does not yet accurately reflect the general population. For example, in 2018, the population of the United States was 49 percent male and 51 percent female, but the population of Congress was 78.8 percent male and 21.2 percent female (Manning 2018). Over the years, the number of women in the federal government has increased, but until it accurately reflects the population, there will be inequalities in our laws.

Movements for Change: Feminism

One of the underlying issues that continues to plague women in the United States is misogyny . This is the hatred of or, aversion to, or prejudice against women. Over the years misogyny has evolved as an ideology that men are superior to women in all aspects of life. There have been multiple movements to try and fight this prejudice.

In 1963, writer and feminist Betty Friedan published The Feminine Mystique in which she contested the post-World War II belief that it was women’s sole destiny to marry and bear children. Friedan’s book began to raise the consciousness of many women who agreed that homemaking in the suburbs sapped them of their individualism and left them unsatisfied. In 1966, the National Organization for Women (NOW) formed and proceeded to set an agenda for the feminist movement . Framed by a statement of purpose written by Friedan, the agenda began by proclaiming NOW’s goal to make possible women’s participation in all aspects of American life and to gain for them all the rights enjoyed by men.

Feminists engaged in protests and actions designed to bring awareness and change. For example, the New York Radical Women demonstrated at the 1968 Miss America Pageant in Atlantic City to bring attention to the contest’s—and society’s—exploitation of women. The protestors tossed instruments of women’s oppression, including high-heeled shoes, curlers, girdles, and bras, into a “freedom trash can.” News accounts incorrectly described the protest as a “bra burning,” which at the time was a way to demean and trivialize the issue of women’s rights (Gay 2018).

Other protests gave women a more significant voice in a male-dominated social, political, and entertainment climate. For decades, Ladies Home Journal had been a highly influential women’s magazine, managed and edited almost entirely by men. Men even wrote the advice columns and beauty articles. In 1970, protesters held a sit-in at the magazine’s offices, demanding that the company hire a woman editor-in-chief, add women and non-White writers at fair pay, and expand the publication’s focus.

Feminists were concerned with far more than protests, however. In the 1970s, they opened battered women’s shelters and successfully fought for protection from employment discrimination for pregnant women, reform of rape laws (such as the abolition of laws requiring a witness to corroborate a woman’s report of rape), criminalization of domestic violence, and funding for schools that sought to counter sexist stereotypes of women. In 1973, the U.S. Supreme Court in Roe v. Wade invalidated a number of state laws under which abortions obtained during the first three months of pregnancy were illegal. This made a nontherapeutic abortion a legal medical procedure nationwide.

Gloria Steinem had pushed through gender barriers to take on serious journalism subjects, and had emerged as a prominent advocate for women’s rights. Through her work, Steinem met Dorothy Pittman-Hughes, who had founded New York City’s first shelter for domestic violence victims as well as the city’s Agency for Child Development. Together they founded Ms . Magazine, which avoided articles on homemaking and fashion in favor of pieces on women’s rights and empowerment. Ms . showcased powerful and accomplished women such as Shirley Chisholm and Sissy Farenthold, and was among the first publications to bring domestic violence, sexual harassment, and body image issues to the national conversation (Pogrebrin 2011).

Many advances in women’s rights were the result of women’s greater engagement in politics. For example, Patsy Mink, the first Asian American woman elected to Congress, was the co-author of the Education Amendments Act of 1972, Title IX of which prohibits sex discrimination in education. Mink had been interested in fighting discrimination in education since her youth, when she opposed racial segregation in campus housing while a student at the University of Nebraska. She went to law school after being denied admission to medical school because of her gender. Like Mink, many other women sought and won political office, many with the help of the National Women’s Political Caucus (NWPC). In 1971, the NWPC was formed by Bella Abzug, Gloria Steinem, Shirley Chisholm, and other leading feminists to encourage women’s participation in political parties, elect women to office, and raise money for their campaign.

Shirley Chisholm personally took up the mantle of women’s involvement in politics. Born of immigrant parents, she earned degrees from Brooklyn College and Columbia University, and began a career in early childhood education and advocacy. In the 1950’s she joined various political action groups, worked on election campaigns, and pushed for housing and economic reforms. After leaving one organization over its refusal to involve women in the decision-making process, she sought to increase gender and racial diversity within political and activist organizations throughout New York City. In 1968, she became the first Black woman elected to Congress. Refusing to take the quiet role expected of new Representatives, she immediately began sponsoring bills and initiatives. She spoke out against the Vietnam War, and fought for programs such as Head Start and the national school lunch program, which was eventually signed into law after Chisholm led an effort to override a presidential veto. Chisholm would eventually undertake a groundbreaking presidential run in 1972, and is viewed as paving the way for other women, and especially women of color, achieving political and social prominence (Emmrich 2019).

Theoretical Perspectives on Gender

Sociological theories help sociologists to develop questions and interpret data. For example, a sociologist studying why middle-school girls are more likely than their male counterparts to fall behind grade-level expectations in math and science might use a feminist perspective to frame her research. Another scholar might proceed from the conflict perspective to investigate why women are underrepresented in political office, and an interactionist might examine how the symbols of femininity interact with symbols of political authority to affect how women in Congress are treated by their male counterparts in meetings.

Structural Functionalism

Structural functionalism has provided one of the most important perspectives of sociological research in the twentieth century and has been a major influence on research in the social sciences, including gender studies. Viewing the family as the most integral component of society, assumptions about gender roles within marriage assume a prominent place in this perspective.

Functionalists argue that gender roles were established well before the pre-industrial era when men typically took care of responsibilities outside of the home, such as hunting, and women typically took care of the domestic responsibilities in or around the home. These roles were considered functional because women were often limited by the physical restraints of pregnancy and nursing and unable to leave the home for long periods of time. Once established, these roles were passed on to subsequent generations since they served as an effective means of keeping the family system functioning properly.

When changes occurred in the social and economic climate of the United States during World War II, changes in the family structure also occurred. Many women had to assume the role of breadwinner (or modern hunter-gatherer) alongside their domestic role in order to stabilize a rapidly changing society. When the men returned from war and wanted to reclaim their jobs, society fell back into a state of imbalance, as many women did not want to forfeit their wage-earning positions (Hawke 2007).

Conflict Theory

According to conflict theory, society is a struggle for dominance among social groups (like women versus men) that compete for scarce resources. When sociologists examine gender from this perspective, we can view men as the dominant group and women as the subordinate group. According to conflict theory, social problems are created when dominant groups exploit or oppress subordinate groups. Consider the Women’s Suffrage Movement or the debate over women’s “right to choose” their reproductive futures. It is difficult for women to rise above men, as dominant group members create the rules for success and opportunity in society (Farrington and Chertok 1993).

Friedrich Engels, a German sociologist, studied family structure and gender roles. Engels suggested that the same owner-worker relationship seen in the labor force is also seen in the household, with women assuming the role of the proletariat. This is due to women’s dependence on men for the attainment of wages, which is even worse for women who are entirely dependent upon their spouses for economic support. Contemporary conflict theorists suggest that when women become wage earners, they can gain power in the family structure and create more democratic arrangements in the home, although they may still carry the majority of the domestic burden, as noted earlier (Rismanand and Johnson-Sumerford 1998).

Feminist Theory

Feminist theory is a type of conflict theory that examines inequalities in gender-related issues. It uses the conflict approach to examine the maintenance of gender roles and inequalities. Radical feminism, in particular, considers the role of the family in perpetuating male dominance. In patriarchal societies, men’s contributions are seen as more valuable than those of women. Patriarchal perspectives and arrangements are widespread and taken for granted. As a result, women’s viewpoints tend to be silenced or marginalized to the point of being discredited or considered invalid.

Sanday’s study of the Indonesian Minangkabau (2004) revealed that in societies some consider to be matriarchies (where women comprise the dominant group), women and men tend to work cooperatively rather than competitively regardless of whether a job is considered feminine by U.S. standards. The men, however, do not experience the sense of bifurcated consciousness under this social structure that modern U.S. females encounter (Sanday 2004).

Symbolic Interactionism

Symbolic interactionism aims to understand human behavior by analyzing the critical role of symbols in human interaction. This is certainly relevant to the discussion of masculinity and femininity. Imagine that you walk into a bank hoping to get a small loan for school, a home, or a small business venture. If you meet with a male loan officer, you may state your case logically by listing all the hard numbers that make you a qualified applicant as a means of appealing to the analytical characteristics associated with masculinity. If you meet with a female loan officer, you may make an emotional appeal by stating your good intentions as a means of appealing to the caring characteristics associated with femininity.

Because the meanings attached to symbols are socially created and not natural, and fluid, not static, we act and react to symbols based on the current assigned meaning. The word gay , for example, once meant “cheerful,” but by the 1960s it carried the primary meaning of “homosexual.” In transition, it was even known to mean “careless” or “bright and showing” (Oxford American Dictionary 2010). Furthermore, the word gay (as it refers to a person), carried a somewhat negative and unfavorable meaning fifty years ago, but it has since gained more neutral and even positive connotations. When people perform tasks or possess characteristics based on the gender role assigned to them, they are said to be doing gender . This notion is based on the work of West and Zimmerman (1987). Whether we are expressing our masculinity or femininity, West and Zimmerman argue, we are always "doing gender." Thus, gender is something we do or perform, not something we are.

In other words, both gender and sexuality are socially constructed. The social construction of sexuality refers to the way in which socially created definitions about the cultural appropriateness of sex-linked behavior shape the way people see and experience sexuality. This is in marked contrast to theories of sex, gender, and sexuality that link male and female behavior to biological determinism , or the belief that men and women behave differently due to differences in their biology.

Sociological Research

Being male, being female, and being healthy.

In 1971, Broverman and Broverman conducted a groundbreaking study on the traits mental health workers ascribed to males and females. When asked to name the characteristics of a female, the list featured words such as unaggressive, gentle, emotional, tactful, less logical, not ambitious, dependent, passive, and neat. The list of male characteristics featured words such as aggressive, rough, unemotional, blunt, logical, direct, active, and sloppy (Seem and Clark 2006). Later, when asked to describe the characteristics of a healthy person (not gender specific), the list was nearly identical to that of a male.

This study uncovered the general assumption that being female is associated with being somewhat unhealthy or not of sound mind. This concept seems extremely dated, but in 2006, Seem and Clark replicated the study and found similar results. Again, the characteristics associated with a healthy male were very similar to that of a healthy (genderless) adult. The list of characteristics associated with being female broadened somewhat but did not show significant change from the original study (Seem and Clark 2006). This interpretation of feminine characteristic may help us one day better understand gender disparities in certain illnesses, such as why one in eight women can be expected to develop clinical depression in her lifetime (National Institute of Mental Health 1999). Perhaps these diagnoses are not just a reflection of women’s health, but also a reflection of society’s labeling of female characteristics, or the result of institutionalized sexism.

What does gender equality look like today?

Progress towards gender equality is looking bleak. But it doesn’t need to.

A new global analysis of progress on gender equality and women’s rights shows women and girls remain disproportionately affected by the socioeconomic fallout from the COVID-19 pandemic, struggling with disproportionately high job and livelihood losses, education disruptions and increased burdens of unpaid care work. Women’s health services, poorly funded even before the pandemic, faced major disruptions, undermining women’s sexual and reproductive health. And despite women’s central role in responding to COVID-19, including as front-line health workers, they are still largely bypassed for leadership positions they deserve.

UN Women’s latest report, together with UN DESA, Progress on the Sustainable Development Goals: The Gender Snapshot 2021 presents the latest data on gender equality across all 17 Sustainable Development Goals. The report highlights the progress made since 2015 but also the continued alarm over the COVID-19 pandemic, its immediate effect on women’s well-being and the threat it poses to future generations.

We’re breaking down some of the findings from the report, and calling for the action needed to accelerate progress.

The pandemic is making matters worse

One and a half years since the World Health Organization declared COVID-19 a global pandemic, the toll on the poorest and most vulnerable people remains devastating and disproportionate. The combined impact of conflict, extreme weather events and COVID-19 has deprived women and girls of even basic needs such as food security. Without urgent action to stem rising poverty, hunger and inequality, especially in countries affected by conflict and other acute forms of crisis, millions will continue to suffer.

A global goal by global goal reality check:

Goal 1. Poverty

Globally, 1 in 5 girls under 15 are growing up in extreme poverty.

In 2021, extreme poverty is on the rise and progress towards its elimination has reversed. An estimated 435 million women and girls globally are living in extreme poverty.

And yet we can change this .

Over 150 million women and girls could emerge from poverty by 2030 if governments implement a comprehensive strategy to improve access to education and family planning, achieve equal wages and extend social transfers.

Goal 2. Zero hunger

Small-scale farmer households headed by women earn on average 30% less than those headed by men.

The global gender gap in food security has risen dramatically during the pandemic, with more women and girls going hungry. Women’s food insecurity levels were 10 per cent higher than men’s in 2020, compared with 6 per cent higher in 2019.

This trend can be reversed , including by supporting women small-scale producers, who typically earn far less than men, through increased funding, training and land rights reforms.

Goal 3. Good health and well-being

In the first year of the pandemic, there were an estimated additional 1.4 million additional unintended pregnancies in lower- and middle-income countries.

Disruptions in essential health services due to COVID-19 are taking a tragic toll on women and girls. In the first year of the pandemic, there were an estimated 1.4 million additional unintended pregnancies in lower and middle-income countries.

We need to do better .

Response to the pandemic must include prioritizing sexual and reproductive health services, ensuring they continue to operate safely now and after the pandemic is long over. In addition, more support is needed to ensure life-saving personal protection equipment, tests, oxygen and especially vaccines are available in rich and poor countries alike as well as to vulnerable population within countries.

Goal 4. Quality education

Half of all refugee girls enrolled in secondary school before the pandemic will not return to school.

A year and a half into the pandemic, schools remain partially or fully closed in 42 per cent of the world’s countries and territories. School closures spell lost opportunities for girls and an increased risk of violence, exploitation and early marriage .

Governments can do more to protect girls education .

Measures focused specifically on supporting girls returning to school are urgently needed, including measures focused on girls from marginalized communities who are most at risk.

Goal 5. Gender equality

Women are restricted from working in certain jobs or industries in almost 50% of countries.

The pandemic has tested and even reversed progress in expanding women’s rights and opportunities. Reports of violence against women and girls, a “shadow” pandemic to COVID-19, are increasing in many parts of the world. COVID-19 is also intensifying women’s workload at home, forcing many to leave the labour force altogether.

Building forward differently and better will hinge on placing women and girls at the centre of all aspects of response and recovery, including through gender-responsive laws, policies and budgeting.

Goal 6. Clean water and sanitation

Only 26% of countries are actively working on gender mainstreaming in water management.

In 2018, nearly 2.3 billion people lived in water-stressed countries. Without safe drinking water, adequate sanitation and menstrual hygiene facilities, women and girls find it harder to lead safe, productive and healthy lives.

Change is possible .

Involve those most impacted in water management processes, including women. Women’s voices are often missing in water management processes. 

Goal 7. Affordable and clean energy

Only about 1 in 10 senior managers in the rapidly growing renewable energy industry is a woman.

Increased demand for clean energy and low-carbon solutions is driving an unprecedented transformation of the energy sector. But women are being left out. Women hold only 32 per cent of renewable energy jobs.

We can do better .

Expose girls early on to STEM education, provide training and support to women entering the energy field, close the pay gap and increase women’s leadership in the energy sector.

Goal 8. Decent work and economic growth

In 2020 employed women fell by 54 million. Women out of the labour force rose by 45 million.

The number of employed women declined by 54 million in 2020 and 45 million women left the labour market altogether. Women have suffered steeper job losses than men, along with increased unpaid care burdens at home.

We must do more to support women in the workforce .

Guarantee decent work for all, introduce labour laws/reforms, removing legal barriers for married women entering the workforce, support access to affordable/quality childcare.

Goal 9. Industry, innovation and infrastructure

Just 4% of clinical studies on COVID-19 treatments considered sex and/or gender in their research

The COVID-19 crisis has spurred striking achievements in medical research and innovation. Women’s contribution has been profound. But still only a little over a third of graduates in the science, technology, engineering and mathematics field are female.

We can take action today.

 Quotas mandating that a proportion of research grants are awarded to women-led teams or teams that include women is one concrete way to support women researchers. 

Goal 10. Reduced inequalities

While in transit to their new destination, 53% of migrant women report experiencing or witnessing violence, compared to 19% of men.

Limited progress for women is being eroded by the pandemic. Women facing multiple forms of discrimination, including women and girls with disabilities, migrant women, women discriminated against because of their race/ethnicity are especially affected.

Commit to end racism and discrimination in all its forms, invest in inclusive, universal, gender responsive social protection systems that support all women. 

Goal 11. Sustainable cities and communities

Slum residents are at an elevated risk of COVID-19 infection and fatality rates. In many countries, women are overrepresented in urban slums.

Globally, more than 1 billion people live in informal settlements and slums. Women and girls, often overrepresented in these densely populated areas, suffer from lack of access to basic water and sanitation, health care and transportation.

The needs of urban poor women must be prioritized .

Increase the provision of durable and adequate housing and equitable access to land; included women in urban planning and development processes.

Goal 12. Sustainable consumption and production; Goal 13. Climate action; Goal 14. Life below water; and Goal 15. Life on land

Women are finding solutions for our ailing planet, but are not given the platforms they deserve. Only 29% of featured speakers at international ocean science conferences are women.

Women activists, scientists and researchers are working hard to solve the climate crisis but often without the same platforms as men to share their knowledge and skills. Only 29 per cent of featured speakers at international ocean science conferences are women.

 And yet we can change this .

Ensure women activists, scientists and researchers have equal voice, representation and access to forums where these issues are being discussed and debated. 

Goal 16. Peace, justice and strong institutions

Women's unequal decision-making power undermines development at every level. Women only chair 18% of government committees on foreign affairs, defence and human rights.

The lack of women in decision-making limits the reach and impact of the COVID-19 pandemic and other emergency recovery efforts. In conflict-affected countries, 18.9 per cent of parliamentary seats are held by women, much lower than the global average of 25.6 per cent.

This is unacceptable .

It's time for women to have an equal share of power and decision-making at all levels.

Goal 17. Global partnerships for the goals

Women are not being sufficiently prioritized in country commitments to achieving the SDGs, including on Climate Action. Only 64 out of 190 of nationally determined contributions to climate goals referred to women.

There are just 9 years left to achieve the Global Goals by 2030, and gender equality cuts across all 17 of them. With COVID-19 slowing progress on women's rights, the time to act is now.

Looking ahead

As it stands today, only one indicator under the global goal for gender equality (SDG5) is ‘close to target’: proportion of seats held by women in local government. In other areas critical to women’s empowerment, equality in time spent on unpaid care and domestic work and decision making regarding sexual and reproductive health the world is far from target. Without a bold commitment to accelerate progress, the global community will fail to achieve gender equality. Building forward differently and better will require placing women and girls at the centre of all aspects of response and recovery, including through gender-responsive laws, policies and budgeting.

This chapter provides a bird’s eye view of the literature on gender discrimination. The presentation of studies is grouped into five parts. Part 1 presents evidence of gender discrimination measured via various dimensions in various countries and contexts. Part 2 discusses in detail the gender wage gap – one of the most important measures of gender discrimination – as well as gender segregation and its origins. Part 3 discusses the close relationship between female empowerment and violence, and the experience of women of color. Part 4 covers gender behavioral differences. Part 5 presents studies on the experience of women trying to break the glass ceiling, as well as the differential effects of education on boys and girls.

Introduction to Gender Equality

In a society, everyone has the right to lead his/her life accordingly without any discrimination. When this state is achieved where all individuals are considered to be equal irrespective of their caste, gender, colour, profession, and status, we call it equality. Equality can also be defined as the situation where every individual has the same rights and equal opportunity to grow and prosper. 

Every individual of society dreams for equal rights and access to resources available at their disposal, but there is a lot of discrimination. This discrimination can be due to cultural differences, geographical differences, the colour of the individual, social status and even gender. The most prevalent discrimination is gender inequality. It is not a localised issue and is limited to only certain spheres of life but is prevalent across the globe. Even in progressive societies and top organisations, we can see many examples of gender bias. 

Gender equality can only be achieved when both male and female individuals are treated similarly. But discrimination is a social menace that creates division. We stop being together and stand together to tackle our problems. This social stigma has been creeping into the underbelly of all of society for many centuries. This has also been witnessed in gender-based cases. Gender inequality is the thing of the past as both men and women are creating history in all segments together.

Gender Equality builds a Nation

In this century, women and men enjoy the same privileges. The perception is changing slowly but steadily. People are now becoming more aware of their rights and what they can do in a free society. It has been found that when women and men hold the same position and participate equally, society progresses exclusively and creates a landmark. When a community reaches gender equality, everyone enjoys the same privileges and gets similar scopes in education, health, occupation, and political aspect. Even in the family, when both male and female members are treated in the same way, it is the best place to grow, learn, and add great value.

A nation needs to value every gender equally to progress at the right place. A society attains better development in all aspects when both genders are entitled to similar opportunities. Equal rights in decision making, health, politics, infrastructure, profession, etc will surely advance our society to a new level. The social stigma of women staying inside the house has changed. Nowadays, girls are equally competing with boys in school. They are also creating landmark development in their respective profession. Women are now seeking economic independence before they get married. It gives them the confidence to stand against oppression and make better decisions for themselves.

The age-old social structure dictated that women need to stay inside the home taking care of all when men go out to earn bread and butter. This has been practised for ages when the world outside was not safe. Now that the time has changed and we have successfully made our environment quite safer, women can step forward, get educated, pursue their passion, bring economic balance in their families, and share the weight of a family with men. This, in a cumulative way, will also make a country’s economy progress faster and better.

Methods to measure Gender Equality

Gender equality can be measured and a country’s growth can be traced by using the following methods.

Gender Development Index (GDI) is a gender-based calculation done similar to the Human Development Index. 

Gender Empowerment Measure (GEM) is a detailed calculation method of the percentage of female members in decision-making roles. 

Gender Equity Index (GEI) considers economic participation, education, and empowerment.

Global Gender Gap Index assesses the level of gender inequality present on the basis of four criteria: economic participation and opportunity, educational attainment, political empowerment, health and survival .

According to the Gender Gap Index (GGI), India ranks 140 among 156 participating countries. This denotes that the performance of India has fallen from the previous years, denoting negative growth in terms of closing the gender gap. In the current environment where equality and equal opportunities are considered supreme, this makes India be at a significant disadvantage.

Roadblocks to Gender Equality  

Indian society is still wrecked by such stigmas that dictate that women are meant to manage the home and stay indoors. This is being done for ages, leading to neglect of women in areas like education, health, wealth, and socio-economic fields. 

In addition to that, the dowry system is further crippling society. This ill practice had led to numerous female feticides. It has created a notion that girls are a burden on a family, which is one of the primary reasons a girl child cannot continue her education. Even if they excel in education and become independent, most of them are forced to quit their job as their income is considered a backup source, which is not fair. New-age women are not only independent, but they are confident too. The only thing they demand from society is support, which we should provide them.  

Along with dowry, there is one more burning issue that has a profound impact on women's growth. It is prevalent in all kinds of society and is known as violence. Violence against women is present in one or another form in public and private spaces. Sometimes, violence is accompanied by other burning issues such as exploitation, harassment, and trafficking, making the world unsafe for women. We must take steps to stop this and ensure a safe and healthy place for women.  

Poverty is also one of the major roadblocks towards gender equality. It has led to other malpractices such as child marriage, sale of children, trafficking and child labour, to name a few. Providing equal job opportunities and upliftment of people below the poverty line can help bring some checks onto this.

Initiative Towards Gender Equality

Any kind of discrimination acts as a roadblock in any nation’s growth, and a nation can only prosper when all its citizens have equal rights. Most of the developed countries has comparatively less gender discrimination and provide equal opportunity to both genders. Even the Indian government is taking multiple initiatives to cut down gender discrimination. 

They have initiated a social campaign called “Beti Bachao, Beti Padhao Yojana” to encourage the education of girl children. Besides this, the government runs multiple other schemes, such as the Women Helpline Scheme, UJJAWALA, National Mission for Empowerment of Women, etc., to generate awareness among the people. How to Teach Students About Gender Equality

ow do we create a world free from gender-based discrimination? Start by raising children who respect one another as individuals and question the traditional roles they’re assigned as boys or girls. Educators are uniquely positioned to show students they have a choice when it comes to forming their own identity, and to highlight the many illusions and traps society has laid before them that prevent equal opportunity in their personal and professional lives. It’s time to give gender equality the place it deserves in our curricula, from the fine arts to the hard sciences and from kindergarten to secondary school and beyond.

There’s no question that gender equality improves the well being of individuals, communities, cultures, and nations worldwide. According to the 2017 World Economic Forum’s   Global Gender Gap Report , economies around the world need gender parity to thrive:

“Across all countries, making full use of women’s capabilities paves the way to optimizing a nation’s human capital potential… Top performers in the Global Human Capital Index have succeeded in maximizing the development and deployment of their nation’s talent by also narrowing their gender gaps.”

In fact, the report goes on to suggest that “economic gender parity could add an additional US$250 billion to the GDP of the United Kingdom, US$1,750 billion to that of the United States, US$550 billion to Japan’s, US$320 billion to France’s and US$310 billion to the GDP of Germany.”

While the report focuses mostly on women’s educational and economic empowerment, it also recognizes that “gender diversity” may be the fundamental issue at hand:

“The global economy is currently in transition to a Fourth Industrial Revolution. In such a highly interconnected and rapidly changing world, diversity is critical to informed corporate decision-making and business innovation.”

The meaning between the lines, so to speak, is that the future of human potential depends not only on women’s advancement but on a willingness to re-consider what it means to be male or female, masculine or feminine, both, or neither. In other words, it’s not just a female issue; it’s a human issue.

Navigating that issue begins with a good education.

Below we’ve outlined ten ways you can promote gender equality in your school. Please help us enrich this post by adding insights from your own experience in the comments section at the end.

1. Disassociate character traits from gender.

If we teach students that “boys can be sensitive” and “girls can be dominant,” we are still presenting sensitivity as a feminine trait and dominance as a masculine trait. We need to disassociate these terms from gender and teach students to judge a person—female, male, nonbinary—as an individual with a complex makeup of characteristics.

Take care, in the language you use, to avoid confirmation of gender norms. Try to open up definitions of masculinity to include traits like sensitivity and expand definitions of femininity to include traits like dominance. Make room for emerging definitions of nonbinary and transgender identities as well.

2. Don’t distance the boys.

Many of us are much harsher on boys than on girls when it comes to behavioral issues, but this fuels destructive cultural phenomena like toxic masculinity. When boys are constantly targeted in this way, they internalize their shame as anger, which often leads to further behavioral issues down the road.

In a study of gender equality in Turkish schools, British Council representative Fatma Özdemir Uluç writes:

“Teachers were also surprised by what our research revealed about their behaviour towards boys in the classroom. For example, boys said that teachers had a no-tolerance attitude to their ‘bad’ behaviour, while when the girls acted in the same way the teachers did not react at all. The boys felt that they picked up the labels of being ‘naughty’ and ‘useless’ quickly and easily, making them feeling side-lined and neglected. We need to focus on boys just as much as girls, and make sure that no one feels left out or favoured.”

Let’s also take care not to center discussions of gender equality around girls only. It affects boys as well, and they need to become aware of this not only to help themselves but to empathize with and help girls as well.

3. Make physical education about body awareness.

Teach students to become aware of the way females and males occupy space differently. For instance, a male student might share what it’s like to feel pressure to “show off” his physical strength, while a female student might share what it’s like to feel like she needs to hide her body in order to avoid unwanted attention. How can females make males feel more secure about their bodies (e.g. letting them know that respect for women is more important than being “built”), and how can males make females feel more secure about theirs (e.g. helping women shut down unwanted attention as effectively as possible)?

Teach them about the most important physical agent of change, the voice, as well. A voice can perpetuate or reduce gender bias, depending on how it’s used. Hold discussions on what happens when men raise their voices above women’s, when women raise their voices above men’s, when discrimination occurs but no one speaks up, and how we can use our voices in different ways to navigate tough situations.

4. Highlight implicit biases such as benevolent sexism.

Students may look around and think, “I don’t see any gender bias here.” But that’s probably because most of us have only been educated on how hostile sexism works, and hostile sexism isn’t the kind of sexism that most people experience day-to-day. Another form of gender bias, benevolent sexism, is more frequently at play. Benevolent sexism is sexism that works by “buttering up” its victim, thereby coercing the victim into his or her own oppression. Oftentimes its perpetrators aren’t even aware they’re doing it. When a female student runs for a leadership position in student council but is told she would make an excellent secretary because “none of the boys can do the job right,” that’s benevolent sexism. It’s reinforcing unwanted gender roles by spinning them in a positive light. Let’s teach students to recognize and deal with situations like these.

5. Use gender equal instructional materials.

Gender bias in textbooks and other instructional materials is a real problem. Several UNSECO studies found that many of these texts “underrepresent women, contain stereotypes about women, or offensive comments about women.” Research also suggests that characterizations in teaching materials often “show a male majority.” One study on high school English language textbooks in Iran found that male characterizations were used as much as 80% of the time. Alternatively, gender bias in instructional materials can lead to narrow definitions of men’s roles as well–for example, if textbook images only show women as teachers and nurses.

Use this handy UNESCO checklist in planning your curriculum:

  • Are the materials used by the teacher or students free from gender stereotypes?
  • Do the materials show females and males an equal amount of times?
  • Do the materials show females and males with equal respect, and potential (when talking about jobs, or the future, for example)?
  • Does the curriculum reflect the needs and life experiences of both males and females?
  • Does the curriculum promote peace and equality for males and females, regardless, of their race, class, disability, religion, sexual preference, or ethnic background?

6. Emphasize the power of language.

Teach students to recognize gender bias in language when they hear or see it. For example, why do we hear, internalize, and accept the refrain “Be a man” so unquestioningly? So much is packed in those three simple words, from ideas of how men are expected to shape their self-worth around traditional notions of masculinity to the noticeable absence of the phrase “Be a woman.” Hold as many discussions as possible about the way gender bias has wormed its way into our everyday language, and how continued use of these phrases perpetuates the bias that inspired them in the first place.

7. Teach purpose before popularity.

So many of us—children and adults alike—don’t speak up for fear of social rejection. Especially when students are young, around middle and high school age, it’s highly important to convey the value in “standing up for what’s right even if you stand alone.” Be clear about the fact that students may not be rewarded with popularity and social acceptance for doing what’s right, but that anyone who does reject them for trying to make the world a more equitable, peaceful place isn’t worth their heartache anyway.

8. Teach vocab to navigate uncomfortable situations.

Helping students recognize instances of gender bias is one thing; helping them confront it is another. Students need the vocabulary to deal with what will often be uncomfortable situations, and we can play a part in giving it to them.

The vocab will be specific depending on the context, but one general all-purpose response is to say, “I don’t define myself by [X].” For instance, if a male student is teased for not being strong or fast enough in gym class, he can say, “I don’t define myself by how fast I run” or “I don’t define myself by how much I can bench press.” If a girl is automatically cast as a “secretary type” on the student council, she can say, “I don’t define myself that way; I think of myself as a leader.”

Let’s help them develop a vocabulary not only for standing up for themselves but for others as well.

When a female student sees a male student being picked on for what other students perceive as “feminine” characteristics, she can approach those other students and say, “Don’t pick on him for being himself.” Similarly, if a male student sees that a female student is being left out of the decision making process in a group project, he can make a point of asking her what she thinks and using his own voice to make space for hers.

9. Make your teaching intersectional.

We can’t talk about gender equality without talking about race, class, sexual orientation, and other intersectional issues. Understand that not every male or female student’s experience of gender bias is the same. Provide a safe space for talking about each student’s unique experience, whether that means opening up class discussions or letting students know you are there for them after class or during office hours.

10. Be sensitive to cultural differences.

“Teaching students about this topic is not the same as implying that students must adopt all or most American [or Australian] norms, abandon home cultures, or that their personal or cultural beliefs are inferior,”   writes   education policy researcher Joel L.A. Peterson. “Educators have a responsibility to teach students about American society, but should avoid proscriptive exhortations, suggestions, or denigration of minority or differing cultural, religious, or social beliefs which may be held by minority and immigrant families.”

It’s time to talk about gender out in the open, the way we talk about all other subjects. And the earlier, the better. Studies show that parents begin treating their daughters or sons differently as soon as they are born, comforting crying girls more than crying boys and praising toddlers for either playing with building blocks or dolls depending on their gender. The behavioral scripts run deep because they are assigned to us as soon as we enter this world. Let’s give boys and girls a chance to decide who they want to be as humans.

Gender discrimination in the United States: Experiences of women

Data Source and Study Design

Data come from a nationally representative, probability‐based telephone survey of 1596 women, conducted January‐April 2017.

We calculated the percentages of women reporting gender discrimination and harassment in several domains, including health care. We used logistic regression to examine variation in experiences among women by race/ethnicity and sexual orientation/gender identity.

Principal Findings

Sizable fractions of women experience discrimination and harassment, including discrimination in health care (18 percent), equal pay/promotions (41 percent), and higher education (20 percent). In adjusted models, Native American, black, and Latina women had higher odds than white women of reporting gender discrimination in several domains, including health care. Latinas’ odds of health care avoidance versus whites was (OR [95% CI]) 3.69 (1.59, 8.58), while blacks’ odds of discrimination in health care visits versus whites was 2.00 [1.06, 3.74]. Lesbian, gay, bisexual, transgender, and queer (LGBTQ) women had higher odds of reporting sexual harassment (2.16 [1.06, 4.40]) and violence (2.71 [1.43, 5.16]) against themselves or female family members than non‐LGBTQ women.

Conclusions

Results suggest that discrimination and harassment are widely experienced by women across multiple domains of their lives, particularly those who are a racial/ethnic minority or LGBTQ. Further policy and programmatic efforts beyond current legal protections for women are needed to meaningfully reduce these negative experiences, as they impact women's health care and their lives overall.

1. INTRODUCTION

The prominence of the #MeToo and #TimesUp movements have heightened public awareness of discrimination, sexual assault, and harassment against women in the United States. 1 While this is an important step in bringing visibility to these issues, these movements were popularized largely by anecdotal experiences of celebrities, with an emphasis on the impact for their careers. In order to identify appropriate policies that address discrimination for the larger public and to support related health outcomes, it is critical to examine and document experiences of discrimination among a broader swath of women and across a broader spectrum of life domains, including health. It is particularly important to examine the experience of women at risk for multiple types of discrimination, including racial/ethnic minority women and lesbian, gay, bisexual, transgender, and queer (LGBTQ) women.

Evidence about the negative health effects of gender discrimination is grounded in a strong body of literature, showing that the gender‐based discrimination and harassment that women experience in the workplace affect their physical and mental health, as well as their economic opportunities. 2 , 3 , 4 Such discrimination and harassment further contribute to gender inequalities in health. 5 , 6 Research has also shown there is gender‐based discrimination against women in health care interactions and gender bias in medicine, which can have negative health impacts. 7 , 8 , 9

Evidence about the health impact of gender discrimination is supported indirectly by literature documenting the relationship between racial/ethnic discrimination and negative health outcomes. 10 , 11 , 12 , 13 , 14 These studies suggest that the experience of discrimination—be it institutional (eg, health care) or interpersonal (eg, microaggressions)—increases the body's stress response over time, and that discrimination is linked to a range of poor health‐related behaviors, mental health outcomes, and physical health problems, including high blood pressure, heart disease, and mortality. 10 , 11 , 12 , 13 , 14 Experiencing gender discrimination may negatively impact women's health through parallel mechanisms, that is, through both psychological and physiological stress responses and health behaviors that lead to worse health outcomes. 15 , 16 Research in the field also suggests that women who are racial/ethnic minorities are disproportionately exposed to discrimination and are also more likely to experience health effects of discrimination. 17 , 18 , 19 , 20 Similarly, women who identify as LGBTQ are at higher risk for experiencing discrimination than their non‐LGBTQ counterparts. 20 , 21

While older studies document gender discrimination in discrete areas of women's lives (eg, the workplace), increasing evidence about the health risks of discrimination suggests an updated examination across a broader range of areas is warranted. 2 , 6 , 14 , 22 The purpose of this specific study is twofold: (a) to document the prevalence of gender discrimination against women across multiple institutional and interpersonal domains, including health care, education, employment, housing, political participation, police and the criminal justice system, slurs, microaggressions, harassment, and violence; and (b) to examine the variation in discrimination experiences of racial/ethnic minority women and LGBTQ women. This study brings a public health perspective to the complexity and pervasiveness of discrimination in the United States today alongside complementary articles in this issue of Health Services Research . It was conducted as part of a larger survey fielded in 2017 to understand nationally representative experiences of discrimination against several different groups in America today, including blacks, Latinos, Asians, Native Americans, women, and LGBTQ people.

2.1. Study design and sample

Data were obtained from a nationally representative, probability‐based telephone (cell and landline) survey of US adults, conducted from January 26 to April 9, 2017. The survey was jointly designed by Harvard TH Chan School of Public Health, the Robert Wood Johnson Foundation, and National Public Radio. SSRS administered the survey. Because Harvard researchers were not directly involved in data collection and de‐identified datasets were used for analysis, the study was determined to be “not human subjects research” by the Harvard TH Chan School of Public Health Office of Human Research Administration.

The full survey sample included 3453 US adults aged 18 years and older, and this paper examines the subsample of 1596 US women. The completion rate for this survey was 74 percent among respondents who answered initial demographic screening questions, with a 10 percent overall response rate, calculated based on the American Association for Public Opinion Research's (AAPOR) RR3 formula. 23 Because data from this study were drawn from a probability sample and used the best available sampling and weighting practices in polling methods (eg, 68 percent of interviews were conducted by cell phone, and 32 percent were conducted via landline), they are expected to provide accurate results consistent with surveys with higher response rates 24 , 25 and are therefore reliably generalizable to the broader population of US women, within a margin of error of ± 4.6 percentage points at the 95 percent confidence interval. See Benson, Ben‐Porath, and Casey (2019) for a further description of the survey methodology. 26

2.2. Survey instrument

Polling questions were developed using AAPOR best practices for survey research, after conducting a review of available survey questions on discrimination. 2 , 3 , 4 , 5 , 6 , 10 , 11 , 15 , 16 , 17 , 27 The questionnaire was reviewed by external experts for bias, balance, and comprehension, and it was pretested in the field before it was conducted among the full sample. 26 The poll asked about women's experiences of discrimination, including harassment. We conceptualized gender discrimination as differential or unfair treatment of individuals based on their self‐identification as a woman/female. We include discrimination that is “institutional,” meaning propagated by social institutions (based on laws, policies, institutions, and related behavior of individuals who work in or control these laws, policies, or institution) or “interpersonal,” meaning propagated by individuals (based on beliefs, words, and behavior). 11 , 27 , 28 We analyzed 17 questions from the survey, covering six interpersonal and six institutional areas of discrimination that women may face (question wording in Appendix S1 ). Institutional areas included employment, education, health care, housing, political participation, and police and courts. Interpersonal areas included gender‐based slurs, microaggressions, sexual harassment, being threatened or nonsexually harassed, and violence. We also examined two areas in which concerns about discrimination might prevent women from taking potentially needed action: seeking health or police services. We examined discrimination in domains previously demonstrated to be associated with health (eg, health care interactions), 8 , 9 as well as domains outside health services research (eg, police interactions), to capture a wide range of possible discriminatory experiences across women's lives. Questions were only asked among a random half sample of respondents in order to maximize the number of questions (and thus dimensions of discrimination considered) while limiting the survey length and time burden for any individual respondent. Questions were only asked of relevant subgroups (eg, questions about college only asked among women who had ever applied to or attended college). Questions about harassment, violence, and avoiding institutions for fear of discrimination were asked about yourself or family members because of the sensitive nature of the topic and prior literature demonstrating that vicariously experiencing stress (eg, through discrimination experienced by family members) can directly and adversely affect individuals. 29

2.3. Statistical analyses

We first calculated the prevalence of all women who reported that they had ever experienced gender discrimination in each of the domains. Second, we generated bivariate statistics to assess whether women in racial/ethnic minority groups or women in a sexual and/or gender minority (LGBTQ) were more likely to experience gender discrimination. For race/ethnicity, women self‐identified with one of the following mutually exclusive groups: white (reference group); Hispanic or Latina; black; Asian; American Indian, Alaska Native, or Native American; or Other. If respondents identified as Latina and another race, interviewers asked if they identified more with being Hispanic/Latina (coded as Latina) or more with the other race (coded as the other race). For sexual orientation and/or gender identity, women were classified as LGBTQ if they identified as lesbian, gay, bisexual, or queer, or if they identified as transgender or genderqueer/gender nonconforming. Women were classified as non‐LGBTQ if they self‐identified as heterosexual/straight and female gender, and did not identify as transgender or genderqueer/gender nonconforming. Using pairwise t tests of differences in proportions, we made uncontrolled comparisons of the percentage of women reporting discrimination between racial/ethnic minority and white women, as well as between LGBTQ and non‐LGBTQ women. Differences achieving statistical significance at P  < .05 are discussed in the results.

To give further consideration as to whether race/ethnicity or LGBTQ status is a driver of these associations, we then conducted logistic regression models to assess whether reporting discrimination remained significantly associated with race/ethnicity or sexual orientation/gender identity after controlling for the following possible confounders: age (18‐29, 30‐49, 50‐64, 65+); self‐reported household income (<$25 000, $25 000‐<$50 000, $50 000‐<$75 000, $75 000+), education (less than college degree or college graduate), and, for health care questions only, current health insurance status (uninsured, Medicaid insured, non‐Medicaid insured). Finally, we examined whether each sociodemographic variable was significantly associated with experiencing discrimination across domains in order to consider other possible drivers of gender discrimination.

To compensate for known biases in telephone surveys (eg, nonresponse bias) and variations in probability of selection within and across households, sample data were weighted by household size and composition, cell phone/landline use, and demographics (age, education, race/ethnicity, and Census region) to reflect the true population distribution of women in the country. Other techniques, including random‐digit dialing, replicate subsamples, and random selection of a respondent within a household, were used to ensure that the sample is representative. All analyses were conducted using STATA version 15.0 (StataCorp), and all tests accounted for the variance introduced by weighted data.

Socioeconomic and demographic characteristics of this nationally representative sample of women are displayed in Table ​ Table1. 1 . A majority were white (65 percent), 15 percent were Hispanic/Latina, 13 percent were black, 6 percent were Asian, and 1 percent were Native American. About nine in ten women (89 percent) identified as non‐LGBTQ, 7 percent identified as LGBTQ, and 4 percent refused to answer sexual orientation/gender identity questions.

Sizeable fractions reported personally experiencing institutional discrimination across all domains of life examined. For example, about one in five women (18 percent) reported gender‐based discrimination when going to a doctor or health clinic, while more than four in 10 (41 percent) reported such discrimination in obtaining equal pay or being considered for promotions, and 31 percent reported discrimination in applying for jobs. Approximately one‐fifth experienced discrimination in applying to or while attending college (20 percent), and a similar fraction experienced discrimination trying to rent a room/apartment or buy a house (16 percent) or in interacting with the police (15 percent).

Sizable fractions of women reported experiencing interpersonal discrimination personally or within their family: 37 percent reported that they or female family members have experienced sexual harassment, and 29 percent said they or female family members have been threatened or nonsexually harassed. More than a fifth (21 percent) said they or family members experienced violence because they are women.

Concerns that they would experience discrimination also prevented some women from taking action to protect themselves: 9 percent reported that they have avoided the doctor or seeking health care for themselves or their family, and the same percentage (9 percent) reported that they have avoided calling the police or other authority figures, even when in need.

Looking at uncontrolled comparisons across racial/ethnic groups, black, Native American, and Hispanic/Latina women were more likely to report discrimination than white women in several domains (Table ​ (Table2). 2 ). In particular, Native American women were dramatically more likely to than white women to report sexual harassment (62 vs 42 percent, P  < .03), threats or nonsexual harassment (58 vs 31 percent, P  < .01), and gender‐based violence (58 vs 21 percent, P  < .01) against themselves or a female family member. They were also more likely to avoid health care because of concerns about gender‐based discrimination or poor treatment (27 vs 7 percent, P  < .02). Asian women, and in a few cases Hispanic/Latina women, were less likely to report discrimination than white women in some domains.

There were also differences between LGBTQ and non‐LGBTQ women's experiences of discrimination and harassment. LGBTQ women were more likely than non‐LGBTQ women to report gender discrimination when it comes to being paid equally or considered for promotions (61 vs 40 percent, P  < .01). When it comes to interpersonal discrimination against themselves or female family members, they were more likely to report sexual harassment (65 vs 36 percent, P  < .01), being threatened or nonsexually harassed (48 vs. 28 percent, P  < .01), and experiencing violence (42 vs 20 percent, P  < .01).

After we controlled for potential sociodemographic confounders in logistic regression models, many of the racial/ethnic and sexual orientation/gender identity differences persisted, and six emerged (see Tables ​ Tables3 3 and ​ and4 4 for detailed results). Notably, the odds of Native American women reporting discrimination were significantly higher than white women across nine domains, while the odds of Latina and black women were higher than whites in two and three domains, respectively. Notably, Asian women had lower odds than whites for reporting discrimination in seven domains, and all racial/ethnic minority women had lower odds of reporting sexual harassment compared to white women (Table ​ (Table4 4 ).

As in uncontrolled comparisons, adjusted models showed that LGBTQ women had higher odds of reporting gender discrimination in obtaining equal pay and promotions, sexual harassment, and violence compared to their non‐LGBTQ counterparts.

Several additional sociodemographic characteristics in the models were associated with discrimination. In both health care domains, uninsured women also had significantly higher odds of reporting gender discrimination than women with non‐Medicaid insurance. College‐educated women had significantly higher odds of reporting discrimination across both health care domains and all interpersonal domains compared to women without a college education. Women ages 18‐29 had significantly higher odds of reporting discrimination in most interpersonal domains compared to women 30 and over.

4. DISCUSSION

This study presents strong evidence that US women report widespread discrimination and harassment. This continuing evidence of reported systemic institutional and interpersonal discrimination against women suggests that additional policies and programs are needed to eliminate discrimination at the population level beyond legal protections already in place (eg, through the 19th amendment and Title IX ) and, subsequently, address negative health consequences associated with these experiences. Several findings are particularly relevant to consideration for those working to develop, implement, and evaluate policies addressing gender discrimination in the United States.

First, results confirm that many women experience interpersonal and institutional gender discrimination not only within the workplace, but also across a wide spectrum of other domains, including health care, higher education, housing, and the legal system. Our findings raise a host of concerns not only about gender discrimination within these individual domains, but also across them. While it is beyond the scope of our results to promote specific policies or practices to end gender discrimination in the United States, these results make clear that future work needs to consider the interrelated experiences of discrimination across multiple facets of women's lives.

Second, findings related to the experiences of gender discrimination within the health care arena suggest focused attention is needed here. It is alarming that one in five women report discrimination in their clinical experience and one in ten report avoiding care. It may be important to develop policies specific to the complexities of medical decision making, with recognition that gender inequalities in the underlying clinical evidence base may play a role in how decision making occurs in the clinical setting. 30 Further, given that both Latina and black women report higher odds of gender discrimination in health care, policies may need to account for the needs of these groups of women particularly. 9

Third, the evidence points to persistent experiences of gender discrimination and harassment against women in racial/ethnic minorities even outside health care. Our findings of discrimination and harassment among Native American women in particular were striking, as a majority reported personally experiencing gender discrimination in obtaining equal pay or promotions and that they or female family members had experienced both sexual and nonsexual harassment, as well as violence. These results are consistent with other findings of high incidence of violence, sexual violence, abuse, and assault against Native American women. They are especially troubling given further evidence that the high prevalence of historical and current trauma that Native American women experience has resulted in substantially worse health outcomes. 31 , 32 Findings are also consistent with prior evidence that Native American women avoid health care systems they do not perceive as culturally safe. 32 These findings raise important concerns about relevant gender discrimination policy for Native American women specifically, as well as broader considerations of policy support for women who are at risk of multiple and compounded types of discrimination based on their race/ethnicity and gender.

Fourth, we note that women who identified as LGBTQ were more likely to experience gender discrimination in work and more likely to experience (directly or through family) interpersonal discrimination including sexual harassment and violence. This adds to existing evidence that LGBTQ women experience high rates of sexual violence 33 and provides additional evidence about the experience of discrimination across multiple dimensions of their lives. Policies to guard against anti‐LGBTQ discrimination may need to consider the multiple and potentially compounded types of discrimination that LGBTQ women specifically face in these arenas.

Notably, our findings of greater reported interpersonal discrimination among college‐educated women are consistent with other literature showing positive associations between socioeconomic status and reported discrimination among racial/ethnic minorities. 27 , 34 However, it is unclear whether this relationship is driven by unequal exposures (eg, greater contact with institutions where women may experience discrimination/harassment) or differential reporting (eg, higher likelihood of recognizing and/or self‐reporting discrimination/harassment).

4.1. Limitations

Our results should be interpreted considering several limitations. First, although we assessed perspectives across a broad range of settings, we only examined a subset of types of discrimination and harassment that women may experience, and thus, we cannot speak to the full scope of discrimination. Second, we assessed whether women have or have not experienced any types of discrimination, without regard to timing or severity. This limits the ability to detect current levels experienced and instead focuses on lifetime experiences. However, lifetime experiences remain valid measures of discrimination, as discriminatory experiences may have long‐term effects on behavior or health. 3 , 11 , 12 , 13 , 14 Third, we note that many forms of discrimination, including sexual harassment and violence, are often under‐reported—particularly on surveys administered by an interviewer, such as in this study. 35 Prior research has also found that women are often reluctant to label offensive experiences as “harassment.” 22 To overcome the challenge of sensitive topic areas, we asked whether “you or someone in your family who is also female” had experienced gendered harassment or violence. Nonetheless, respondents may have not been comfortable answering these questions over the phone and also may have interpreted questions differently based on varying backgrounds and expectations. Women may also face multiple types of discrimination simultaneously based on intersecting parts of their social identities (eg, based on both gender and race). 17 It is not always possible for women to disentangle the reasons they face discrimination, so restricting analyses to only gender‐based discrimination may result in underreporting of discrimination by some respondents, and this may be different across women of different racial/ethnic or LGBTQ identities. Questions about discrimination based on race/ethnicity and LGBTQ identity are examined separately in other articles in this issue. Fourth, nonresponse bias is a concern in public opinion surveys, though evidence suggests that low response rates do not bias results if the survey sample is representative of the study population. 24 , 25 Recent research has shown that such surveys, when based on probability samples and weighted using US Census parameters, yield accurate estimates in most cases when compared with both objective measures and higher response surveys. 24 , 25 , 36 , 37 For instance, a recent study showed that across fourteen different demographic and personal characteristics, the average difference between government estimates from high‐response rate surveys and a Pew Research Center poll with a response rate similar to this poll was 3 percentage points. 24 However, it is still possible that some selection bias may remain that is related to the experiences being measured. Finally, we note that this survey was conducted before the viral October 2017 #MeToo movement, catalyzed by 80 women accusing film producer Harvey Weinstein of sexual harassment and abuse. 38 This movement may have increased the salience of issues and increased subsequent self‐reported sexual harassment, so results from this study may be considered lower bound estimates of self‐reported gender‐based sexual harassment. 1 , 39

Despite these limitations, this study design was strengthened by its probability sampling design and by the breadth of questions asked on gender discrimination across institutions and interpersonally. It allowed us to examine reported experiences of gender discrimination and harassment among women. Most of the limitations suggest that our findings may underreport the experiences of discrimination and harassment, and thus, our results can be considered a lower bound estimate of gender discrimination and harassment in the United States today. We may also underreport the added burden of discrimination against women who are racial/ethnic minorities or LGBTQ. In the end, our findings further support the need for policy and programmatic efforts beyond current legal protections for women to reduce gender discrimination and harassment in order to improve women's health and well‐being.

5. CONCLUSIONS

Far beyond isolated cases, women report experiencing widespread discrimination across many areas of their lives with public, private, or governmental institutions—including in health care, the workplace, and higher education, as well as in personal interactions through gender slurs, microaggressions, and harassment. Women's experiences of discrimination vary widely by racial/ethnic background, LGBTQ identity, and other sociodemographic factors, with Native American women experiencing particularly high rates of gender discrimination and harassment across multiple areas of their lives. Evidence here amplifies findings from other papers in this journal issue on the multidimensional nature of gender discrimination in the United States, which impact women's health care and their lives overall. Major institutional changes in policy and programs should address these issues on a larger scale to combat systematic gender discrimination in the United States in all its facets.

The Problem With Saying ‘Sex Assigned at Birth’

As you may have noticed, “sex” is out, and “sex assigned at birth” is in. Instead of asking for a person’s sex, some medical and camp forms these days ask for “sex assigned at birth” or “assigned sex” (often in addition to gender identity). The American Medical Association and the American Psychological Association endorse this terminology; its use has also exploded in academic articles. The Cleveland Clinic’s online glossary of diseases and conditions tells us that the “inability to achieve or maintain an erection” is a symptom of sexual dysfunction, not in “males,” but in “people assigned male at birth.”

This trend began around a decade ago, part of an increasing emphasis in society on emotional comfort and insulation from offense — what some have called “ safetyism .” “Sex” is now often seen as a biased or insensitive word because it may fail to reflect how people identify themselves. One reason for the adoption of “assigned sex,” therefore, is that it supplies respectful euphemisms, softening what to some nonbinary and transgender people, among others, can feel like a harsh biological reality. Saying that someone was “assigned female at birth” is taken to be an indirect and more polite way of communicating that the person is biologically female. The terminology can also function to signal solidarity with trans and nonbinary people, as well as convey the radical idea that our traditional understanding of sex is outdated.

The shift to “sex assigned at birth” may be well intentioned, but it is not progress. We are not against politeness or expressions of solidarity, but “sex assigned at birth” can confuse people and creates doubt about a biological fact when there shouldn’t be any. Nor is the phrase called for because our traditional understanding of sex needs correcting — it doesn’t.

This matters because sex matters. Sex is a fundamental biological feature with significant consequences for our species, so there are costs to encouraging misconceptions about it.

Sex matters for health, safety and social policy and interacts in complicated ways with culture. Women are nearly twice as likely as men to experience harmful side effects from drugs, a problem that may be ameliorated by reducing drug doses for females. Males, meanwhile, are more likely to die from Covid-19 and cancer, and commit the vast majority of homicides and sexual assaults . We aren’t suggesting that “assigned sex” will increase the death toll. However, terminology about important matters should be as clear as possible.

More generally, the interaction between sex and human culture is crucial to understanding psychological and physical differences between boys and girls, men and women. We cannot have such understanding unless we know what sex is, which means having the linguistic tools necessary to discuss it. The Associated Press cautions journalists that describing women as “female” may be objectionable because “it can be seen as emphasizing biology,” but sometimes biology is highly relevant. The heated debate about transgender women participating in female sports is an example ; whatever view one takes on the matter, biologically driven athletic differences between the sexes are real.

When influential organizations and individuals promote “sex assigned at birth,” they are encouraging a culture in which citizens can be shamed for using words like “sex,” “male” and “female” that are familiar to everyone in society, as well as necessary to discuss the implications of sex. This is not the usual kind of censoriousness, which discourages the public endorsement of certain opinions. It is more subtle, repressing the very vocabulary needed to discuss the opinions in the first place.

A proponent of the new language may object, arguing that sex is not being avoided, but merely addressed and described with greater empathy. The introduction of euphemisms to ease uncomfortable associations with old words happens all the time — for instance “plus sized” as a replacement for “overweight.” Admittedly, the effects may be short-lived , because euphemisms themselves often become offensive, and indeed “larger-bodied” is now often preferred to “plus sized.” But what’s the harm? No one gets confused, and the euphemisms allow us to express extra sensitivity. Some see “sex assigned at birth” in the same positive light: It’s a way of talking about sex that is gender-affirming and inclusive .

The problem is that “sex assigned at birth”— unlike “larger-bodied”— is very misleading. Saying that someone was “assigned female at birth” suggests that the person’s sex is at best a matter of educated guesswork. “Assigned” can connote arbitrariness — as in “assigned classroom seating” — and so “sex assigned at birth” can also suggest that there is no objective reality behind “male” and “female,” no biological categories to which the words refer.

Contrary to what we might assume, avoiding “sex” doesn’t serve the cause of inclusivity: not speaking plainly about males and females is patronizing. We sometimes sugarcoat the biological facts for children, but competent adults deserve straight talk. Nor are circumlocutions needed to secure personal protections and rights, including transgender rights. In the Supreme Court’s Bostock v. Clayton County decision in 2020, which outlawed workplace discrimination against gay and transgender people, Justice Neil Gorsuch used “sex,” not “sex assigned at birth.”

A more radical proponent of “assigned sex” will object that the very idea of sex as a biological fact is suspect. According to this view — associated with the French philosopher Michel Foucault and, more recently, the American philosopher Judith Butler — sex is somehow a cultural production, the result of labeling babies male or female. “Sex assigned at birth” should therefore be preferred over “sex,” not because it is more polite, but because it is more accurate.

This position tacitly assumes that humans are exempt from the natural order. If only! Alas, we are animals. Sexed organisms were present on Earth at least a billion years ago, and males and females would have been around even if humans had never evolved. Sex is not in any sense the result of linguistic ceremonies in the delivery room or other cultural practices. Lonesome George, the long-lived Galápagos giant tortoise , was male. He was not assigned male at birth — or rather, in George’s case, at hatching. A baby abandoned at birth may not have been assigned male or female by anyone, yet the baby still has a sex. Despite the confusion sown by some scholars, we can be confident that the sex binary is not a human invention.

Another downside of “assigned sex” is that it biases the conversation away from established biological facts and infuses it with a sociopolitical agenda, which only serves to intensify social and political divisions. We need shared language that can help us clearly state opinions and develop the best policies on medical, social and legal issues. That shared language is the starting point for mutual understanding and democratic deliberation, even if strong disagreement remains.

What can be done? The ascendance of “sex assigned at birth” is not an example of unhurried and organic linguistic change. As recently as 2012 The New York Times reported on the new fashion for gender-reveal parties, “during which expectant parents share the moment they discover their baby’s sex.” In the intervening decade, sex has gone from being “discovered” to “assigned” because so many authorities insisted on the new usage. In the face of organic change, resistance is usually futile. Fortunately, a trend that is imposed top-down is often easier to reverse.

Admittedly, no one individual, or even a small group, can turn the lumbering ship of English around. But if professional organizations change their style guides and glossaries, we can expect that their members will largely follow suit. And organizations in turn respond to lobbying from their members. Journalists, medical professionals, academics and others have the collective power to restore language that more faithfully reflects reality. We will have to wait for them to do that.

Meanwhile, we can each apply Strunk and White’s famous advice in “The Elements of Style” to “sex assigned at birth”: omit needless words.
